Article I: United Nations of Aceon
Section A: Name of the Confederation
The name of this confederation shall be “The United Nations of Aceon”
Section B: Retention of Rights
Each member nation-state retains its sovereignty, freedom, and independence, and every power, jurisdiction, and right as stated in the Rights of Nations
Section C: League of Friendship
The member nation-states hereby severally enter into a firm league of friendship with each other, for their common defense, the security of their liberties, and their mutual and general welfare, binding themselves to assist each other, against all force offered to, or attacks made upon them, or any of them, on account of religion, sovereignty, trade, or any other pretense whatsoever.
Section D: Travel
To secure and perpetuate mutual friendship and intercourse among the people of the different member nation-states in this confederation, and to establish equal treatment and freedom of movement for the free inhabitants of each member nation-state to pass unhindered between the member nation-states, excluding paupers, vagabonds, and fugitives from justice. All these people are entitled to equal rights established by the state into which he/she travels. If a crime is committed in a member nation-state and the perpetrator flees to another member nation-state, he/she will be extradited to and tried in the member nation-state in which the crime was committed.
Section E: Restrictions on Members
Only the regional government may declare war or conduct foreign political or commercial relations with other regions. No member nation-state or official may accept foreign gifts or titles and granting any title of nobility is forbidden to all. No member nation-state may tax or interfere with treaty stipulations already proposed.
Section F: Expenditures
Expenditures by the United Nations of Aceon will be paid with funds raised by state legislatures, and apportioned to the Nation-states in proportion to the real property values of each.
Section G: Vested Powers
These articles grant to the United Nations of Aceon the sole and exclusive right and power to exchange ambassadors; to enter into treaties and alliances, with some provisos, and to serve as a final court for disputes between member nation-states.
Section H: Admittance of New Members
All nation-states shall not be denied admittance into this confederacy because of form of government, treatment of citizens, religion or lack thereof, creed, motto, flag, name, people, alliance, region of origin, returning resident nation, and Et cetera unless it causes or requires harm to come to others or it infringes on the rights of other nations to treat their citizens how they see fit, have what religion they see fit, and Et cetera.
Article II: Legislative Branch
The Assembly of the United Nations of Aceon shall consist of all member nation-states of Aceon. This document defines member nation-states of the United Nations of Aceon as nation-states that possess more regional Influence here than in any other region. As stated in Article all member nation-states shall receive one (1) vote in the Assembly of the United Nations of Aceon while the Chief Executive/Governor shall receive two (2) votes. All pieces of legislation shall be voted on in the assembly and will only be implemented if it passes with a majority vote. The day immediately prior to an amendment or other government election the regional borders will be closed until the election's end.
Section A: Votes
This document hereby allocates one (1) vote to each member nation-state.
Section B: Duration of Elections & Polls
All elections/polls shall last no shorter and no longer than three (3) days. Weekly polls may be closed early by order of the Chief Executive/Governor.
Section C: Election Schedule
Elections for Ministers shall be held every sixty (60) days. The schedule for the elections shall be made public and published in the World Factbook Entry.
Section D: Results of Elections
Whichever candidate obtains a majority of the popular vote shall be declared the winner and that candidate shall be granted the position of officer. The candidate and the nation from which they are from shall be made public and published in the World Factbook Entry.
Section E: Term Limits
If a candidate has held office for two (2) sixty (60) day terms, then they shall have to wait one (1) sixty (60) day term before running for that position again. This excludes the positions of the Secretary General, and the Chancellor of the United Nations of Aceon.
Section F: Weekly Polls
The Communications Minister shall be responsible for the creation of a weekly poll which shall be held once a week (traditionally on Weekly Poll Wednesdays) for the collection of research data. It is the job of the Communications Minister and the Chancellor to create a polling schedule in the event that a World Assembly Poll conflicts with a Weekly Poll. In such events the Communications minister can substituted the Weekly Poll with a Survey in the form of an RMB post or Region-Wide Telegram.
Section G: World Assembly Polls
Whenever a new resolution is proposed in the World Assembly it shall be the job of the Chancellor (Delegate) to create a World Assembly Poll. It is the job of the Communications Minister and the Chancellor to create a polling schedule in the event that a World Assembly Poll conflicts with a Weekly Poll.
Section H: Amendment Polls
These articles shall remain perpetual and can and shall be amended in order to remain effective. The Archivist has the power to physically alter and amend this document; but only to add amendments approved by the Assembly of the United Nations of Aceon, to improve the grammar, to improve this document's clarity, or to ensure this document's security from possible threats. Members of the Assembly may propose amendments to the constitution first by submitting a proposal to the Chief Executive/Governor. Said proposal shall be reviewed by the Chief Executive/Governor for three (3) days to two (2) weeks. During this time the proposed amendment may be modified by the Archivist so that it does not conflict with other parts of the U.N.A. Charter or the Rights of Nations if it passes this review, then a poll regarding said amendment shall be created.
Section I: Amendment Poll Results
Whichever option of the Amendment Poll, be it yay or nay, has the majority popular vote shall determine if the amendment is added to the U.N.A. Charter or not.
Section J: Security of Elections & Polls
The day immediately prior to an election the regional borders will be closed until the election's end.
No member nation-state or their puppets may hold office in more than one region and then run for or hold office in the United Nations of Aceon so as to prevent foreign interests interfering or influencing regional government.
Eligibility to run and hold the office of Defense Minister shall be restricted to nations who have a longer residency in Aceon than any other region. Upon applying to run for the office of Defense Minister the potential candidate will be notified by the Chief Executive/Governor if they are eligible to run for the office. Residents that wish to run for the position of the Defense Minister, are required to have at least two-hundred (200) days of residency, and must not have committed any crimes against the United Nations of Aceon.
Puppet nations are NOT allowed to hold public office nor are they allowed to vote in elections or polls. Any puppet nations discovered doing so WILL be ejected and banned from the United Nations of Barbaria upon the first offense. Upon the second offense the parent nation if known WILL be ejected and banned from the United Nations of Aceon. Puppet nations are welcome to Aceon so long as they stay within these guidelines. Member nations the United Nations of Aceon under probation are not permitted puppet nations.
Member nation-states are prohibited from sponsoring candidates that will use the politics of their origin to the benefit of their nation at the expense of their nation's foes or taking in special interests. This ordains that all officers refrain from conducting affairs that would either benefit their nation and harm another country, both, or neither. The neutrality of one's profession comes before the ambitions of their origin nation.
Officers that have been found guilty of such acts will be immediately impeached and removed from office, without any warning, or reparation.
Examples of conducting such actions includes: Exercising laws or policy that would only benefit the Officer’s nation of origin; Denial of regional resources or services to another nation; Directly, or indirectly barring, restricting trade, disrupting economic activity, disrupting military activity, libel, slander, or other forms of defamation.
A nation may only hold one (1) office at a time.
Section L: Recall Elections
If an elected official or representative fails to properly discharge their responsibilities, then they can be called back with the written request of a specific number of voters. The recall process shall be initiated by petition with the names of at least ten percent (10%) of the regional population in support of the recalling said elected official or representative. Once the petition has the adequate number of member nation-states supporting the recall then a regional vote will be held to determine whether or not the elected official stays in office or is removed from office.
Article III: Executive Branch
Section A: Chief Executive (Governor)
This position shall be held by the Governor of the United Nations of Aceon, the position will be held by the Chief Executive/Governor until they wish to step down, or is impeached by 2/3rds of the Members that voted. The position of Chief Executive/Governor will then be passed on to the next official in the line of succession. The Chief Executive has ultimate authority and can appoint/dismiss officers and set their authority, and can modify the authority of the Delegate. The Chief Executive/Governor has the power to veto anything that is not in the best interests of Aceon and its people, for the exception of impeachments, or petitions of impeachment. The Chief Executive/Governor also has the power to implement policies of officers, or proposed by delegates of the assembly, if said policies are considered in the best interests of Aceon. The Chief Executive/Governor can also appoint ministers in times of crisis, or when those appointed to those positions are unable to do their duties. Those appointed by the Chief Executive/Governor to fill these positions shall hold that position until the first of the next month when elections shall be held for that position.
Section B: Chancellor (Delegate)
The Chancellor is the delegate of the United Nations of Aceon in the World Assembly. The Chancellor reviews upcoming proposals for legislation in the World Assembly, and votes on said proposals. Whenever the Chancellor wishes to vote on a particular resolution from the World Assembly, it is required that they publish a poll to the public, to determine the popularity of any resolution. The Chancellor is not required to publish a poll for resolutions from the Security Council, but are still obligated to inform the public on their position if it is requested. If the Chancellor votes against the popular consensus three (3) times during their term, they may be eligible for impeachment for failing to fully represent the majority. The Chancellor shall have the power to conduct polls. The term of the Chancellor will last for one (1) year, but can hold two (2) terms at a given time, but wait one (1) term before running for the position again.
Section C: Foreign Affairs Ministry
The Foreign Affairs Ministry oversees enforcing foreign policy and dealing with foreign policy issues. The Foreign Affairs Ministry is responsible for the inter-regional relations of the United Nations of Aceon and negotiates treaties, and agreements with foreign entities.
Clause 1: Sovern Policy
The "Sovern Policy" consists of actively seeking out embassies with other regions rather than passively waiting for embassy requests.Clause 2: Persecuted Regions Policy
The "Persecuted Regions Policy" consists of actively seeking out embassies with regions deemed as persecuted due to ideological preference, region tags, or other characteristic factors.
Section D: Domestic Affairs Ministry
The Domestic Affairs Ministry oversees enforcing policy in the United Nations of Aceon and dealing with policy issues. The Domestic Affairs Ministry is responsible for the international relations within the United Nations of Aceon and negotiates treaties and agreements between them to ensure peaceful unity between members. The Domestic Affairs Ministry may also be tasked by the Chief Executive/Governor with conducting investigations.
Clause 1: Office of the Inspector General of Aceon
The Domestic Affairs Ministry shall also serve as the Office of the Inspector General which shall function as the oversight division of the regional government. The Domestic Affairs Minister as Inspector General shall from time to time be tasked by the Chief Executive/Governor to conduct investigations to detect and prevent fraud, waste, abuse, and mismanagement of regional government programs, and operations.Investigations may be internal or external and methods of investigation may consist of questioning, interrogation, analysis of a nation-state's or region's activity feed, telegrams, or RMB posts. Investigations may or may not result in action being taken by the regional government.
Clause 2: Aceon Monetary Union
Aceon shall have an optional to join currency union in which member nations which choose to join the currency union shall use a common, regional currency. This currency will be called Credits (or “Creds” for short). The issuing authority for this currency shall be The Aceon Central Bank which shall be responsible for controlling Aceon monetary policy and maintaining price stability. The Aceon Central Bank shall be headed by a board of representatives with a representative from each member nation that opts to use the currency. The Aceon Central Bank Board of Reps. (A.C.B.B.R.) shall fall under the joint authority of the Domestic Affairs Ministry, Foreign Affairs Ministry, and the Chief Executive/Governor.Member nations of Aceon will have three options:
1) Fully adopt the regional currency.
2) Adopt the currency only as an accounting currency.
3) Opt out of the regional currency entirely.
In place of banknotes Credit ingots made of metal will be used. In place of coins Credit chips made of metal will be used. Ingot denominations will consist of: 5, 10, 20, 50, 100, 200, and 500. Chip denominations will consist of: .1, .2, .5, .10, .20, .50, 1, and 2. Ingots and Chips will be made up of silver, gold, and platinum according to the face value. .1, .2, .5, and 5 and 10 in silver. .10, .20, and 50 and 100 in gold. .50, 1, 2 and 200 and 500 in platinum.
Clause 3: Aceon Trade Federation
All member nations of Aceon shall have an option to join the Aceon Trade Federation.The Aceon Trade Federation shall be a governmental institution that shall keep track of all nations who wish to trade on an international (regional) scale. It will also track of what these countries will be importing/exporting based on their nation’s one percent (1%), five percent (5%), and ten percent (10%) world ranking industries and services. Additional goods and services may be traded internationally at the nation's prerogative, based upon that nations production and manufacturing, subject to the laws of Aceon.
The Aceon Trade Federation shall be managed, operated, and regulated by the Domestic Affairs Ministry of the United Nations of Aceon under the laws and provisions of the U.N.A. Charter and the Rights of Nations. The United Nations of Aceon shall be responsible for its organization, foundation, management, and devoted to its development to improve the regional economy, while also improving the domestic national economies in Aceon.
Membership in the Trade Federation is voluntary. All nations that join the Aceon Trade Federation have the right to leave or disband its trade exchange from the Trade Federation at any time.
Nations involved in the Aceon Trade Federation also retain their right to place taxes and tariffs or other trade restrictions on other nations, as well as their right to regulate their own industries and commercial concerns that are engaged in international trade. A record will be kept by the Domestic Affairs Ministry to legally document all trade exchanges, VATs, taxes, tariffs, and duties.
The Aceon Trade Federation shall also be empowered to mediate and settle trade disputes between nations who are signatories to the Trade Federation.
Nations that are approved members of the Aceon Trade Federation shall have the right to use the A.T.F. banner and seal of approval. Member Nations signatory to the Trade Federation shall also have a Trade Federation icon appended to their entry in the Nations of Aceon List to denote their membership in the Federation.
The Domestic Affairs Minister has the authority to bar member nation-states from the Aceon Trade Federation, for committing acts of warmongering, or supporting acts of warmongering but only if assistance is asked by one of the involved nations or it endangers or threatens the security of the region. Every nation will be entitled to one (1) warning on the Regional Messaging Board, but if the warning is ignored, the nation will be temporarily barred from being a member of the Aceon Trade Federation for one (1) sixty (60) day term before attempting to reapply. This applies to nations who are already registered in the Aceon Trade Federation, as well as non-registered nations.
Nations who intentionally disturb or disrupt land, air, and/or sea trade routes will be given a warning from the Domestic Affair Minister to cease their activity or face being temporarily barred from the Aceon Trade Federation for one (1) sixty (60) day term but only if assistance is asked by one of the involved nations or it endangers or threatens the security of the region. The policy applies to nations who are registered and non-registered under the Aceon Trade Federation.
There shall be an updated list of current embargoes or trade sanctions in Barbaria within the Aceon Trade Federation so nations’ representatives are aware of current trading issues and events. The list will consist of the embargoed nation or sanctioned nation, a brief description, and the involved nations.
Clause 4: International Police
In accordance with Article I. Section D, an International Police Force or INTERPOL shall be established. The affairs of the INTERPOL shall fall under the administration of the Domestic Affairs Minister.INTERPOL shall conduct investigations in regards to violations of the terms of the Charter of the United Nations of Aceon or the breaking of international law. These investigations may include the collection evidence, analysis of said evidence, as well as the collection of testimony from delegates of the assembly. Any and all penalties shall be determined and finalized through the judiciary in accordance with Article 4 of the U.N.A. Charter.
This INTERPOL shall also work to coordinate the cooperation of member nation-state's police institutions in accordance with the extradition clause of Article I. Section D, of the U.N.A. Charter "If a crime is committed in a member nation-state and the perpetrator flees to another member nation-state, he/she will be extradited to and tried in the member nation-state in which the crime was committed." To ensure and promote the widest possible mutual assistance between all criminal police authorities within the limits of the laws existing in the different countries and in the spirit of the Rights of Nations.
INTERPOL shall also serve as the mediator and chief arbitrator when the Domestic Affairs Ministry is requested by one (1) or more member nation-states to mediate, arbitrate, and settle disputes between said member nation-states. Any terms or agreements established by the INTERPOL shall receive final authorization from the Chief Executive/Governor.
Section E: Defense Ministry
The Defense Ministry is charged with coordinating and supervising all agencies and functions of the government concerned directly with the security of the United Nations of Aceon. The duties of the Defense Ministry include: Protecting the region and its members from invaders, raiders, or other external threats. It is also in charge of enforcing any and all sanctions. During times of crisis when the Defense Ministry is unable to contact the commander in chief then emergency authority will be granted to the Defense Ministry so that it can conduct its duties without hindrance.
Clause 1: Military
Every Member nation-state is required to provide land, air, sea, and space military units that are under the full authority and control of the United Nations of Aceon’s (U.N.A.’s) Unified Military Command (U.M.C.). These combined military forces shall make up the United Nations of Aceon Forces. This force will be a permanently standing military force for the common defense of the United Nations of Aceon and for peacekeeping missions within the U.N.A. It is the duty of every member state to train and discipline this force and to equip it with sufficient public stores of field pieces, tents, arms, ammunition, and camp equipage. The individual nation-state legislatures shall assign military ranks of colonel, and below.Clause 2: Peacekeeping
The military of the United Nations of Aceon shall not interfere with civil wars or international conflicts unless assistance is requested by one of the involved nations and consent for U.N.A. forces to enter said country/countries is officially given. If such conflicts endanger or threaten the security of the region then and ONLY then can U.N.A. forces interfere without consent of either party involved in the conflict. These rules fall into the three (3) peacekeeping mission categories which are as follows:Observation Missions- which consist of small contingents of military or civilian observers tasked with monitoring cease-fires, troop withdrawals, or other conditions outlined in a ceasefire agreement. They are typically unarmed and are primarily tasked with observing and reporting on what is taking place. Thus, they do not possess the capability or mandate to intervene should either side renege on the agreement. Requires the nation-state's consent.
Interpositional Missions- also known as traditional peacekeeping, are larger contingents of lightly armed troops meant to serve as a buffer between belligerent factions in the aftermath of a conflict. Thus, they serve as a buffer zone between the two sides and can monitor and report on the compliance of either side with regard to parameters established in a given ceasefire agreement. Requires the nation-state's consent.
Multidimensional Missions- are carried out by military and police personnel in which they attempt to implement robust and comprehensive settlements. Not only do they act as observers, or in an interpositional role, but they also participate in more multidimensional tasks—such as electoral supervision, police and security forces reform, institution building, economic development and more. Require the nation-state's consent.
In the event of interregional conflict, consent is not required being that such conflict falls under the Defense Ministry’s duty to protect the U.N.A. Such regional threats to security are the ONLY case in which non-consent can be overridden.
Section F: Communications Ministry
The Communications Ministry oversees matters regarding communication within the United Nations of Aceon. The Communications ministry is tasked with maintaining clear and easy communications between the different parts of government, enforcing regulations and policy regarding communications, and ensuring peaceful communications between members of the United Nations of Aceon. It is also in charge of collecting valuable information via polls so that the government can better serve the people of the United Nations of Aceon.
Section G: Secretary General
The Secretary General is responsible for managing the ministers in government, overseeing their functions, and maintaining integrity in every branch of government. The Secretary General holds every position of authority, and uses said authority to enforce the U.N.A. Charter and police the regional government. Acting as a benefactor and regent to the Governor/Chief Executive when needed, the Secretary General can supervise the region in the event that the Governor/Chief Executive is on vacation, or taking an extended break from their duties upon prior arrangements with the Secretary General. In order for a Member of the United Nations of Aceon to be a legitament candidate to be a Secretary General, they must have prior experience as a Minister, as well seven-hundred and thirty (730) days of residency within the United Nations of Aceon. The term of the Secretary General will last for one (1) year, but can hold two (2) terms at a given time, but wait one (1) term before running for the position again.
Section H: Resignation
All officials can resign from their position. No officer can be forced to resign unless done so by the Governor/Chief Executive, or a majority vote by the Assembly. If an official resigns from their position, then their duties shall be done by the official next in the line of succession until the next election or by the Governor/Chief Executive if the next in succession is incapable of doing so. Those who resign from their position shall have to wait one sixty (60) day term before running for office. This is to maintain a common level of commitment to duty within the regional government.
Section I: Impeachment
For a regional officer of the United Nations of Aceon to be impeached there first must be a petition with more than half of all the member nations in the United Nations of Aceon. Once this majority is reached then this petition will be submitted to the Governor/Chief Executive who will then create a poll in which the Assembly of the United Nations of Aceon will vote whether or not to impeach said official. If the popular vote is for impeachment, then said official will be removed from office and the next official in the line of succession or interim office chosen by the Governor/Chief Executive shall assume that officials’ duties until the next scheduled election. If the majority popular vote is not for impeachment, then said nation shall remain in office. Grounds for impeachment include breach of this document, failing to perform one’s duties, performing duties not granted by this document or the Governor/Chief Executive, or by majority vote.
Section J: Line of Succession
Should the Governor/Chief Executive be unable to continue their duties, and has not appointed a successor, then his duties shall fall to the Secretary General. At the first of the next month an election for Secretary General shall be held. If the Secretary General is unable to continue their duties, then the Foreign Affairs minister shall assume their duties. At the first of the next month an election for Foreign Affairs Minister shall be held. If the Foreign Affairs minister is unable continue their duties then the Defense Minister shall assume their duties. At the first of the next month, an election for Defense Minister shall be held. If the Defense Minister is unable to continue their duties then the Domestic Affairs Minister shall assume their duties. At the first of the next month, an election for Domestic Affairs Minister shall be held. If the Domestic Affairs Minister is unable to continue their duties, then the Chancellor shall assume their duties. At the first of the next month, an election for Chancellor shall be held.
Section K: Founder
The Founder isn’t an official position within the regional government. The Founder doesn’t have any powers over government affairs, it’s simply a title given to the nation who founded the region and it cannot be changed nor removed. The Founder shares the same rights as any other member nation of Aceon as it’s stated in the Rights of Nations.
Article IV: Judiciary Branch
In the position when the regional government must stand on particular appeals, the legality of terms within the U.N.A. Charter, or to decide the punishment for guilty parties, a standing committee of judges will be democratically elected by the residents of the region, and carry out the duties of their term when required.
Section A: Composition of the Judiciary
The Judicial Branch of the United Nations of Aceon shall consist of a Supreme Court headed by a panel of three (3) Justices.
Section B: Selection or Election of Judges
Members of the United Nations of Aceon will elect a Justice, on the occasion that there is any vacancy on the board of Justices. Justices will hold their position permanently with no term limits, unless they are removed from their position either by resignation, ceasing to exist, or were found guilty of a crime against the United Nations of Aceon. In the event that a Justice lost their position, the Governor/Chief Executive can appoint another Justice, in a vacancy that needs to be filled immediately. Justices are subject to impeachment if they abuse, and/or neglect of their position.
Section C: Citations
Members of the United Nations of Aceon shall receive a maximum of one (1) warning, or citation, to redress such prohibited behaviors. Members nation-states who breach the articles of this document, or those of the Rights of Nations. After accumulating a total of two (2) citations, the offender shall be ejected and banned automatically from the United Nations of Aceon. Citations can be issued by either the Secretary General, the Domestic Affairs Minister, or the Chief Executive/Governor.
Section D: Ejection & Banning
Members of the United Nations of Aceon can be ejected and banned from the United Nations of Aceon for breaching any of the articles in this document, or the Rights of Nations. In times of war, invasion, terrorist attack, or other times of crisis the aforementioned ejection and banning system can be circumvented in order to assure the quick and effective defense of the region from its enemies. In the event that the Defense Minister isn't able to eject/ban-eject a party, the responsibility shall fall upon the Secretary General to execute the ejection/banishment, if the Secretary General can not execute the eject/ban-ejection of a party, then the tasks falls lastly onto the Chief Executive/Governor.
Section E: Appeals
Upon being ejected and banned from the United Nations of Aceon, former residents shall be granted at least one (1) appeal. These appeals shall be processed/addressed by the Secretary General, but are exclusively revised by the Supreme Court, to determine the legality of the former resident's banjection, and should said appeal be unanimously approved, then any former resident who had been ejected and/or banned from the United Nations of Aceon, shall be allowed to re-join the United Nations of Aceon. In the event that the appeal was rejected by the Supreme Court, the former resident shall resume to be permanently banned from re-joining the United Nations of Aceon. The Secretary General has the authority to permit one (1) additional appeal for any former resident, and in doing so gives the former resident another chance to make their case before the Supreme Court.
Section F: Probation
When a member nation-state has been ejected from the United Nations of Aceon and has been granted re-admittance into the United Nations of Aceon they shall be placed on a probation period of thirty (30) days. Violation of the terms of probation will result in ejection and banning of said member nation-state(s). In rare cases of a fourth appeal being heard and granted by the Chief Executive/Governor, probation periods shall be extended to no shorter than sixty (60) to no longer than one hundred and twenty (120) days.
Article V. Resolutions
Resolutions can be categorized as laws, treaties, or agreements; that of which consist of signatories willing to enforce the measures, or the terms of multi-lateral contracts, on nation-states signatory to the Resolution, or nation-states that are not. Members of the United Nations of Aceon can voluntarily become signatories, or not. Forms of commitment, regulation, prohibition, and/or compliance are examples of internationally recognized doctrines. Resolutions can be found on the official Resolution Board.
Section A: Organization & Requirements
International Resolutions, or simply Resolutions, are initially drafted by a multi-lateral agreement, with at least ten (10) signatories. The contents, purpose, and intention of a Resolution is not limited to the interference of the regional government; so long as it doesn't violate the Rights of Nations, or the U.N.A. Charter of the United Nations of Aceon.
Section B: Internal Enforcement
How a Resolution is enforced is based upon what is explicitly mentioned within the Resolution, and must be clear or detailed, so the participants of the signatory understand how the law takes affect. Enforcement is exclusive to the signatories of the international treaty, and is only as strong as the willingness of the signatories.
Section C: Functions
A Resolution can take on either form; an Embargo, Coalition, Humanitarian Mission, Sanction, or Intervention.
Embargo: an official ban of trade on a particular nation-state; usually directed by multiple nation-states, under the premise of limiting economic output or commerce. Embargoes can be placed upon nation-states under any pretense, and its strength is a result of how many nation-states are participating.
Coalition: is a formation of two or more nation-states, that temporarily or permanently, work together to achieve a common goal. The goal can range from forming blockades, conducting counter-terrorist alliances, securing territory, implementing/enforcing international laws, or stabilizing governments; by means of non-belligerent/belligerent action.
Humanitarian Mission: an attempt to prevent, or reduce the affects of a humanitarian crisis; which would involve mass contributions of foreign aid. The creation of humanitarian channels or corridors, or the establishment of a refugee encampment, will be directed by the Domestic Affairs Minister.
Sanction: a threatened penalty of some form, against one or more nation-states. These penalties include bans or prohibitions on certain goods or services from other nation-states, but with fines or charges included. Sanctions can be applied to nation-states as penalties for war crimes, damage of property, and/or violating treaties. Sanctions can also take the form of lawsuits; which must be processed through the International Court.
Intervention: a U.N.A. approved operation or mission, that requires the United Task Force to intervene. Acts of intervention will require the coordination and oversight of the Domestic Affairs Minister. Acts of intervention are acceptable if a nation-state has become unstable, has violated the Charter of the United Nations of Aceon, and/or is subjected to the spread of instability by their neighbors.
Section D: Application
Resolutions can be applied to any particular nation-state(s), with a collective goal clearly set by the terms of the Resolution. When the goal has been accomplished, and meet the criteria of the Resolution, the validation of the Resolution becomes null, and void. Applications do not have a set time limit, or expiration date of any form, unless explicitly mentioned within the terms of the Resolution.
Section E: Oversight
To insure that Resolutions do not violate the Rights of Nations, and/or the Charter of the United Nations of Aceon, the oversight of every Resolution will be bestowed to the Domestic Affairs Minister. In the event that a Resolution violates either the Rights of Nations, and/or the Charter of the United Nations of Aceon, the Resolution can be vetoed by the Domestic Affairs Minister. The Resolution may be re-applied, if it is adjusted and modified to fit the legal standards.

Article I: United Nations of Aceon
Section A: Name of the Confederation
The name of this confederation shall be “The United Nations of Aceon”
Section B: Retention of Rights
Each member nation-state retains its sovereignty, freedom, and independence, and every power, jurisdiction, and right as stated in the Rights of Nations
Section C: League of Friendship
The member nation-states hereby severally enter into a firm league of friendship with each other, for their common defense, the security of their liberties, and their mutual and general welfare, binding themselves to assist each other, against all force offered to, or attacks made upon them, or any of them, on account of religion, sovereignty, trade, or any other pretense whatsoever.
Section D: Travel
To secure and perpetuate mutual friendship and intercourse among the people of the different member nation-states in this confederation, and to establish equal treatment and freedom of movement for the free inhabitants of each member nation-state to pass unhindered between the member nation-states, excluding paupers, vagabonds, and fugitives from justice. All these people are entitled to equal rights established by the state into which he/she travels. If a crime is committed in a member nation-state and the perpetrator flees to another member nation-state, he/she will be extradited to and tried in the member nation-state in which the crime was committed.
Section E: Restrictions on Members
Only the regional government may declare war or conduct foreign political or commercial relations with other regions. No member nation-state or official may accept foreign gifts or titles and granting any title of nobility is forbidden to all. No member nation-state may tax or interfere with treaty stipulations already proposed.
Section F: Expenditures
Expenditures by the United Nations of Aceon will be paid with funds raised by state legislatures, and apportioned to the Nation-states in proportion to the real property values of each.
Section G: Vested Powers
These articles grant to the United Nations of Aceon the sole and exclusive right and power to exchange ambassadors; to enter into treaties and alliances, with some provisos, and to serve as a final court for disputes between member nation-states.
Section H: Admittance of New Members
All nation-states shall not be denied admittance into this confederacy because of form of government, treatment of citizens, religion or lack thereof, creed, motto, flag, name, people, alliance, region of origin, returning resident nation, and Et cetera unless it causes or requires harm to come to others or it infringes on the rights of other nations to treat their citizens how they see fit, have what religion they see fit, and Et cetera.
Article II: Legislative Branch
The Assembly of the United Nations of Aceon shall consist of all member nation-states of Aceon. This document defines member nation-states of the United Nations of Aceon as nation-states that possess more regional Influence here than in any other region. As stated in Article all member nation-states shall receive one (1) vote in the Assembly of the United Nations of Aceon while the Chief Executive/Governor shall receive two (2) votes. All pieces of legislation shall be voted on in the assembly and will only be implemented if it passes with a majority vote. The day immediately prior to an amendment or other government election the regional borders will be closed until the election's end.
Section A: Votes
This document hereby allocates one (1) vote to each member nation-state.
Section B: Duration of Elections & Polls
All elections/polls shall last no shorter and no longer than three (3) days. Weekly polls may be closed early by order of the Chief Executive/Governor.
Section C: Election Schedule
Elections for Ministers shall be held every sixty (60) days. The schedule for the elections shall be made public and published in the World Factbook Entry.
Section D: Results of Elections
Whichever candidate obtains a majority of the popular vote shall be declared the winner and that candidate shall be granted the position of officer. The candidate and the nation from which they are from shall be made public and published in the World Factbook Entry.
Section E: Term Limits
If a candidate has held office for two (2) sixty (60) day terms, then they shall have to wait one (1) sixty (60) day term before running for that position again. This excludes the positions of the Secretary General, and the Chancellor of the United Nations of Aceon.
Section F: Weekly Polls
The Communications Minister shall be responsible for the creation of a weekly poll which shall be held once a week (traditionally on Weekly Poll Wednesdays) for the collection of research data. It is the job of the Communications Minister and the Chancellor to create a polling schedule in the event that a World Assembly Poll conflicts with a Weekly Poll. In such events the Communications minister can substituted the Weekly Poll with a Survey in the form of an RMB post or Region-Wide Telegram.
Section G: World Assembly Polls
Whenever a new resolution is proposed in the World Assembly it shall be the job of the Chancellor (Delegate) to create a World Assembly Poll. It is the job of the Communications Minister and the Chancellor to create a polling schedule in the event that a World Assembly Poll conflicts with a Weekly Poll.
Section H: Amendment Polls
These articles shall remain perpetual and can and shall be amended in order to remain effective. The Archivist has the power to physically alter and amend this document; but only to add amendments approved by the Assembly of the United Nations of Aceon, to improve the grammar, to improve this document's clarity, or to ensure this document's security from possible threats. Members of the Assembly may propose amendments to the constitution first by submitting a proposal to the Chief Executive/Governor. Said proposal shall be reviewed by the Chief Executive/Governor for three (3) days to two (2) weeks. During this time the proposed amendment may be modified by the Archivist so that it does not conflict with other parts of the U.N.A. Charter or the Rights of Nations if it passes this review, then a poll regarding said amendment shall be created.
Section I: Amendment Poll Results
Whichever option of the Amendment Poll, be it yay or nay, has the majority popular vote shall determine if the amendment is added to the U.N.A. Charter or not.
Section J: Security of Elections & Polls
The day immediately prior to an election the regional borders will be closed until the election's end.
No member nation-state or their puppets may hold office in more than one region and then run for or hold office in the United Nations of Aceon so as to prevent foreign interests interfering or influencing regional government.
Eligibility to run and hold the office of Defense Minister shall be restricted to nations who have a longer residency in Aceon than any other region. Upon applying to run for the office of Defense Minister the potential candidate will be notified by the Chief Executive/Governor if they are eligible to run for the office. Residents that wish to run for the position of the Defense Minister, are required to have at least two-hundred (200) days of residency, and must not have committed any crimes against the United Nations of Aceon.
Puppet nations are NOT allowed to hold public office nor are they allowed to vote in elections or polls. Any puppet nations discovered doing so WILL be ejected and banned from the United Nations of Barbaria upon the first offense. Upon the second offense the parent nation if known WILL be ejected and banned from the United Nations of Aceon. Puppet nations are welcome to Aceon so long as they stay within these guidelines. Member nations the United Nations of Aceon under probation are not permitted puppet nations.
Member nation-states are prohibited from sponsoring candidates that will use the politics of their origin to the benefit of their nation at the expense of their nation's foes or taking in special interests. This ordains that all officers refrain from conducting affairs that would either benefit their nation and harm another country, both, or neither. The neutrality of one's profession comes before the ambitions of their origin nation.
Officers that have been found guilty of such acts will be immediately impeached and removed from office, without any warning, or reparation.
Examples of conducting such actions includes: Exercising laws or policy that would only benefit the Officer’s nation of origin; Denial of regional resources or services to another nation; Directly, or indirectly barring, restricting trade, disrupting economic activity, disrupting military activity, libel, slander, or other forms of defamation.
A nation may only hold one (1) office at a time.
Section L: Recall Elections
If an elected official or representative fails to properly discharge their responsibilities, then they can be called back with the written request of a specific number of voters. The recall process shall be initiated by petition with the names of at least ten percent (10%) of the regional population in support of the recalling said elected official or representative. Once the petition has the adequate number of member nation-states supporting the recall then a regional vote will be held to determine whether or not the elected official stays in office or is removed from office.
Article III: Executive Branch
Section A: Chief Executive (Governor)
This position shall be held by the Governor of the United Nations of Aceon, the position will be held by the Chief Executive/Governor until they wish to step down, or is impeached by 2/3rds of the Members that voted. The position of Chief Executive/Governor will then be passed on to the next official in the line of succession. The Chief Executive has ultimate authority and can appoint/dismiss officers and set their authority, and can modify the authority of the Delegate. The Chief Executive/Governor has the power to veto anything that is not in the best interests of Aceon and its people, for the exception of impeachments, or petitions of impeachment. The Chief Executive/Governor also has the power to implement policies of officers, or proposed by delegates of the assembly, if said policies are considered in the best interests of Aceon. The Chief Executive/Governor can also appoint ministers in times of crisis, or when those appointed to those positions are unable to do their duties. Those appointed by the Chief Executive/Governor to fill these positions shall hold that position until the first of the next month when elections shall be held for that position.
Section B: Chancellor (Delegate)
The Chancellor is the delegate of the United Nations of Aceon in the World Assembly. The Chancellor reviews upcoming proposals for legislation in the World Assembly, and votes on said proposals. Whenever the Chancellor wishes to vote on a particular resolution from the World Assembly, it is required that they publish a poll to the public, to determine the popularity of any resolution. The Chancellor is not required to publish a poll for resolutions from the Security Council, but are still obligated to inform the public on their position if it is requested. If the Chancellor votes against the popular consensus three (3) times during their term, they may be eligible for impeachment for failing to fully represent the majority. The Chancellor shall have the power to conduct polls. The term of the Chancellor will last for one (1) year, but can hold two (2) terms at a given time, but wait one (1) term before running for the position again.
Section C: Foreign Affairs Ministry
The Foreign Affairs Ministry oversees enforcing foreign policy and dealing with foreign policy issues. The Foreign Affairs Ministry is responsible for the inter-regional relations of the United Nations of Aceon and negotiates treaties, and agreements with foreign entities.
Clause 1: Sovern Policy
The "Sovern Policy" consists of actively seeking out embassies with other regions rather than passively waiting for embassy requests.Clause 2: Persecuted Regions Policy
The "Persecuted Regions Policy" consists of actively seeking out embassies with regions deemed as persecuted due to ideological preference, region tags, or other characteristic factors.
Section D: Domestic Affairs Ministry
The Domestic Affairs Ministry oversees enforcing policy in the United Nations of Aceon and dealing with policy issues. The Domestic Affairs Ministry is responsible for the international relations within the United Nations of Aceon and negotiates treaties and agreements between them to ensure peaceful unity between members. The Domestic Affairs Ministry may also be tasked by the Chief Executive/Governor with conducting investigations.
Clause 1: Office of the Inspector General of Aceon
The Domestic Affairs Ministry shall also serve as the Office of the Inspector General which shall function as the oversight division of the regional government. The Domestic Affairs Minister as Inspector General shall from time to time be tasked by the Chief Executive/Governor to conduct investigations to detect and prevent fraud, waste, abuse, and mismanagement of regional government programs, and operations.Investigations may be internal or external and methods of investigation may consist of questioning, interrogation, analysis of a nation-state's or region's activity feed, telegrams, or RMB posts. Investigations may or may not result in action being taken by the regional government.
Clause 2: Aceon Monetary Union
Aceon shall have an optional to join currency union in which member nations which choose to join the currency union shall use a common, regional currency. This currency will be called Credits (or “Creds” for short). The issuing authority for this currency shall be The Aceon Central Bank which shall be responsible for controlling Aceon monetary policy and maintaining price stability. The Aceon Central Bank shall be headed by a board of representatives with a representative from each member nation that opts to use the currency. The Aceon Central Bank Board of Reps. (A.C.B.B.R.) shall fall under the joint authority of the Domestic Affairs Ministry, Foreign Affairs Ministry, and the Chief Executive/Governor.Member nations of Aceon will have three options:
1) Fully adopt the regional currency.
2) Adopt the currency only as an accounting currency.
3) Opt out of the regional currency entirely.
In place of banknotes Credit ingots made of metal will be used. In place of coins Credit chips made of metal will be used. Ingot denominations will consist of: 5, 10, 20, 50, 100, 200, and 500. Chip denominations will consist of: .1, .2, .5, .10, .20, .50, 1, and 2. Ingots and Chips will be made up of silver, gold, and platinum according to the face value. .1, .2, .5, and 5 and 10 in silver. .10, .20, and 50 and 100 in gold. .50, 1, 2 and 200 and 500 in platinum.
Clause 3: Aceon Trade Federation
All member nations of Aceon shall have an option to join the Aceon Trade Federation.The Aceon Trade Federation shall be a governmental institution that shall keep track of all nations who wish to trade on an international (regional) scale. It will also track of what these countries will be importing/exporting based on their nation’s one percent (1%), five percent (5%), and ten percent (10%) world ranking industries and services. Additional goods and services may be traded internationally at the nation's prerogative, based upon that nations production and manufacturing, subject to the laws of Aceon.
The Aceon Trade Federation shall be managed, operated, and regulated by the Domestic Affairs Ministry of the United Nations of Aceon under the laws and provisions of the U.N.A. Charter and the Rights of Nations. The United Nations of Aceon shall be responsible for its organization, foundation, management, and devoted to its development to improve the regional economy, while also improving the domestic national economies in Aceon.
Membership in the Trade Federation is voluntary. All nations that join the Aceon Trade Federation have the right to leave or disband its trade exchange from the Trade Federation at any time.
Nations involved in the Aceon Trade Federation also retain their right to place taxes and tariffs or other trade restrictions on other nations, as well as their right to regulate their own industries and commercial concerns that are engaged in international trade. A record will be kept by the Domestic Affairs Ministry to legally document all trade exchanges, VATs, taxes, tariffs, and duties.
The Aceon Trade Federation shall also be empowered to mediate and settle trade disputes between nations who are signatories to the Trade Federation.
Nations that are approved members of the Aceon Trade Federation shall have the right to use the A.T.F. banner and seal of approval. Member Nations signatory to the Trade Federation shall also have a Trade Federation icon appended to their entry in the Nations of Aceon List to denote their membership in the Federation.
The Domestic Affairs Minister has the authority to bar member nation-states from the Aceon Trade Federation, for committing acts of warmongering, or supporting acts of warmongering but only if assistance is asked by one of the involved nations or it endangers or threatens the security of the region. Every nation will be entitled to one (1) warning on the Regional Messaging Board, but if the warning is ignored, the nation will be temporarily barred from being a member of the Aceon Trade Federation for one (1) sixty (60) day term before attempting to reapply. This applies to nations who are already registered in the Aceon Trade Federation, as well as non-registered nations.
Nations who intentionally disturb or disrupt land, air, and/or sea trade routes will be given a warning from the Domestic Affair Minister to cease their activity or face being temporarily barred from the Aceon Trade Federation for one (1) sixty (60) day term but only if assistance is asked by one of the involved nations or it endangers or threatens the security of the region. The policy applies to nations who are registered and non-registered under the Aceon Trade Federation.
There shall be an updated list of current embargoes or trade sanctions in Barbaria within the Aceon Trade Federation so nations’ representatives are aware of current trading issues and events. The list will consist of the embargoed nation or sanctioned nation, a brief description, and the involved nations.
Clause 4: International Police
In accordance with Article I. Section D, an International Police Force or INTERPOL shall be established. The affairs of the INTERPOL shall fall under the administration of the Domestic Affairs Minister.INTERPOL shall conduct investigations in regards to violations of the terms of the Charter of the United Nations of Aceon or the breaking of international law. These investigations may include the collection evidence, analysis of said evidence, as well as the collection of testimony from delegates of the assembly. Any and all penalties shall be determined and finalized through the judiciary in accordance with Article 4 of the U.N.A. Charter.
This INTERPOL shall also work to coordinate the cooperation of member nation-state's police institutions in accordance with the extradition clause of Article I. Section D, of the U.N.A. Charter "If a crime is committed in a member nation-state and the perpetrator flees to another member nation-state, he/she will be extradited to and tried in the member nation-state in which the crime was committed." To ensure and promote the widest possible mutual assistance between all criminal police authorities within the limits of the laws existing in the different countries and in the spirit of the Rights of Nations.
INTERPOL shall also serve as the mediator and chief arbitrator when the Domestic Affairs Ministry is requested by one (1) or more member nation-states to mediate, arbitrate, and settle disputes between said member nation-states. Any terms or agreements established by the INTERPOL shall receive final authorization from the Chief Executive/Governor.
Section E: Defense Ministry
The Defense Ministry is charged with coordinating and supervising all agencies and functions of the government concerned directly with the security of the United Nations of Aceon. The duties of the Defense Ministry include: Protecting the region and its members from invaders, raiders, or other external threats. It is also in charge of enforcing any and all sanctions. During times of crisis when the Defense Ministry is unable to contact the commander in chief then emergency authority will be granted to the Defense Ministry so that it can conduct its duties without hindrance.
Clause 1: Military
Every Member nation-state is required to provide land, air, sea, and space military units that are under the full authority and control of the United Nations of Aceon’s (U.N.A.’s) Unified Military Command (U.M.C.). These combined military forces shall make up the United Nations of Aceon Forces. This force will be a permanently standing military force for the common defense of the United Nations of Aceon and for peacekeeping missions within the U.N.A. It is the duty of every member state to train and discipline this force and to equip it with sufficient public stores of field pieces, tents, arms, ammunition, and camp equipage. The individual nation-state legislatures shall assign military ranks of colonel, and below.Clause 2: Peacekeeping
The military of the United Nations of Aceon shall not interfere with civil wars or international conflicts unless assistance is requested by one of the involved nations and consent for U.N.A. forces to enter said country/countries is officially given. If such conflicts endanger or threaten the security of the region then and ONLY then can U.N.A. forces interfere without consent of either party involved in the conflict. These rules fall into the three (3) peacekeeping mission categories which are as follows:Observation Missions- which consist of small contingents of military or civilian observers tasked with monitoring cease-fires, troop withdrawals, or other conditions outlined in a ceasefire agreement. They are typically unarmed and are primarily tasked with observing and reporting on what is taking place. Thus, they do not possess the capability or mandate to intervene should either side renege on the agreement. Requires the nation-state's consent.
Interpositional Missions- also known as traditional peacekeeping, are larger contingents of lightly armed troops meant to serve as a buffer between belligerent factions in the aftermath of a conflict. Thus, they serve as a buffer zone between the two sides and can monitor and report on the compliance of either side with regard to parameters established in a given ceasefire agreement. Requires the nation-state's consent.
Multidimensional Missions- are carried out by military and police personnel in which they attempt to implement robust and comprehensive settlements. Not only do they act as observers, or in an interpositional role, but they also participate in more multidimensional tasks—such as electoral supervision, police and security forces reform, institution building, economic development and more. Require the nation-state's consent.
In the event of interregional conflict, consent is not required being that such conflict falls under the Defense Ministry’s duty to protect the U.N.A. Such regional threats to security are the ONLY case in which non-consent can be overridden.
Section F: Communications Ministry
The Communications Ministry oversees matters regarding communication within the United Nations of Aceon. The Communications ministry is tasked with maintaining clear and easy communications between the different parts of government, enforcing regulations and policy regarding communications, and ensuring peaceful communications between members of the United Nations of Aceon. It is also in charge of collecting valuable information via polls so that the government can better serve the people of the United Nations of Aceon.
Section G: Secretary General
The Secretary General is responsible for managing the ministers in government, overseeing their functions, and maintaining integrity in every branch of government. The Secretary General holds every position of authority, and uses said authority to enforce the U.N.A. Charter and police the regional government. Acting as a benefactor and regent to the Governor/Chief Executive when needed, the Secretary General can supervise the region in the event that the Governor/Chief Executive is on vacation, or taking an extended break from their duties upon prior arrangements with the Secretary General. In order for a Member of the United Nations of Aceon to be a legitament candidate to be a Secretary General, they must have prior experience as a Minister, as well seven-hundred and thirty (730) days of residency within the United Nations of Aceon. The term of the Secretary General will last for one (1) year, but can hold two (2) terms at a given time, but wait one (1) term before running for the position again.
Section H: Resignation
All officials can resign from their position. No officer can be forced to resign unless done so by the Governor/Chief Executive, or a majority vote by the Assembly. If an official resigns from their position, then their duties shall be done by the official next in the line of succession until the next election or by the Governor/Chief Executive if the next in succession is incapable of doing so. Those who resign from their position shall have to wait one sixty (60) day term before running for office. This is to maintain a common level of commitment to duty within the regional government.
Section I: Impeachment
For a regional officer of the United Nations of Aceon to be impeached there first must be a petition with more than half of all the member nations in the United Nations of Aceon. Once this majority is reached then this petition will be submitted to the Governor/Chief Executive who will then create a poll in which the Assembly of the United Nations of Aceon will vote whether or not to impeach said official. If the popular vote is for impeachment, then said official will be removed from office and the next official in the line of succession or interim office chosen by the Governor/Chief Executive shall assume that officials’ duties until the next scheduled election. If the majority popular vote is not for impeachment, then said nation shall remain in office. Grounds for impeachment include breach of this document, failing to perform one’s duties, performing duties not granted by this document or the Governor/Chief Executive, or by majority vote.
Section J: Line of Succession
Should the Governor/Chief Executive be unable to continue their duties, and has not appointed a successor, then his duties shall fall to the Secretary General. At the first of the next month an election for Secretary General shall be held. If the Secretary General is unable to continue their duties, then the Foreign Affairs minister shall assume their duties. At the first of the next month an election for Foreign Affairs Minister shall be held. If the Foreign Affairs minister is unable continue their duties then the Defense Minister shall assume their duties. At the first of the next month, an election for Defense Minister shall be held. If the Defense Minister is unable to continue their duties then the Domestic Affairs Minister shall assume their duties. At the first of the next month, an election for Domestic Affairs Minister shall be held. If the Domestic Affairs Minister is unable to continue their duties, then the Chancellor shall assume their duties. At the first of the next month, an election for Chancellor shall be held.
Section K: Founder
The Founder isn’t an official position within the regional government. The Founder doesn’t have any powers over government affairs, it’s simply a title given to the nation who founded the region and it cannot be changed nor removed. The Founder shares the same rights as any other member nation of Aceon as it’s stated in the Rights of Nations.
Article IV: Judiciary Branch
In the position when the regional government must stand on particular appeals, the legality of terms within the U.N.A. Charter, or to decide the punishment for guilty parties, a standing committee of judges will be democratically elected by the residents of the region, and carry out the duties of their term when required.
Section A: Composition of the Judiciary
The Judicial Branch of the United Nations of Aceon shall consist of a Supreme Court headed by a panel of three (3) Justices.
Section B: Selection or Election of Judges
Members of the United Nations of Aceon will elect a Justice, on the occasion that there is any vacancy on the board of Justices. Justices will hold their position permanently with no term limits, unless they are removed from their position either by resignation, ceasing to exist, or were found guilty of a crime against the United Nations of Aceon. In the event that a Justice lost their position, the Governor/Chief Executive can appoint another Justice, in a vacancy that needs to be filled immediately. Justices are subject to impeachment if they abuse, and/or neglect of their position.
Section C: Citations
Members of the United Nations of Aceon shall receive a maximum of one (1) warning, or citation, to redress such prohibited behaviors. Members nation-states who breach the articles of this document, or those of the Rights of Nations. After accumulating a total of two (2) citations, the offender shall be ejected and banned automatically from the United Nations of Aceon. Citations can be issued by either the Secretary General, the Domestic Affairs Minister, or the Chief Executive/Governor.
Section D: Ejection & Banning
Members of the United Nations of Aceon can be ejected and banned from the United Nations of Aceon for breaching any of the articles in this document, or the Rights of Nations. In times of war, invasion, terrorist attack, or other times of crisis the aforementioned ejection and banning system can be circumvented in order to assure the quick and effective defense of the region from its enemies. In the event that the Defense Minister isn't able to eject/ban-eject a party, the responsibility shall fall upon the Secretary General to execute the ejection/banishment, if the Secretary General can not execute the eject/ban-ejection of a party, then the tasks falls lastly onto the Chief Executive/Governor.
Section E: Appeals
Upon being ejected and banned from the United Nations of Aceon, former residents shall be granted at least one (1) appeal. These appeals shall be processed/addressed by the Secretary General, but are exclusively revised by the Supreme Court, to determine the legality of the former resident's banjection, and should said appeal be unanimously approved, then any former resident who had been ejected and/or banned from the United Nations of Aceon, shall be allowed to re-join the United Nations of Aceon. In the event that the appeal was rejected by the Supreme Court, the former resident shall resume to be permanently banned from re-joining the United Nations of Aceon. The Secretary General has the authority to permit one (1) additional appeal for any former resident, and in doing so gives the former resident another chance to make their case before the Supreme Court.
Section F: Probation
When a member nation-state has been ejected from the United Nations of Aceon and has been granted re-admittance into the United Nations of Aceon they shall be placed on a probation period of thirty (30) days. Violation of the terms of probation will result in ejection and banning of said member nation-state(s). In rare cases of a fourth appeal being heard and granted by the Chief Executive/Governor, probation periods shall be extended to no shorter than sixty (60) to no longer than one hundred and twenty (120) days.
Article V. Resolutions
Resolutions can be categorized as laws, treaties, or agreements; that of which consist of signatories willing to enforce the measures, or the terms of multi-lateral contracts, on nation-states signatory to the Resolution, or nation-states that are not. Members of the United Nations of Aceon can voluntarily become signatories, or not. Forms of commitment, regulation, prohibition, and/or compliance are examples of internationally recognized doctrines. Resolutions can be found on the official Resolution Board.
Section A: Organization & Requirements
International Resolutions, or simply Resolutions, are initially drafted by a multi-lateral agreement, with at least ten (10) signatories. The contents, purpose, and intention of a Resolution is not limited to the interference of the regional government; so long as it doesn't violate the Rights of Nations, or the U.N.A. Charter of the United Nations of Aceon.
Section B: Internal Enforcement
How a Resolution is enforced is based upon what is explicitly mentioned within the Resolution, and must be clear or detailed, so the participants of the signatory understand how the law takes affect. Enforcement is exclusive to the signatories of the international treaty, and is only as strong as the willingness of the signatories.
Section C: Functions
A Resolution can take on either form; an Embargo, Coalition, Humanitarian Mission, Sanction, or Intervention.
Embargo: an official ban of trade on a particular nation-state; usually directed by multiple nation-states, under the premise of limiting economic output or commerce. Embargoes can be placed upon nation-states under any pretense, and its strength is a result of how many nation-states are participating.
Coalition: is a formation of two or more nation-states, that temporarily or permanently, work together to achieve a common goal. The goal can range from forming blockades, conducting counter-terrorist alliances, securing territory, implementing/enforcing international laws, or stabilizing governments; by means of non-belligerent/belligerent action.
Humanitarian Mission: an attempt to prevent, or reduce the affects of a humanitarian crisis; which would involve mass contributions of foreign aid. The creation of humanitarian channels or corridors, or the establishment of a refugee encampment, will be directed by the Domestic Affairs Minister.
Sanction: a threatened penalty of some form, against one or more nation-states. These penalties include bans or prohibitions on certain goods or services from other nation-states, but with fines or charges included. Sanctions can be applied to nation-states as penalties for war crimes, damage of property, and/or violating treaties. Sanctions can also take the form of lawsuits; which must be processed through the International Court.
Intervention: a U.N.A. approved operation or mission, that requires the United Task Force to intervene. Acts of intervention will require the coordination and oversight of the Domestic Affairs Minister. Acts of intervention are acceptable if a nation-state has become unstable, has violated the Charter of the United Nations of Aceon, and/or is subjected to the spread of instability by their neighbors.
Section D: Application
Resolutions can be applied to any particular nation-state(s), with a collective goal clearly set by the terms of the Resolution. When the goal has been accomplished, and meet the criteria of the Resolution, the validation of the Resolution becomes null, and void. Applications do not have a set time limit, or expiration date of any form, unless explicitly mentioned within the terms of the Resolution.
Section E: Oversight
To insure that Resolutions do not violate the Rights of Nations, and/or the Charter of the United Nations of Aceon, the oversight of every Resolution will be bestowed to the Domestic Affairs Minister. In the event that a Resolution violates either the Rights of Nations, and/or the Charter of the United Nations of Aceon, the Resolution can be vetoed by the Domestic Affairs Minister. The Resolution may be re-applied, if it is adjusted and modified to fit the legal standards.

Article I: United Nations of Aceon
Section A: Name of the Confederation
The name of this confederation shall be “The United Nations of Aceon”
Section B: Retention of Rights
Each member nation-state retains its sovereignty, freedom, and independence, and every power, jurisdiction, and right as stated in the Rights of Nations
Section C: League of Friendship
The member nation-states hereby severally enter into a firm league of friendship with each other, for their common defense, the security of their liberties, and their mutual and general welfare, binding themselves to assist each other, against all force offered to, or attacks made upon them, or any of them, on account of religion, sovereignty, trade, or any other pretense whatsoever.
Section D: Travel
To secure and perpetuate mutual friendship and intercourse among the people of the different member nation-states in this confederation, and to establish equal treatment and freedom of movement for the free inhabitants of each member nation-state to pass unhindered between the member nation-states, excluding paupers, vagabonds, and fugitives from justice. All these people are entitled to equal rights established by the state into which he/she travels. If a crime is committed in a member nation-state and the perpetrator flees to another member nation-state, he/she will be extradited to and tried in the member nation-state in which the crime was committed.
Section E: Restrictions on Members
Only the regional government may declare war or conduct foreign political or commercial relations with other regions. No member nation-state or official may accept foreign gifts or titles and granting any title of nobility is forbidden to all. No member nation-state may tax or interfere with treaty stipulations already proposed.
Section F: Expenditures
Expenditures by the United Nations of Aceon will be paid with funds raised by state legislatures, and apportioned to the Nation-states in proportion to the real property values of each.
Section G: Vested Powers
These articles grant to the United Nations of Aceon the sole and exclusive right and power to exchange ambassadors; to enter into treaties and alliances, with some provisos, and to serve as a final court for disputes between member nation-states.
Section H: Admittance of New Members
All nation-states shall not be denied admittance into this confederacy because of form of government, treatment of citizens, religion or lack thereof, creed, motto, flag, name, people, alliance, region of origin, returning resident nation, and Et cetera unless it causes or requires harm to come to others or it infringes on the rights of other nations to treat their citizens how they see fit, have what religion they see fit, and Et cetera.
Article II: Legislative Branch
The Assembly of the United Nations of Aceon shall consist of all member nation-states of Aceon. This document defines member nation-states of the United Nations of Aceon as nation-states that possess more regional Influence here than in any other region. As stated in Article all member nation-states shall receive one (1) vote in the Assembly of the United Nations of Aceon while the Chief Executive/Governor shall receive two (2) votes. All pieces of legislation shall be voted on in the assembly and will only be implemented if it passes with a majority vote. The day immediately prior to an amendment or other government election the regional borders will be closed until the election's end.
Section A: Votes
This document hereby allocates one (1) vote to each member nation-state.
Section B: Duration of Elections & Polls
All elections/polls shall last no shorter and no longer than three (3) days. Weekly polls may be closed early by order of the Chief Executive/Governor.
Section C: Election Schedule
Elections for Ministers shall be held every sixty (60) days. The schedule for the elections shall be made public and published in the World Factbook Entry.
Section D: Results of Elections
Whichever candidate obtains a majority of the popular vote shall be declared the winner and that candidate shall be granted the position of officer. The candidate and the nation from which they are from shall be made public and published in the World Factbook Entry.
Section E: Term Limits
If a candidate has held office for two (2) sixty (60) day terms, then they shall have to wait one (1) sixty (60) day term before running for that position again. This excludes the positions of the Secretary General, and the Chancellor of the United Nations of Aceon.
Section F: Weekly Polls
The Communications Minister shall be responsible for the creation of a weekly poll which shall be held once a week (traditionally on Weekly Poll Wednesdays) for the collection of research data. It is the job of the Communications Minister and the Chancellor to create a polling schedule in the event that a World Assembly Poll conflicts with a Weekly Poll. In such events the Communications minister can substituted the Weekly Poll with a Survey in the form of an RMB post or Region-Wide Telegram.
Section G: World Assembly Polls
Whenever a new resolution is proposed in the World Assembly it shall be the job of the Chancellor (Delegate) to create a World Assembly Poll. It is the job of the Communications Minister and the Chancellor to create a polling schedule in the event that a World Assembly Poll conflicts with a Weekly Poll.
Section H: Amendment Polls
These articles shall remain perpetual and can and shall be amended in order to remain effective. The Archivist has the power to physically alter and amend this document; but only to add amendments approved by the Assembly of the United Nations of Aceon, to improve the grammar, to improve this document's clarity, or to ensure this document's security from possible threats. Members of the Assembly may propose amendments to the constitution first by submitting a proposal to the Chief Executive/Governor. Said proposal shall be reviewed by the Chief Executive/Governor for three (3) days to two (2) weeks. During this time the proposed amendment may be modified by the Archivist so that it does not conflict with other parts of the U.N.A. Charter or the Rights of Nations if it passes this review, then a poll regarding said amendment shall be created.
Section I: Amendment Poll Results
Whichever option of the Amendment Poll, be it yay or nay, has the majority popular vote shall determine if the amendment is added to the U.N.A. Charter or not.
Section J: Security of Elections & Polls
The day immediately prior to an election the regional borders will be closed until the election's end.
No member nation-state or their puppets may hold office in more than one region and then run for or hold office in the United Nations of Aceon so as to prevent foreign interests interfering or influencing regional government.
Eligibility to run and hold the office of Defense Minister shall be restricted to nations who have a longer residency in Aceon than any other region. Upon applying to run for the office of Defense Minister the potential candidate will be notified by the Chief Executive/Governor if they are eligible to run for the office. Residents that wish to run for the position of the Defense Minister, are required to have at least two-hundred (200) days of residency, and must not have committed any crimes against the United Nations of Aceon.
Puppet nations are NOT allowed to hold public office nor are they allowed to vote in elections or polls. Any puppet nations discovered doing so WILL be ejected and banned from the United Nations of Barbaria upon the first offense. Upon the second offense the parent nation if known WILL be ejected and banned from the United Nations of Aceon. Puppet nations are welcome to Aceon so long as they stay within these guidelines. Member nations the United Nations of Aceon under probation are not permitted puppet nations.
Member nation-states are prohibited from sponsoring candidates that will use the politics of their origin to the benefit of their nation at the expense of their nation's foes or taking in special interests. This ordains that all officers refrain from conducting affairs that would either benefit their nation and harm another country, both, or neither. The neutrality of one's profession comes before the ambitions of their origin nation.
Officers that have been found guilty of such acts will be immediately impeached and removed from office, without any warning, or reparation.
Examples of conducting such actions includes: Exercising laws or policy that would only benefit the Officer’s nation of origin; Denial of regional resources or services to another nation; Directly, or indirectly barring, restricting trade, disrupting economic activity, disrupting military activity, libel, slander, or other forms of defamation.
A nation may only hold one (1) office at a time.
Section L: Recall Elections
If an elected official or representative fails to properly discharge their responsibilities, then they can be called back with the written request of a specific number of voters. The recall process shall be initiated by petition with the names of at least ten percent (10%) of the regional population in support of the recalling said elected official or representative. Once the petition has the adequate number of member nation-states supporting the recall then a regional vote will be held to determine whether or not the elected official stays in office or is removed from office.
Article III: Executive Branch
Section A: Chief Executive (Governor)
This position shall be held by the Governor of the United Nations of Aceon, the position will be held by the Chief Executive/Governor until they wish to step down, or is impeached by 2/3rds of the Members that voted. The position of Chief Executive/Governor will then be passed on to the next official in the line of succession. The Chief Executive has ultimate authority and can appoint/dismiss officers and set their authority, and can modify the authority of the Delegate. The Chief Executive/Governor has the power to veto anything that is not in the best interests of Aceon and its people, for the exception of impeachments, or petitions of impeachment. The Chief Executive/Governor also has the power to implement policies of officers, or proposed by delegates of the assembly, if said policies are considered in the best interests of Aceon. The Chief Executive/Governor can also appoint ministers in times of crisis, or when those appointed to those positions are unable to do their duties. Those appointed by the Chief Executive/Governor to fill these positions shall hold that position until the first of the next month when elections shall be held for that position.
Section B: Chancellor (Delegate)
The Chancellor is the delegate of the United Nations of Aceon in the World Assembly. The Chancellor reviews upcoming proposals for legislation in the World Assembly, and votes on said proposals. Whenever the Chancellor wishes to vote on a particular resolution from the World Assembly, it is required that they publish a poll to the public, to determine the popularity of any resolution. The Chancellor is not required to publish a poll for resolutions from the Security Council, but are still obligated to inform the public on their position if it is requested. If the Chancellor votes against the popular consensus three (3) times during their term, they may be eligible for impeachment for failing to fully represent the majority. The Chancellor shall have the power to conduct polls. The term of the Chancellor will last for one (1) year, but can hold two (2) terms at a given time, but wait one (1) term before running for the position again.
Section C: Foreign Affairs Ministry
The Foreign Affairs Ministry oversees enforcing foreign policy and dealing with foreign policy issues. The Foreign Affairs Ministry is responsible for the inter-regional relations of the United Nations of Aceon and negotiates treaties, and agreements with foreign entities.
Clause 1: Sovern Policy
The "Sovern Policy" consists of actively seeking out embassies with other regions rather than passively waiting for embassy requests.Clause 2: Persecuted Regions Policy
The "Persecuted Regions Policy" consists of actively seeking out embassies with regions deemed as persecuted due to ideological preference, region tags, or other characteristic factors.
Section D: Domestic Affairs Ministry
The Domestic Affairs Ministry oversees enforcing policy in the United Nations of Aceon and dealing with policy issues. The Domestic Affairs Ministry is responsible for the international relations within the United Nations of Aceon and negotiates treaties and agreements between them to ensure peaceful unity between members. The Domestic Affairs Ministry may also be tasked by the Chief Executive/Governor with conducting investigations.
Clause 1: Office of the Inspector General of Aceon
The Domestic Affairs Ministry shall also serve as the Office of the Inspector General which shall function as the oversight division of the regional government. The Domestic Affairs Minister as Inspector General shall from time to time be tasked by the Chief Executive/Governor to conduct investigations to detect and prevent fraud, waste, abuse, and mismanagement of regional government programs, and operations.Investigations may be internal or external and methods of investigation may consist of questioning, interrogation, analysis of a nation-state's or region's activity feed, telegrams, or RMB posts. Investigations may or may not result in action being taken by the regional government.
Clause 2: Aceon Monetary Union
Aceon shall have an optional to join currency union in which member nations which choose to join the currency union shall use a common, regional currency. This currency will be called Credits (or “Creds” for short). The issuing authority for this currency shall be The Aceon Central Bank which shall be responsible for controlling Aceon monetary policy and maintaining price stability. The Aceon Central Bank shall be headed by a board of representatives with a representative from each member nation that opts to use the currency. The Aceon Central Bank Board of Reps. (A.C.B.B.R.) shall fall under the joint authority of the Domestic Affairs Ministry, Foreign Affairs Ministry, and the Chief Executive/Governor.Member nations of Aceon will have three options:
1) Fully adopt the regional currency.
2) Adopt the currency only as an accounting currency.
3) Opt out of the regional currency entirely.
In place of banknotes Credit ingots made of metal will be used. In place of coins Credit chips made of metal will be used. Ingot denominations will consist of: 5, 10, 20, 50, 100, 200, and 500. Chip denominations will consist of: .1, .2, .5, .10, .20, .50, 1, and 2. Ingots and Chips will be made up of silver, gold, and platinum according to the face value. .1, .2, .5, and 5 and 10 in silver. .10, .20, and 50 and 100 in gold. .50, 1, 2 and 200 and 500 in platinum.
Clause 3: Aceon Trade Federation
All member nations of Aceon shall have an option to join the Aceon Trade Federation.The Aceon Trade Federation shall be a governmental institution that shall keep track of all nations who wish to trade on an international (regional) scale. It will also track of what these countries will be importing/exporting based on their nation’s one percent (1%), five percent (5%), and ten percent (10%) world ranking industries and services. Additional goods and services may be traded internationally at the nation's prerogative, based upon that nations production and manufacturing, subject to the laws of Aceon.
The Aceon Trade Federation shall be managed, operated, and regulated by the Domestic Affairs Ministry of the United Nations of Aceon under the laws and provisions of the U.N.A. Charter and the Rights of Nations. The United Nations of Aceon shall be responsible for its organization, foundation, management, and devoted to its development to improve the regional economy, while also improving the domestic national economies in Aceon.
Membership in the Trade Federation is voluntary. All nations that join the Aceon Trade Federation have the right to leave or disband its trade exchange from the Trade Federation at any time.
Nations involved in the Aceon Trade Federation also retain their right to place taxes and tariffs or other trade restrictions on other nations, as well as their right to regulate their own industries and commercial concerns that are engaged in international trade. A record will be kept by the Domestic Affairs Ministry to legally document all trade exchanges, VATs, taxes, tariffs, and duties.
The Aceon Trade Federation shall also be empowered to mediate and settle trade disputes between nations who are signatories to the Trade Federation.
Nations that are approved members of the Aceon Trade Federation shall have the right to use the A.T.F. banner and seal of approval. Member Nations signatory to the Trade Federation shall also have a Trade Federation icon appended to their entry in the Nations of Aceon List to denote their membership in the Federation.
The Domestic Affairs Minister has the authority to bar member nation-states from the Aceon Trade Federation, for committing acts of warmongering, or supporting acts of warmongering but only if assistance is asked by one of the involved nations or it endangers or threatens the security of the region. Every nation will be entitled to one (1) warning on the Regional Messaging Board, but if the warning is ignored, the nation will be temporarily barred from being a member of the Aceon Trade Federation for one (1) sixty (60) day term before attempting to reapply. This applies to nations who are already registered in the Aceon Trade Federation, as well as non-registered nations.
Nations who intentionally disturb or disrupt land, air, and/or sea trade routes will be given a warning from the Domestic Affair Minister to cease their activity or face being temporarily barred from the Aceon Trade Federation for one (1) sixty (60) day term but only if assistance is asked by one of the involved nations or it endangers or threatens the security of the region. The policy applies to nations who are registered and non-registered under the Aceon Trade Federation.
There shall be an updated list of current embargoes or trade sanctions in Barbaria within the Aceon Trade Federation so nations’ representatives are aware of current trading issues and events. The list will consist of the embargoed nation or sanctioned nation, a brief description, and the involved nations.
Clause 4: International Police
In accordance with Article I. Section D, an International Police Force or INTERPOL shall be established. The affairs of the INTERPOL shall fall under the administration of the Domestic Affairs Minister.INTERPOL shall conduct investigations in regards to violations of the terms of the Charter of the United Nations of Aceon or the breaking of international law. These investigations may include the collection evidence, analysis of said evidence, as well as the collection of testimony from delegates of the assembly. Any and all penalties shall be determined and finalized through the judiciary in accordance with Article 4 of the U.N.A. Charter.
This INTERPOL shall also work to coordinate the cooperation of member nation-state's police institutions in accordance with the extradition clause of Article I. Section D, of the U.N.A. Charter "If a crime is committed in a member nation-state and the perpetrator flees to another member nation-state, he/she will be extradited to and tried in the member nation-state in which the crime was committed." To ensure and promote the widest possible mutual assistance between all criminal police authorities within the limits of the laws existing in the different countries and in the spirit of the Rights of Nations.
INTERPOL shall also serve as the mediator and chief arbitrator when the Domestic Affairs Ministry is requested by one (1) or more member nation-states to mediate, arbitrate, and settle disputes between said member nation-states. Any terms or agreements established by the INTERPOL shall receive final authorization from the Chief Executive/Governor.
Section E: Defense Ministry
The Defense Ministry is charged with coordinating and supervising all agencies and functions of the government concerned directly with the security of the United Nations of Aceon. The duties of the Defense Ministry include: Protecting the region and its members from invaders, raiders, or other external threats. It is also in charge of enforcing any and all sanctions. During times of crisis when the Defense Ministry is unable to contact the commander in chief then emergency authority will be granted to the Defense Ministry so that it can conduct its duties without hindrance.
Clause 1: Military
Every Member nation-state is required to provide land, air, sea, and space military units that are under the full authority and control of the United Nations of Aceon’s (U.N.A.’s) Unified Military Command (U.M.C.). These combined military forces shall make up the United Nations of Aceon Forces. This force will be a permanently standing military force for the common defense of the United Nations of Aceon and for peacekeeping missions within the U.N.A. It is the duty of every member state to train and discipline this force and to equip it with sufficient public stores of field pieces, tents, arms, ammunition, and camp equipage. The individual nation-state legislatures shall assign military ranks of colonel, and below.Clause 2: Peacekeeping
The military of the United Nations of Aceon shall not interfere with civil wars or international conflicts unless assistance is requested by one of the involved nations and consent for U.N.A. forces to enter said country/countries is officially given. If such conflicts endanger or threaten the security of the region then and ONLY then can U.N.A. forces interfere without consent of either party involved in the conflict. These rules fall into the three (3) peacekeeping mission categories which are as follows:Observation Missions- which consist of small contingents of military or civilian observers tasked with monitoring cease-fires, troop withdrawals, or other conditions outlined in a ceasefire agreement. They are typically unarmed and are primarily tasked with observing and reporting on what is taking place. Thus, they do not possess the capability or mandate to intervene should either side renege on the agreement. Requires the nation-state's consent.
Interpositional Missions- also known as traditional peacekeeping, are larger contingents of lightly armed troops meant to serve as a buffer between belligerent factions in the aftermath of a conflict. Thus, they serve as a buffer zone between the two sides and can monitor and report on the compliance of either side with regard to parameters established in a given ceasefire agreement. Requires the nation-state's consent.
Multidimensional Missions- are carried out by military and police personnel in which they attempt to implement robust and comprehensive settlements. Not only do they act as observers, or in an interpositional role, but they also participate in more multidimensional tasks—such as electoral supervision, police and security forces reform, institution building, economic development and more. Require the nation-state's consent.
In the event of interregional conflict, consent is not required being that such conflict falls under the Defense Ministry’s duty to protect the U.N.A. Such regional threats to security are the ONLY case in which non-consent can be overridden.
Section F: Communications Ministry
The Communications Ministry oversees matters regarding communication within the United Nations of Aceon. The Communications ministry is tasked with maintaining clear and easy communications between the different parts of government, enforcing regulations and policy regarding communications, and ensuring peaceful communications between members of the United Nations of Aceon. It is also in charge of collecting valuable information via polls so that the government can better serve the people of the United Nations of Aceon.
Section G: Secretary General
The Secretary General is responsible for managing the ministers in government, overseeing their functions, and maintaining integrity in every branch of government. The Secretary General holds every position of authority, and uses said authority to enforce the U.N.A. Charter and police the regional government. Acting as a benefactor and regent to the Governor/Chief Executive when needed, the Secretary General can supervise the region in the event that the Governor/Chief Executive is on vacation, or taking an extended break from their duties upon prior arrangements with the Secretary General. In order for a Member of the United Nations of Aceon to be a legitament candidate to be a Secretary General, they must have prior experience as a Minister, as well seven-hundred and thirty (730) days of residency within the United Nations of Aceon. The term of the Secretary General will last for one (1) year, but can hold two (2) terms at a given time, but wait one (1) term before running for the position again.
Section H: Resignation
All officials can resign from their position. No officer can be forced to resign unless done so by the Governor/Chief Executive, or a majority vote by the Assembly. If an official resigns from their position, then their duties shall be done by the official next in the line of succession until the next election or by the Governor/Chief Executive if the next in succession is incapable of doing so. Those who resign from their position shall have to wait one sixty (60) day term before running for office. This is to maintain a common level of commitment to duty within the regional government.
Section I: Impeachment
For a regional officer of the United Nations of Aceon to be impeached there first must be a petition with more than half of all the member nations in the United Nations of Aceon. Once this majority is reached then this petition will be submitted to the Governor/Chief Executive who will then create a poll in which the Assembly of the United Nations of Aceon will vote whether or not to impeach said official. If the popular vote is for impeachment, then said official will be removed from office and the next official in the line of succession or interim office chosen by the Governor/Chief Executive shall assume that officials’ duties until the next scheduled election. If the majority popular vote is not for impeachment, then said nation shall remain in office. Grounds for impeachment include breach of this document, failing to perform one’s duties, performing duties not granted by this document or the Governor/Chief Executive, or by majority vote.
Section J: Line of Succession
Should the Governor/Chief Executive be unable to continue their duties, and has not appointed a successor, then his duties shall fall to the Secretary General. At the first of the next month an election for Secretary General shall be held. If the Secretary General is unable to continue their duties, then the Foreign Affairs minister shall assume their duties. At the first of the next month an election for Foreign Affairs Minister shall be held. If the Foreign Affairs minister is unable continue their duties then the Defense Minister shall assume their duties. At the first of the next month, an election for Defense Minister shall be held. If the Defense Minister is unable to continue their duties then the Domestic Affairs Minister shall assume their duties. At the first of the next month, an election for Domestic Affairs Minister shall be held. If the Domestic Affairs Minister is unable to continue their duties, then the Chancellor shall assume their duties. At the first of the next month, an election for Chancellor shall be held.
Section K: Founder
The Founder isn’t an official position within the regional government. The Founder doesn’t have any powers over government affairs, it’s simply a title given to the nation who founded the region and it cannot be changed nor removed. The Founder shares the same rights as any other member nation of Aceon as it’s stated in the Rights of Nations.
Article IV: Judiciary Branch
In the position when the regional government must stand on particular appeals, the legality of terms within the U.N.A. Charter, or to decide the punishment for guilty parties, a standing committee of judges will be democratically elected by the residents of the region, and carry out the duties of their term when required.
Section A: Composition of the Judiciary
The Judicial Branch of the United Nations of Aceon shall consist of a Supreme Court headed by a panel of three (3) Justices.
Section B: Selection or Election of Judges
Members of the United Nations of Aceon will elect a Justice, on the occasion that there is any vacancy on the board of Justices. Justices will hold their position permanently with no term limits, unless they are removed from their position either by resignation, ceasing to exist, or were found guilty of a crime against the United Nations of Aceon. In the event that a Justice lost their position, the Governor/Chief Executive can appoint another Justice, in a vacancy that needs to be filled immediately. Justices are subject to impeachment if they abuse, and/or neglect of their position.
Section C: Citations
Members of the United Nations of Aceon shall receive a maximum of one (1) warning, or citation, to redress such prohibited behaviors. Members nation-states who breach the articles of this document, or those of the Rights of Nations. After accumulating a total of two (2) citations, the offender shall be ejected and banned automatically from the United Nations of Aceon. Citations can be issued by either the Secretary General, the Domestic Affairs Minister, or the Chief Executive/Governor.
Section D: Ejection & Banning
Members of the United Nations of Aceon can be ejected and banned from the United Nations of Aceon for breaching any of the articles in this document, or the Rights of Nations. In times of war, invasion, terrorist attack, or other times of crisis the aforementioned ejection and banning system can be circumvented in order to assure the quick and effective defense of the region from its enemies. In the event that the Defense Minister isn't able to eject/ban-eject a party, the responsibility shall fall upon the Secretary General to execute the ejection/banishment, if the Secretary General can not execute the eject/ban-ejection of a party, then the tasks falls lastly onto the Chief Executive/Governor.
Section E: Appeals
Upon being ejected and banned from the United Nations of Aceon, former residents shall be granted at least one (1) appeal. These appeals shall be processed/addressed by the Secretary General, but are exclusively revised by the Supreme Court, to determine the legality of the former resident's banjection, and should said appeal be unanimously approved, then any former resident who had been ejected and/or banned from the United Nations of Aceon, shall be allowed to re-join the United Nations of Aceon. In the event that the appeal was rejected by the Supreme Court, the former resident shall resume to be permanently banned from re-joining the United Nations of Aceon. The Secretary General has the authority to permit one (1) additional appeal for any former resident, and in doing so gives the former resident another chance to make their case before the Supreme Court.
Section F: Probation
When a member nation-state has been ejected from the United Nations of Aceon and has been granted re-admittance into the United Nations of Aceon they shall be placed on a probation period of thirty (30) days. Violation of the terms of probation will result in ejection and banning of said member nation-state(s). In rare cases of a fourth appeal being heard and granted by the Chief Executive/Governor, probation periods shall be extended to no shorter than sixty (60) to no longer than one hundred and twenty (120) days.
Article V. Resolutions
Resolutions can be categorized as laws, treaties, or agreements; that of which consist of signatories willing to enforce the measures, or the terms of multi-lateral contracts, on nation-states signatory to the Resolution, or nation-states that are not. Members of the United Nations of Aceon can voluntarily become signatories, or not. Forms of commitment, regulation, prohibition, and/or compliance are examples of internationally recognized doctrines. Resolutions can be found on the official Resolution Board.
Section A: Organization & Requirements
International Resolutions, or simply Resolutions, are initially drafted by a multi-lateral agreement, with at least ten (10) signatories. The contents, purpose, and intention of a Resolution is not limited to the interference of the regional government; so long as it doesn't violate the Rights of Nations, or the U.N.A. Charter of the United Nations of Aceon.
Section B: Internal Enforcement
How a Resolution is enforced is based upon what is explicitly mentioned within the Resolution, and must be clear or detailed, so the participants of the signatory understand how the law takes affect. Enforcement is exclusive to the signatories of the international treaty, and is only as strong as the willingness of the signatories.
Section C: Functions
A Resolution can take on either form; an Embargo, Coalition, Humanitarian Mission, Sanction, or Intervention.
Embargo: an official ban of trade on a particular nation-state; usually directed by multiple nation-states, under the premise of limiting economic output or commerce. Embargoes can be placed upon nation-states under any pretense, and its strength is a result of how many nation-states are participating.
Coalition: is a formation of two or more nation-states, that temporarily or permanently, work together to achieve a common goal. The goal can range from forming blockades, conducting counter-terrorist alliances, securing territory, implementing/enforcing international laws, or stabilizing governments; by means of non-belligerent/belligerent action.
Humanitarian Mission: an attempt to prevent, or reduce the affects of a humanitarian crisis; which would involve mass contributions of foreign aid. The creation of humanitarian channels or corridors, or the establishment of a refugee encampment, will be directed by the Domestic Affairs Minister.
Sanction: a threatened penalty of some form, against one or more nation-states. These penalties include bans or prohibitions on certain goods or services from other nation-states, but with fines or charges included. Sanctions can be applied to nation-states as penalties for war crimes, damage of property, and/or violating treaties. Sanctions can also take the form of lawsuits; which must be processed through the International Court.
Intervention: a U.N.A. approved operation or mission, that requires the United Task Force to intervene. Acts of intervention will require the coordination and oversight of the Domestic Affairs Minister. Acts of intervention are acceptable if a nation-state has become unstable, has violated the Charter of the United Nations of Aceon, and/or is subjected to the spread of instability by their neighbors.
Section D: Application
Resolutions can be applied to any particular nation-state(s), with a collective goal clearly set by the terms of the Resolution. When the goal has been accomplished, and meet the criteria of the Resolution, the validation of the Resolution becomes null, and void. Applications do not have a set time limit, or expiration date of any form, unless explicitly mentioned within the terms of the Resolution.
Section E: Oversight
To insure that Resolutions do not violate the Rights of Nations, and/or the Charter of the United Nations of Aceon, the oversight of every Resolution will be bestowed to the Domestic Affairs Minister. In the event that a Resolution violates either the Rights of Nations, and/or the Charter of the United Nations of Aceon, the Resolution can be vetoed by the Domestic Affairs Minister. The Resolution may be re-applied, if it is adjusted and modified to fit the legal standards.
