I hereby enact the following legislation:

0. This Act is intended to establish the founding and administration of a capital region for the Royal Federal Republic and its territories; and to outline the parameters of officials to be entrusted with its governance. This legislation may be referred to as the“Capital Region Establishment Act” or “CREST Act.”
1. The Crown shall promptly establish a new region, which shall maintain embassies only with the home region and imperial holdings, and which shall correspond to and be regulated as that which is described as, and may be known by the title of, the “capital region,” or “capital.”
2. The Crown shall invite suggestions from the nations of the region and the empire as to what the name of the Imperial City of the capital region shall be. The crown sovereign shall then choose among all options and shall found the region, which he shall name appropriately, taking care that all matters of relevance to such naming shall be duly considered.
3. The capital region shall allow embassy posting by all nations of the home region and empire. The capital region’s cultural amenities shall be legislated by the Senate, with the consent of the Crown.
4. The home region may elect a Lordship, the title of which shall be “Lord Mayor,” who shall be a cultural and civil officer of the capital region, for a term of four (4) months. The administration, enforcement, government, and protection of the capital region shall be entrusted to the Lord Mayor. For the purposes of organizing the Cabinet, the Lord Mayor shall be considered equal to a Lord Minister.
5. The Lord Mayor shall maintain relations among the Provinces, Dominions, Districts, and other such imperial holdings, including with officials thereof. The Lord Mayor shall be duly empowered to exercise power in the capital region, in manners which may be further legislated. The Lord Mayor is dispensed from the duty of responding to an Act of Royal Recall, so long as they licitly hold office.
6. The Lord Mayor shall make reports of reasonable regularity to the Governing Trust and to the Senate, when requested by the respective body. There can be a maximum of one Lord Mayor at a time.
7. The Lord Mayor shall inhabit the capital region for the duration of their term. The Lord Mayor shall be forbidden from returning to the home region during their term—except with written permission of the crown sovereign or by request for advanced expiration of their royal commission, assented to by the crown sovereign and a simple majority of the Senate—under penalty of summary expulsion and barring from future office, in a manner which may be prescribed by law. The last five (5) days of the term of Lord Mayor are also excluded from the previously stated requirement.
8. The Lord Mayor may appoint a minor military officer, the title of which shall be the “Sergeant-at-Arms.” The Sergeant-at-Arms shall enjoy appointment for a term of up to two (2) months, serving either in the first half or second half of the mayoral term, taking office with the consent of the Senate. The Sergeant-at-Arms may be dismissed by the Lord Mayor with the consent of the Senate or of the Lord Chancellor. There may be a maximum of one (1) Sergeant-at-Arms at a time. The Sergeant-at-Arms is a Squire of the Lord Mayor.
9. The Sergeant-at-Arms shall assist the Lord Mayor in execution of law; shall maintain peace and public order in the capital region; and shall otherwise act as the Lord Mayor’s second-in-command in military or civil matters. The Sergeant-at-Arms shall be personally immune to the command power of the Lord Prefect. The Sergeant-at-Arms is dispensed from the duty of responding to an Act of Royal Recall, so long as they licitly hold office.
10. The Crown and its Republic shall assume sole sovereignty and jurisdiction over the ownership and administration, respectively, of the capital region. Inhabiting the capital region shall not be counted against residency requirements for Free States. Laws regarding residency of the home region shall not be construed to apply to residents of the capital region and may be separately legislated further.

I hereby enact the following legislation:

0. This Act is intended to formulate the regime by which nations may, independently, assist the Royal Federal Republic in its gathering of intelligence; and to regulate what the Republic shall and shall not guarantee such volunteers. This Act may be referred to as the “Independent Reporting Intelligence Service Act,” or the “IRIS Act.”
1. The Crown shall be authorized to establish, organize, and direct a program of independent intelligence-gathering volunteer irregular nations, which shall be called the “Royal Bureau of Foreign Intelligence,” or the “Bureau of Foreign Intelligence,” and may be abbreviated as the “RBFI” or “BFI.” The purposes of the Bureau of Foreign Intelligence shall be as follows: collection and transmission of information vital to the benefit and integrity of the Crown, its Republic, its citizenry, its property, and its interests; protect, support, and conceal foreign nations who willingly supply, in good faith, information for the benefit of the Crown its Republic, its citizenry, its property, and its interests, and for greater peace; and support of activities, at home and abroad, to preserve the Crown, its Republic, its citizenry, its property, and its interests.
2. The Bureau of Foreign Intelligence shall be operated under and shall regularly report to the Lord Viceroy, as well as the crown sovereign. Identities of foreign nations who provide information to the Bureau of Foreign Intelligence, or “foreign contacts,” shall not be revealed to any private nation nor any officer of government by the Bureau of Foreign Intelligence, excepting to the Viceroy and the crown sovereign. The Viceroy, with the express prior permission of the crown sovereign, shall have the sole power of revealing identities of foreign contacts at the behest of the Senate, or of an appropriate tribunal in response to the motion of a Lord Corrector, or the behest of the Lord Proconsul, the Lord Chancellor, or the Lord Protector.
3. The Viceroy may grant appointment to a Free State as a “Foreign Intelligence Secretary,” or “Secretary of Foreign Intelligence.” The responsibilities of the Secretary are managing all Bureau of Foreign Intelligence activities and information on the behalf of the Viceroy. The term of the Secretary shall be for four (4) months. There may be a maximum of one (1) Secretary of Foreign Intelligence. The Secretary is a minor civil office and a Squire of the Viceroy.
4. Upon taking office, the Secretary shall swear an oath of loyalty and secrecy to the Crown and its Republic, as follows:
“I, (name), do solemnly swear that I renounce all allegiance to any foreign state or power; that I will support and defend the Crown, its constitutional Republic, its laws, and its Free States against all enemies, foreign and domestic, to the extent lawfully possible; that I will bear true testament and allegiance to the same; that I take this obligation freely, without mental reservation or purpose of evasion; and that I will faithfully discharge all the lawful duties of office as (office title) incumbent upon me. (So help me God.)” All lesser officers appointed to the Bureau shall swear likewise upon taking office.
5. The identities of foreign contacts may not be shared by Lords without the permission of the Viceroy. No nation or body shall require of the Crown the disclosure of foreign contacts, excepting upon the ruling of the Lord Proconsul or at the behest of the Senate, that the revelation is necessary for the security of the region.
6. The Viceroy may communicate to the Lords any confidential information gathered pertaining to the workings of their offices; and the Viceroy may declassify information to the public by presenting it to the Chief of the Assembly.
7. Officers of the Bureau shall not be empowered to engage in activities of infiltration, subversion, overthrow, or any other undermining of the sovereignty of another region. When this authority is exceeded, the Crown and its Republic disclaim all responsibility for the actions of such officers. Officers of the Bureau shall not be members of the Royal Armed Forces nor be members of the Royal Sentinel Corps.
8. Former Viceroys shall inform incoming Viceroys of foreign contacts, their statuses, their reliability, and relevant information therefrom gathered, as is reasonably practical. Former Viceroys shall enjoy no special privilege to information gathered by the Bureau of Foreign Intelligence by the fact of their status. Former Viceroys who leave office through dereliction, removal by the Crown or Senate, or are convicted of High Crimes are forbidden from interfering with the gathering of intelligence by the Bureau of Foreign Intelligence.
9. No officer of the Bureau of Foreign Intelligence under the Secretary may reveal the identity of foreign contacts to those outside the Bureau under any circumstances, under pain of prosecution for High Crimes against the Republic.
10. No treaty shall be agreed to nor held licit wherein revealing foreign contacts to other regions not formally allied is a term made binding the Republic. The Republic shall not recognize the complaint by foreign powers of refusal to reveal the identities of foreign contacts as a valid reason for war or hostilities with the region.
11. Free States, Knights, and Residents of the home region cannot be foreign contacts. Foreign contacts shall not be given any information by any officer of the Bureau of Foreign Intelligence about the workings of the government, including the Cabinet, the Sentinel Corps, and the Armed Forces, under pain of prosecution for High Crimes against the Republic.
12. Foreign contacts shall not, by that status alone, be required to swear oaths of allegiance; nor be compelled to submit to the authority of the region; nor be subject to the jurisdiction of the Crown.
13. Foreign contacts shall be regularly evaluated, by the consensus of the Secretary of Foreign Intelligence, the Viceroy, and the crown sovereign, as to the honesty and quality of the information they provide. This evaluation may be recorded and remitted to future Viceroys and Secretaries as is convenient.
14. Faithful service as a foreign contact for twelve total months or eight consecutive months shall render a foreigner or resident eligible for Republican citizenship, upon application and pending review by the Crown.
15. Foreign contacts who consistently provide excellent information and work substantially for the betterment of the region’s interests, security, and peace shall be evaluated as highly reliable contacts. They shall be eligible for Knighthood, at the discretion of the crown sovereign, and in accordance with Crown policy.

16. Foreign contacts who generally provide information that is false, reckless, inflammatory, instigative, confusing, misdirecting, or otherwise low quality, shall be evaluated as unreliable contacts. Unreliable contacts shall not be notified of their negative evaluation. They shall be ineligible for procuring Republican citizenship as concerns this service.

17. No officer of the Bureau of Foreign Intelligence shall be under the jurisdiction of any other region for criminal prosecution for the faithful execution of their duties, excepting as explicitly defined by licit treaty to which the region is a party.

18. The Crown and its Republic disclaim forever any official responsibility for the behavior of foreign contacts. The Crown and its Republic shall not be held criminally liable for the crimes of foreign contacts. The Crown shall enjoy sole responsibility for the sharing of information gathered by the Bureau of Foreign Intelligence with allied, treaty, or other interested regions, through the Viceroy.
