Sees that this council has maintained a code against piracy for most all its history, now governed by GA#655;
Wary of the ambiguity in the term "malicious intent" in clause 1 and failure to exclude pirate vessels from the definition of a "ship";
Poses an example where a matey plunders a ship carrying booty intended for use in immoral acts, including genocide or slavery; then it not be clear whether this act is an example of "malicious intent" when it may be a form of resistance against those dastardly acts;

This General Assembly resolution was authored by Voopmont and aims to repeal GAR#655, Combating International Piracy.
This resolution seeks to repeal GAR#655, legislation originally intended to prohibit and establish the procedure for adjudicating maritime piracy. As pointed out in the repeal, however, the repeal does not allow sufficient leeway for defence, and restricts action taken against vessels used for purposes generally condemned by the international community. The URA believes that these harms caused by the resolution's flaws outweigh its benefits in prohibiting piracy. Given these arguments, the URA urges a vote FOR this resolution.

The URA recommends a non-binding vote AGAINST "Repeal: “Religious Freedom Protection””" by a vote of 28.45% FOR, 32.11% AGAINST, and 8.31% ABSTAIN.

One may consider religious freedom to be so essential that it deserves specific, separate protection like that afforded to free assembly and expression.
One would be wrong. Religion, by its nature, is a slippery thing to legislate properly. Without proper care, well-meaning legislators can cripple national governments or empower bad actors to use religion as a weapon, tearing laws they disagree with to shreds.
The General Assembly finds as follows:
The target bans any restriction on "performing a bona fide religious practice" that isn't "vital for the furtherment of a secular interest which outweighs the public's interest in religious freedom." If a restriction is not "vital" for the furtherment of such an interest, it is illegal under this resolution. This sets a ludicrously high bar for any limitation on religious practices and makes it wildly difficult for governments or private entities to curtail all manner of abuse.
The aforementioned provision also declares open season for special interests and bad actors to challenge members' laws and policies left and right. If any regulation happens to restrict "performing a bona fide religious practice," even incidentally, then members must be able to demonstrate that the regulation passes the target's draconian test. Together with the issues articulated in the previous section, this effectively elevates religion above all other policymaking considerations, and amounts to forcing a soft theocracy on every member state.
In addition to making good governance difficult and allowing zealots to punch holes in members' legal systems, the target denies governments the ability to wield public policy tools in good faith. The ban on "discriminating against individuals in tax" prevents promoting minority religions through tax incentives, and the ban on "enforcing legal penalties" opens the door for violent extremist groups to use religion as a shield to escape justice.
In light of these issues, religious freedom may be best left to the existing resolutions designed to cover expression and assembly more broadly. There are many rights and freedoms that can be contemplated and protected by such resolutions, and the protection of these freedoms ought to be the most important factor, not whether the freedom stands alone with its own specially tailored protections. It certainly shouldn't stand alone in a manner this harmful.

This resolution seeks to repeal GAR#635, legislation originally intended to protect the right to free religious expression of member state citizens, and establish a test by which that right could be restricted. The repeal argues that the test is overly onerous and restrictive, and that the loose wording of the resolution allows for religious expression to be used as a shield against member state legislation that would only tangentially affect religion. The URA, however, does not believe that these harms caused by the resolution's flaws outweigh its benefits in defending the ability of WA member state citizens to practice their religion. Given these arguments, the URA urges a vote AGAINST this resolution.

“Killing everyone?” The scent of fear grew stronger. His voice quavering with rage. “They had kids!” The realization came over him. A wave of instinct. He felt his hands closing in on his side. Towards the holster. No… Listen to her. She’s your sister. She wouldn’t…

“Raised by strongmen without shame.” Beth’s compassion could only go so far. She had no sympathy of those who sought nothing but the power in spilling blood. It was this world’s biggest shame. A lackey’s sin. Turning men into monsters… Feral… Seeking nothing but their own pleasure and control in the end. First came the reasoning of a good cause. Belief that change was being made… Albeit in a manner of depravity. A coping mechanism. All in obedience to a relentless authority. They were Draganisian too… The Draikan folk. But in her eyes. They had forsaken even that right to claim such, too. I have as much right to this land as they do. They did not deserve to live in it. She adopted this land in peace. They wrought their debauchery on this dragonland. “Would they have grown up to serve in the interest of this world, Eliezer? Or would they have grown up seeking to be its terror. They took the one I loved… How is it fair, then, to assume they wouldn’t have gone further? What if the Asterie was taken from me? This is the home we adopted… We chose this place. I wanted nothing to do with the Draikans. And yet… they imposed themselves. They sin. And you expect me to not reciprocate the consequences? Tell me! … Was I wrong? Am I wrong to inquire? To repay the hand that fate brought on me?” He was without words. His gaze frozen. The stinging sensation didn’t end. He felt dizzy. Alone… Dear sister, I’m— “Tell me! You bastard—” She swung.
In an instant he moved aside. Avoiding a slash from his own kin. “Elizabeth!” His hand jerked towards his holster. No… No. This can’t be happening. I can’t—
Her movement was swift. With the glint of the blade barely registering in Eliezer’s own mind. This was the Shadow… An invisible force. Nigh supernatural.
This was a dream… She couldn’t…
But the fangs were bared… The Omega a hostility. Her darkness unveiling a beast within. A fur-laden maniac. A killer of men. A killer of… The blood. She was… Who they said she was. He knew this. He should’ve known. She hated him. She despised him. Pent up emotions… Now it unveiled itself. An unforgivable betrayal. An abandonment. To leave his last family… All for what? To explore the unknown… Why? Sister… I’m s—
“Look at you.” Eliezer heard the sound of cackling. A crack in the night. She was manic. Mad. “A barrel in the moonlight.” She let out a smirk. Eyes dark. He felt the killer instinct within. A bloody smell. Sweat. And the absence of virtue. “You would kill me. The same way you’ve let our family die. Your friends. You’ve abandoned your own sister completely haven’t you?” The cleaver shone. Once a blade doused in blood. From a woman heartbroken and alone.
A flurry followed. Rage. A shadow moving throughout the night. Amidst the brush she launched herself at him. A pharynx exposed. A slice barely amiss. “I’m a killer, Eliezer. That’s what I was made to be! Everything. Everyone! It’s always gone against me. My own body. My own innocence. Where were you! WHERE THE HELL WERE YOU!?” Dreams broken. A youth gone in an instant. “EVERYTHING! ALL THIS! You should’ve been there… They should’ve taken you instead. Spared us. Your priorities became our nightmare… You dirty bastard… “
He had no answer. Because it was true. He had left them. For his own desire. Abandoned the family. The ranch. The people. And what came… The retribution. He was not innocent, in his mind. He let the inquisition wage against his family… against his people. Against his friends. The licentiousness. The rapture of innocence and youth. Of young and old. Devastation of the moral and of the mind.
But regardless. This was his sister. And while instinct wished to take hold. He knew he had to be better. The sister that had been the better of the two. The one that had suffered and waged an internal war for decades. One that had exemplified what it meant to be an Alexander. To be a true maid in service to the people… To the nation of Oceania. Amidst all pain and sacrifice. He had to at least try… To bring sense to this conversation.
His hand withdrew from the holster. “Beth…”
He raised his arms to cover. But each slash was a piercing pain. His nerves inflamed. She swung a leg. And he stumbled to avoid it. The piercing blow impacted his abdomen. Pain… Heaving pain. There was bloodlust in this ambience. Yet… He felt she wasn’t nearly all-gone. “You think I don’t have my own regrets! Not being there. For leaving you all!” He couldn’t raise a hand against his own blood. Not when it was the only kin he had left. “I go nights thinking about what might’ve happened. If I could’ve been there. To make a difference.”
“Yet you still left us!” A right hand darted towards him. Blade glistening. He had to move quick. Eliezer fell downwards. There! As Elizabeth went in for a sidekick in reprisal to the move.
In an instant, she fell aback. A hard thwack! It was a tree branch. “So now you fight back.” The sensation stung fiercely. But the adrenaline was surging. Her feral nature. Her basic instinct. The memory of her training. It was taking hold… The Beth was a shadow. A shadow of the young girl. The college brat. The ranch-loving equestrian. The young soldier who followed in her brother’s footsteps. A lost mother. A dear lover. A lady seeking redemption. The eyes only looked at him. “You call me out for my killings. And yet all those you’ve killed? What about them? The one by your side? You let her go… You were there. Where’s—”
“Quiet!” Eliezer responded. Do not even mention her name.
“Carolinia,” she said. “You killed her.”
“She died for the cause! It was a war, Beth.” I tried to stop her… She made that decision for herself…
“No she died because she was saving you. You told me yourself. You were impeding the fight. Now you ponder every day thinking how you could’ve done things differently. How you could’ve saved her. Prevented her from falling. Maybe you could’ve grabbed her hand in time. Maybe you could’ve defeated the General Commander yourself. Grabbed the gun in time. Or you could've fallen beside her. Regardless… She had no reason to die that day… Now you see it. All these sacrifices. We’re killers. Born the same. Raised the same. Bound to the same name. In the end, our choices have made us who we are. But we’re the same, Ely. Never knowing what true peace was. Raised as a generation built from war. Our limbs injured for a cause we had no reason fighting for. But you… Haha. Oh, how our views contradict eachother. You were always the better one.” She remembered the day clearly. “If only I had joined when you did.” The pain. Her humiliation. Dread… Her knees grew cold. She gagged. The pain of confession. When nobody bothered to speak. People simply… Forgot. Made it out as a false dream. Pledging loyalty to the same regime that had caused her suffering. “The soldiers weren’t your fault, Ely.”
“I had a responsibility to my family. It’s not an excuse.”
“You had a responsibility to serve. You and I ended up following the same path, in the end. Service comes before our own.” Her sadness became overwhelming. “I only wish… I didn’t have to see you wear that same uniform.”
The blade in hand. Her hand began to quiver.
“Oh… I’m feeling it. You know when they put the prosthetics in… They always told me I’d be like this. Abnormal. Weak. Forced to rely on the herbs…” She swayed her blade around at the herb garden. “Haha. You know. I always believed you were destined to be a house husband. I envied you. Yet… Everytime I felt you found love… You just let it go. You know what I’m talking about.”
“Beth…” Eliezer’s eyed brimmed with concern. “Hold on….”
“No…. Just let me fall.” The fear of conflict became relief. She felt the darkness swarming her… Her instincts fading. Her memory dripping away. The kiss of a husband. The hand of a child unknown… She wanted that life. Motherhood. Serenity. A life residing in the commune. Where no war could touch them. Where no Authority remained. And where she could be… Beth. Not a Shadow. Not a being. Not a manifestation of death. But a woman. Where her femininity reigned. And her life was not a torn.
Already nauseous and weary. She fell on her knees. And retched.

Understanding that the advent of peacetime has given rise to numerous unusual cultural activities, to which the now-victorious liberators have turned their attention in place of constant war, none more peculiar and widespread than the practice of battling tanks;
Tracing the genesis of this sport — as it pertains to our multiverse — to long winter nights in the Plains of Perdition, where bored Lightbringers and allied forces put their military might toward frantic wars of tanks, set in custom-built, destructible environments;
Recalling the quick spread of this practice, most significantly to the future titans of the sport in The League & Concord, and The Outback; swiftly joining the aforementioned in forming the elite 'big three' that would go on to dominate the early months of the sport;
Reflecting fondly on the ensuing arms race, culminating in an inaugural individual tournament featuring national militaries, hosted by The League and Concord, in which the Perditian tank operators from Doge Republics swept the competition; and the subsequent Perdition-hosted second individual tournament resulting in a resounding victory for the Minutemen of Gagium, representing The League and Concord;
Observing the timely spread of tank battling into several other regions, reflected most truly in The Outback’s creation of the World Tour, a team-based tournament where regions and organizations could submit their very best to compete in a race to five victories;
Celebrating the World Tour as a roaring success that would go on to become a monthly cultural event, inspiring over a dozen large communities to submit teams in pursuit of its accolades — with undisputed victors in The Outback, who won a record six times, with the tank fighters from Miravana being recognized as most valuable 4 times — with the tournament culminating in the tenth and final Tour, hosted by the Plains of Perdition on the twenty-seventh of this here June;
Appreciating the spread of talent into regions outside the progenitors of the sport, with notable successes in Talonia, Starlight, The North Pacific, the West Pacific, and the government-in-exile of Solidarity, creating a vibrant interregional sporting scene without parallel in multiversal history;
Considering the fact that this enormously successful cultural event fully observed international sanctions against regions with histories of disrespecting regional sovereignty, vindicating the idea that severing ties with those who would undermine or attempt to destroy any community for their own pleasure served no threat to the continued fruits of international culture;
Praising the extent to which this activity has helped to strengthen international relations, being mentioned, non-exhaustively, in several bilateral treaties — including the Genesis Compact between The League and Concord and the Plains of Perdition; and the Treaty of Delvin-Paluri between The League and Concord and Talonia — with The Order of the Grey Wardens being denied a World Tour team directly contributing to reconciliation with Balder over a previous diplomatic fallout, and cooperation in the World Tour directly resulting in the construction of embassies between the West Pacific and Commonwealth of Sovereign States;

Believing that, despite the bruised egos, lost sleep, and aggressive competition that characterised the sport, the battling of tanks represented a non-bloody and entertaining activity, one that has undoubtedly changed the face of cultural foreign affairs for a long time to come;
Hereby recognizes tank battling as a significant and original contribution to multiversal cultural foreign affairs and encourages continued participation in and development of tank battling as a means of fostering interregional cooperation.

Recognizing their affiliation with previously condemned Cashdeer within the Pontbridge Islands.
Concerned with the various faults of the Gynostan religious ideology including;
Their mandated worship of the dominant, ruling dimorphic
Their pseudo-police state of a justice system, creating mass scores of innocent incarcerated
The existence of their government to serve the ruler rather than their oppressed populace
The 100% tax rate placed upon the populace, essentially placing any free population as chattel slavery
Horrified by the systematic violation of individual liberties, economic freedoms, and the cultivation of a pervasive cult of personality surrounding the nation's rule.

This resolution seeks to condemn Gynostan on the grounds of the nation's pervasive human rights abuses and system of state worship. However, the international community decries the poor quality of this resolution, the lack of author availability for questioning, and the weak argument of the resolution compared to what it could have been. Additionally, Gynostan is controlled by the same government as Cashdeer, the subject of a previous condemnation, and indeed is cited for its poor human rights record in that condemnation. The URA shares the international community's disdain, and urges a vote AGAINST this resolution.

There are some resolutions, wholesome and unobjectionable in nature, that pass this Assembly by very wide margins. These resolutions feel good to write, feel good to vote for, and feel good when they pass. Feel-good resolutions seem innocuous. When done carelessly, however, one author’s little pork project can transform into another nation’s slaughterhouse.
The target's sole binding provision is as follows: "No person shall be punished for reading, nor for enabling oneself and/or another to read, nor for acquiring knowledge and/or cultural enrichment from non-readable media or reading media adapted for individuals with disabilities, provided that the material was legally published with the intention that it be publicly available."
Theft of library books or computers happens to be one means by which one could engage in "enabling oneself and/or another to read." The target effectively gives people free rein to steal devices that can access literary works and burgle buildings that contain them, so long as at least one accessible or contained work "was legally published with the intention that it be publicly available." Something being publicly available does not mean there should be no restrictions on acquiring or accessing it.
The target's mandate is results-based and extremely broad. Put differently, "enabling oneself and/or another to read" does not take intent into account. In every incident similar to the ones detailed above, authorities must determine whether the perpetrator's actions enabled them or anyone else to read any applicable material, regardless of what their intention was or what crime they allegedly committed. This has the deranged effect of randomizing justice and imposing inane overhead on law enforcement.
The target's test depends on the intention of a work's publisher, not its distributor or acquirer. As long as potentially dangerous reading materials such as bombmaking instructions, classified information, or extremist recruiting materials, or even just pirated or stolen content, are legally published in some jurisdiction, even a nonmember or a rogue state, with the intent that they be publicly available, members are powerless to protect their people from them.
In seeking to protect the principle of reading and learning, the target instead leaves people unprotected and endangered by the consequences of its poorly crafted language. As pointless fluff, the target offers minimal benefits while lending itself to inordinate damage. The good that would be done by repealing it far outweighs the good of leaving it intact, and it is fitting that a feel-good resolution can be struck by a feel-good repeal.

This General Assembly resolution was authored by Cretox State and aims to repeal GAR#234, Freedom to Read and Learn.
This resolution seeks to repeal GAR#234, legislation originally intended to defend the free access to literature and written material of WA member state citizens. The repeal argues that the thirteen-year-old resolution's single active clause is inadequate to handle the various niche cases which exist in the modern world, and legalises what would otherwise be severe criminal activity in many WA member states. The URA, however, does not believe that these harms caused by the resolution's flaws outweigh its benefits in defending the ability of WA member state citizens to freely access literature and religion. Instead, believing that a reasonable interpretation of the resolution does not permit the legalisation of theft or espionage, and given these arguments, the URA urges a vote AGAINST this resolution.

Remembering The Crown Dependency of Hong Kong a small, fledgling, frontier colony of Empire of Great Britain, which became embattled in late 2023 as barbarous forces from beyond the region’s borders invaded and took control of the region,
Recognizing that during this period of instability and strife, this esteemed council passed a liberation to preserve the region and its community,
Understanding that following the invasion, the community of The Crown Dependency disbanded and its nations returned back to their mother region which chose other avenues for developing its community and pursuing growth in the frontiers,
Acknowledging that the liberation has outlived its original purpose, and now acts as a barrier preventing its former community from reclaiming the space and protecting it,
Seeking to allow the former community to reclaim and preserve their former home,
Repeals Liberate The Crown Dependency of Hong Kong.

This resolution seeks to repeal SCR#524, which liberated The Crown Dependency of Hong Kong due to the region's occupation by hostile forces. As pointed out in the repeal, however, the region has since been restored to its rightful residents, and thus the injunction is now an active hindrance. The URA agrees that the injunction should be retired, and urges a vote FOR this resolution.
