Well aware of its newly-minted status of international body, serving tens of thousands of nations worldwide, and the responsibility that comes alongside dutiful oversight of these nations, and

Wishing to establish an early standard of respect within this institution, and between members, which preserves the autonomy of individual members of this body while still being capable of accomplishing policy goals of international significance, therefore

Enacts as follows:

1. All binding actions taken by this Assembly ought to satisfy each of the following conditions:

   1. the subject matter presents a collective action problem that member nations cannot adequately address through independent domestic action, fundamental rights that transcend national sovereignty, or some other transboundary concern;

   2. the scope and intrusiveness of the resolution does not exceed what is reasonably necessary to address the identified concern; and

   3. among the available policy approaches capable of achieving the resolution's objective, the approach chosen is the least burdensome on the domestic governance of member nations, with respect to current understanding of how that is best accomplished.

2. No binding action shall be taken by this body that impedes the sovereign right of members to determine their own constitutional order, or otherwise mandates or prohibits the adoption of any particular form of government, political system, or governing ideology. No resolution should govern a matter which is purely domestic in character and would violate clause 1 of this resolution.

3. In all areas of policy which do not have explicit, active resolutions or clauses governing them, it is to be presumed that the World Assembly reserves governance of this issue to individual members, or independent coalitions of members, where applicable, for their policy assessment.

4. Member nations are expected to extend good faith recognition of domestic policy choices of other members in areas which are not covered by the World Assembly or other relevant treaties, consistent with clause three of this resolution. This clause should not be construed to restrict member governments or officials from expressing political opinion regarding the domestic policies of other members.

Observing the utopian haven of Fooooooooo, resting in the quaint realm of Balder, and resolving to unearth the vital role the nation’s leader, Fuzzy the Owl, has played in developing the Balderan identity,

Starting with Fuzzy’s entry into Balderan politics in 2012, at that time a hotbed of conflicts due to the community’s nascent status, and their election into the Storting (the region’s parliament); they became one of the chief drivers of activity in the legislature through their equanimous engagements with their colleagues, soon assuming the post of Talman (Speaker) due to this demeanor,

Understanding that Fuzzy then went on to become one of the longest serving and most impactful Talmans in the region’s history; chief amidst their numerous achievements in the position is their orchestration of Balder’s peaceful transition to a monarchy in 2013, allowing the fledging Balderan community to breath a sigh of relief for the first time since its inception,

Uncovering Fuzzy’s adventures as one of Balder’s premier hosts of carnivals and jamborees, where the interregional community first came to interact with the Foooooooooan leader’s puntastic ways through events like Dragons of the Frozen Sea, a bilateral festival jointly hosted with The West Pacific (TWP) to celebrate the start of a new, enduring relationship between the two regions,

Noticing a pattern about Fuzzy’s admirable drive to improve the Balderan society, best exemplified through their work as the Minister of Integration of Balder; under their guidance, new integration and retention practices were implemented that resulted in the Delegate’s endorsement count soaring from just above 100 to almost 200, amplifying the region’s voice in the World Assembly,

Analyzing Fuzzy’s investiture into Balder’s esteemed nobility as the Crown Prince (Vice Delegate) to North East Somerset following the latter’s first coronation as King; apart from aiding in the strengthening of regional security (a task they dutifully continue to this day), they served as one of the primary impetuses behind constitutional reforms that separated the roles of head of state (King) and head of government (Statsminister), boosting the efficiency of the government and leading to the formation of the modern Balderan executive that has persevered into the modern era,

Recalling Fuzzy’s pioneering stint as the first Statsminister of Balder, where they set a high bar for all subsequent Statsministers through their exemplary work; they laid down the administrative foundations of the newly-created position which helped their successors ease into the role and would later return in the post in 2020 to restore stability into the region in the aftermath of Operation Heimdall, an internal plot to overthrow Balder’s sitting government,

Investigating Fuzzy’s momentary detour into the fabled land of Albion, which they helped to discover and spread the word of as one of its original settlers; it was thanks to their efforts that Albion ballooned to over 400 nations within a short period of time, allowing the community to flourish on an unprecedented level,

Reliving the magical culture Fuzzy helped curate during their stay in Albion, guided by the wisdom acquired from their early Balder days; Albion throughout its existence came to be known as a domain of unbridled whimsy, partly due to the dazzling fests Fuzzy helped organize like:

• the Royal Festival, which celebrated the conclusion of the first-ever elections held in the realm,

• the Falling Leaves Festival, which honored the coming of autumn in a multiverse-spanning revelry and saw over a thousand posts lodged onto the regional forums as a result, and,

• the Solstice Celebration, a jointly-held gala with Europeia which commemorated the signing of the Treaty of Friendship between the two regions,

Returning to Balder, where Fuzzy proved themselves to be a consummate diplomat, devoted towards bettering the region’s transborder standing, by:

• revitalizing relations with TWP, already a long-standing ally, which saw the two regions come closer than ever before,

• supporting The East Pacific during Fedele’s failed coup, and negotiating the Treaty of Aarhus with the community immediately after, and,

• thawing long-cold ties with The South Pacific by brokering the Pact of the Centre of the Earth, marking a shift in Balderan foreign policy by making peace with former defender rivals,

Rejoicing at Fuzzy’s ascension to the throne of Balder as King, the culmination of a decade of impeccable servitude towards the region; during their reign, Fuzzy spearheaded fundamental legislative reforms that incentivized citizen participation and led Balder to war against adherents of Raider Unity for their aggression against allies,

Believing that Fuzzy’s awe-inspiring dedication towards Balder and its interests deserves recognition from this august assembly,

RECOGNIZING that armed conflict causes immense and unnecessary suffering among civilians;

AFFIRMING that humane conduct in warfare and the protection of civilians are vital principles of international law;

ACKNOWLEDGING that serious violations of moral and humanitarian norms during armed conflict should be recognized as war crimes;

SEEKING to establish standards for the protection of civilians, protected persons, medical operations, and evidence relating to such crimes;

Hereby establishes the following standards regarding war crimes and the conduct of warfare:

1. Defines “civilian” as any individual who is not a member of armed forces or otherwise directly participating in hostilities;

2. Civilians are not legitimate military targets unless directly participating in hostilities, and combatants must distinguish between civilians and military objectives while taking reasonable precautions to minimize civilian harm when engaging lawful military targets;

3. Actions intended to terrorize civilian populations are prohibited, including attacks, threats, demonstrations of violence, or military operations intended to spread fear, intimidation, or severe physical harm among civilians;

4. Defines “civilian infrastructure” as facilities primarily supporting civilian life, including housing, humanitarian shelters, medical facilities, water, electrical, food, and sanitation systems;

5. Targeting civilian infrastructure is prohibited unless it directly and substantially contributes to military operations and its destruction, capture, or neutralization would provide a definite military advantage;

6. Medical facilities retain special protection unless used for hostile military-related purposes beyond their humanitarian function;

7. The deliberate use of civilians, the wounded and sick, or protected civilian infrastructure to shield military objectives from attack is prohibited, including placing military forces or material among them for that purpose;

8. The starvation of civilian populations as a method of warfare is prohibited, including deliberate deprivation or destruction of resources vital for civilian survival and wellbeing;

9. Individuals captured or detained during armed conflict must be treated humanely, including:

   1. protection from torture, cruel treatment, or degrading treatment;

   2. access to food, water, shelter, and medical care sufficient to preserve basic health and survival, to the greatest extent reasonably practicable and without adverse distinction;

   3. protection from execution or punishment solely on the basis of nationality, civilian status, or lawful service in an opposing armed force, except following lawful judicial process and conviction for a specific criminal offense;

   4. protection from being taken or held as hostages;

10. Military officials, civilian authorities, or other persons exercising effective authority over combatants or military operations shall be held responsible for war crimes committed by subordinates where they knew, or reasonably should have known, that such crimes were being committed or likely to be committed, and failed to take reasonable measures within their authority to prevent, stop, report, or punish such acts;

11. The wounded and sick, meaning individuals rendered incapable of fighting by wounds or sickness, whether military or civilian, must not be attacked, denied protection, or deprived of adequate medical care except by legitimate medical priority;

12. Medical personnel, medical transport, and exclusively humanitarian medical operations must not be targeted or obstructed unless used beyond their humanitarian function for hostile military-related purposes;

13. Member states shall take reasonable and feasible measures to preserve evidence in their possession or control relating to credible allegations of war crimes, including documentation of civilian harm, preservation of relevant battlefield evidence, and cooperation with investigations;

14. Establishes the World Assembly War Crimes Documentation Commission, tasked with collecting and maintaining records of alleged war crimes reported by member states, assisting with documentation and evidence preservation, and publishing periodic reports summarizing international news and trends relating to violations of this Convention.

Recognizing that in a multiverse with intense competition, fandom, hooliganism, rivalries and conflict, the need for a grandiose international association football competition has been present since the dawn of time to suffice such natural sapient desires,

Cognizant that across 101 tournaments thus far, since the dawn of antiquity, the World Cup has established itself as the world's premier sporting competition, consistently drawing the most attention and participation out of any international sporting event,

Celebrating the humble beginnings of this famed international tournament we hold as granted today, as the first World Cup was organized and held in the nation of Ariddia, and, in its most primitive form, was won by Crosshill, as no qualifying system was added to the tournament yet and matches were more randomized and less ordered,

Acknowledging the numerous innovations to the World Cup since its inception, that have paved the way for similar international competitions to take place, such as the introduction of the KPB Ranking system since World Cup 12 (since replaced by KPB+), which calculates the strength of nations based on numerous factors, and the development of multiple “scorinators” to officiate World Cup results based on merit, although nations continue to blame Goddess Margaret for peculiar results,

Recollecting the most famous dynasties throughout the World Cup, teams whose sheer dominance has only been matched by their tactical genius:

• Rejistania, a side that innovated a novel defensive style, referred to as System Karela, that, through sheer determination and defensive prowess, led them to win World Cups 12, 17, 18, and 23, most notably winning in a comeback 4-3 against Kaze Progressa to secure their third title, where player Jenji Y came on as a substitute to score a winning 20 yard volley,

Appreciating all those who make the seemingly implausible success of this tournament possible; the footballing federations, the players, World Cup Committee organizers and the host nations, the fans, the undue nations not possible to recognize in such a short space, and everyone else involved in this spectacular competition, as well as the Baptism of Fire and the Cup of Harmony, tournaments which fill out a complete World Cup cycle,

Believing that whether ending up successful champions or disappointed losers, the World Cup has always proven to inspire hopeful competitors, diehard fans, and entire nations and populaces, hoping to forever enshrine their name in history,

Hereby declares the World Cup to be eternally enshrined in the history books of this esteemed council.
