where do you make them
It's not a where, it's a what. You want an image editing program; Windows, your likely operating system on your computer, comes with Microsoft Paint. It's not powerful as far as they go, but it's a decent option. If you're willing for a bit of a learning curve, I use Paint.net personally. Note that despite the name, it is a program, not a website. I won't link it here because the website is a bit too, sketchy, to quite be comfortable linking to directly, but the program itself is safe if you can sift through the fake download ads.

MSpaint is pretty nice for quick drafting, but everything being merged down to one layer really makes trying to complex work in it difficult- Which is not to say it's bad in the slightest- I used it for a draft copy of my secondary main's flag earlier this year. That said, I personally really like GIMP. Sometimes
GIMP is free, has layers- Which are awesome if you want to change an image in a less destructive way, or want to keep text on its own layers (unlike MSpaint which will immediately merge your lettering onto the background)- and is really nice because it has features that you don't have to interact with off the bat, but can then be there when you need them, so if you need to transition into working with maps, find that you need a grid of regular polygons in short order, or need curved text, it can scale up to the challenge pretty easily. The only problem with it is the UI, which can be at first appear as a Lovecraftian nightmare... But once you get past that, it's a great editor to use for flagmaking.

Which has more limitations (you can't make your own symbols, only use presets based mostly on current national flags), but it's free, doesn't require downloading anything to your device (might be important if you don't have permission to download random apps from the internet), and leaves no watermark unlike some other similar but more greedy websites. It's good for what it is.
