❧ OVERVIEW ❧

Aruma is a small, fiercely insular commune-state occupying a semi-attached island and its surrounding islands in the Amazon river delta, off the northern coast of Brazil. Built on an ideology of radical bodily liberation and ecological obligation, its citizens enjoy near-total personal freedom in matters of intoxication, expression, and personal conduct — yet are bound by two inviolable communal laws: the prohibition of clothing and the mandate against the consumption of land animals.
To Aruma's ideologues, these are not restrictions but liberações — liberations — from bourgeois shame, from the exploitation of living creatures, and from the environmental ruin wrought by industrial civilization. The commune holds that the body belongs to no one and to everyone; that the rainforest and the river are the only sovereigns above O Livre — the Free One — our leader himself.
Aruma's official ideology is known as Comunalismo Nu — Bare Communalism: the conviction that true freedom is freedom from the constructs of modernity — clothing, land animal flesh, private property — not freedom to reconstruct them. What appears as restriction from the outside is, to Aruma, a shedding of false layers.

❧ HISTORY ❧

Aruma's islands were among the most overlooked territories of Portuguese colonial Brazil — too small to industrialize, too wet to farm conventionally, and too remote to govern attentively. For centuries they were administered from Belém on the mainland, exploited for timber and river resources, and largely ignored by the Brazilian state that inherited them after independence.
That neglect cultivated something unexpected: a population with deep roots in the land, strong communal bonds forged by isolation, and a simmering resentment of every government that had ever claimed to represent them without once asking what they needed.
At nineteen, Mário Ferre — born on the largest of Aruma's islands, raised in the river delta, and educated just enough to be dangerous — organized a youth-led uprising against the Brazilian administrative council governing the islands. He condemned the council publicly as "a colônia com roupa nova" — the colony in new clothing. Within months the council had dissolved, Brazilian administrative authority had been expelled, and Aruma declared itself an independent commune-state.
The Portuguese language was kept — spoken now not as a remnant of subjugation but as the reclaimed tongue of the commune. The lotus flag, adopted during the revolutionary period as a symbol of the island's natural beauty, was kept too. Everything the old order left behind was made entirely Aruma's own.

❧ O LIVRE — MÁRIO FERRE ❧

Mário Ferre came to power at nineteen through a youth-led uprising against Aruma's Brazilian administrative council, which he publicly condemned as corrupt, hierarchical, and — in his own words — "vestido em todo o sentido." Clothed in every sense.
His governance style is unlike anything in the region. The palace in Jovem — a repurposed colonial administrative building, stripped of its furnishings and opened to the sky where possible — functions less as a seat of government and more as a communal gathering space. Mário hosts frequent celebrations there, open to any citizen of Aruma, marked by music, river food, and the full spirit of Comunalismo Nu.
He is known among his people as warm, physically present, and genuinely convinced of everything he preaches. He openly champions what Aruma calls liberdade íntima — intimate freedom — as a civic virtue, and is well known for practicing it himself with characteristic enthusiasm. To his citizens, he is not above them. He is simply the most Aruman person among them.
He rules by personal decree. There are no elections, no legislature, and no formal deliberative chambers. Disputes of national significance are resolved by his word alone. Critics abroad call him reckless and dangerously naive. His citizens consider him the first honest ruler they have ever known. His youth is not incidental to his appeal — it is the appeal.

❧ LEGAL SYSTEM ❧

Aruma maintains no court system, no prison infrastructure, and no formal penal code. The commune operates on a principle called o Contrato Nu — the Bare Contract: citizenship is voluntary participation in shared communal life, and violation of communal law is treated not as crime but as a withdrawal from that contract. There are no judges, no prosecutors, and no appeals — only the commune's collective will and O Livre's final word.

— PERMITTED —

All Narcotics & Substances
All drugs are fully decriminalized and unregulated. The commune views intoxication as a purely private matter of bodily autonomy. No age restrictions exist in law, though communal norms vary by settlement.

All Personal Conduct
Aruma enforces no laws against conduct between consenting individuals. Interpersonal disputes are resolved through voluntary community mediation circles. There are no police and no criminal courts.

Fish & Seafood
The rivers and surrounding waters of Aruma are a primary food source. Fish and seafood are freely permitted. The commune's relationship with the river is considered sacred — sustainable fishing is encouraged, exploitation is not.

Eggs & Dairy
Animal products that do not require slaughter are permitted. The commune draws a clear moral distinction between killing for food and harvesting what animals produce naturally.

— FORBIDDEN —

Clothing & Bodily Concealment
All clothing, coverings, and accessories designed to conceal the body are prohibited in public and communal spaces. The ban is grounded in the commune's foundational belief that bodily shame is a tool of oppression and social control. Medical exceptions exist solely at O Livre's discretion.

Marriage & Exclusive Partnership Contracts
Aruma recognizes no legal contract governing the intimacy, fidelity, or exclusive claim of one person over another. The commune does not ban love, companionship, or shared living — it simply refuses to reduce them to property arrangements. People may build lives together freely and in any configuration they choose. The commune celebrates all of it equally and regulates none of it.

Consumption of Land Animal Flesh, Dolphins & Cetaceans
The slaughter, sale, or consumption of land animal flesh or any dolphin or cetacean within commune territory is prohibited. This is framed not as personal preference but as ecological duty — the commune's obligation to the living earth and the living river it inhabits and protects. By personal decree of O Livre Mário Ferre, cetaceans are afforded the highest level of protection under Aruman communal law. The dolphin is considered by many citizens to be a spiritual symbol of the commune — free, social, and unashamed.

A Vida Simples — Industrial Technology & Connectivity
Aruma holds that industrial technology is not neutral — that every motor vehicle, every networked device, every screen carries within it the logic of extraction, acceleration, and separation from the living world. The commune has chosen differently. Motor vehicles, personal computers, and internet access are prohibited within Aruman territory. Citizens travel by river boat and bicycle. Communication is face to face, by hand, or by the spoken word carried across the water. The commune does not consider this a deprivation. It considers it the only honest way to live on a river island in the Amazon delta without lying to yourself about what you are doing to the earth.

Communal Resource Sharing
All major resources — food, housing, medicine — are commune-owned and distributed by central allocation. Private accumulation of productive assets is forbidden under the socialist structure.

Communal Child-Rearing
Children in Aruma belong to the commune before they belong to any individual. Every adult citizen bears shared responsibility for the wellbeing, education, and upbringing of every child in their settlement. No child is the exclusive property of a parent — because no person is the property of another. The commune raises its young together, as it does everything else.

Environmental Stewardship
Every adult citizen is required to contribute regular labor hours to land care, reforestation, or ecological maintenance. Given Aruma's position in the Amazon delta, this is considered the commune's most sacred civic obligation.

Cetacean Coexistence & River Stewardship
The dolphins and cetaceans of the Amazon delta are recognized as integral members of Aruma's living ecosystem and are afforded the same respect due to the river itself. Citizens are expected to share the waterways peacefully, to avoid disruption of cetacean habitat, and to report any threat to dolphin populations to the Guardiões do Rio immediately. The health of the dolphins is understood to reflect the health of the delta — and the health of the delta is the health of Aruma.

— ENFORCEMENT: EXILE —

Aruma has no jails. The sole formal penalty for violation of the forbidden laws — wearing clothing, consuming land animal flesh, harming a cetacean, or hoarding commune resources — is permanent exile.
The offender is stripped of citizenship, placed on a boat, and expelled from Aruman island territory, barred from return. No formal trial precedes exile; the determination is made by communal assembly or, in serious cases, by O Livre directly. Exiles are offered no compensation and no appeal.
The commune does not frame exile as punishment. It is understood as a simple acknowledgment of incompatibility: "Se não consegues viver nu e livre, não consegues viver aqui." If you cannot live bare and free, you cannot live here.

❧ IDEOLOGY & PHILOSOPHY ❧

Comunalismo Nu holds three axioms as self-evident:

  • O Corpo Nu — The body is not a source of shame and must never be treated as one. Clothing is the original lie of civilization.

  • A Terra Comum — The earth is a living commons that industrial humanity has abused and must now repay through labor, diet, and restraint. In Aruma, this means the Amazon itself — the river, the forest, the delta — is treated as a living sovereign.

  • Liberdade Íntima — Intimate freedom is a civic virtue, not a private matter. The commune does not govern the body's desires, connections, or expressions. Exclusivity is a construct of ownership — and Comunalismo Nu does not recognize ownership of persons. To share oneself freely and generously is considered among the highest expressions of communal life. Those who love widely are not looked upon with suspicion in Aruma. They are looked upon with admiration.

The tension between total personal freedom and strict communal mandates is not seen as contradictory by Bare Communalist adherents. Freedom, in Aruman thought, operates in one direction only: away from the structures of shame, exploitation, and accumulation. It does not circle back to rebuild them.

❧ GUARDIÕES DO RIO ❧

Aruma maintains no standing army, no air force, and no navy. The commune is a pacifist state by ideology and by choice — Comunalismo Nu holds that organized violence in service of the state is incompatible with the values of the bare life. The islands are Aruma's first and most natural defense: surrounded by the Amazon delta, accessible only by water, and known to every Aruman by heart.
What Aruma does maintain is the Guardiões do Rio — the Guardians of the River. Approximately 120 in number, they patrol Aruman waters by boat, protecting the delta, its wildlife, and its people from external threat. They are not soldiers. They carry no rank, answer to no military hierarchy, and serve no term of conscription. They are volunteers who love the river and have chosen to protect it.
The Guardiões are armed — lightly but meaningfully. They wear nothing beyond what every Aruman wears, distinguished only by a woven armband bearing a painted dolphin on the left shoulder — the single identifying mark of their role. They move through the delta channels in small flat-bottomed river boats, fast and quiet, known to every fisherman and every island settlement by sight.
Their mandate extends beyond security. The Guardiões are the primary enforcers of Aruma's cetacean protection decree, the eyes of the commune on the water, and — in the words of O Livre Mário Ferre — "the only people in Aruma who are allowed to tell you what to do, and only if you are doing it to the river."

❧ CULTURE ❧

— THE CITY OF JOVEM —

Jovem is unlike any capital in the region. There are no gray administrative blocks, no security checkpoints, no monuments to dead generals. The city is a living thing — dense with greenery, threaded through with river channels, and painted in colors that have no interest in being subtle. Every building in Jovem is a declaration: deep greens, warm ochres, vivid yellows, terracotta reds, the occasional wall covered entirely in flowering vines that the commune has collectively decided are more valuable than whatever was underneath.
Architecture in Jovem is a mix of open-air structures built from river timber and woven palm, and repurposed colonial buildings that the revolution inherited and immediately began repainting. The old administrative palace — now the communal gathering space and de facto seat of O Livre — is the most vivid building in the city, its colonial facade buried under decades of accumulated color, murals, and the handprints of every citizen who has passed through its open doors.
There are no walls in Jovem that face the river. Every structure opens toward the water. This is not an accident — it is policy, informal but absolute, understood by every builder who has ever worked in the commune. The river is always visible. The river is always present. In Jovem, you are never more than a few steps from its edge.

— BODY PAINT —

In a nation where clothing is prohibited, the body itself becomes the canvas. Body paint is Aruma's most distinctly developed art form — practiced casually by some as everyday personal expression, elaborately by others for festivals and celebrations, and passed between friends, lovers, and families as an act of intimacy and care. There is no standardized pattern, no prescribed meaning, no school of technique. Paint is made from forest dyes, river clay, crushed delta flowers, and pigments traded between settlements.
At the Festival do Rio the eastern bank becomes a gallery — every body a different work, every combination of color a different statement. Children paint each other with no particular skill and complete conviction. The Guardiões do Rio often arrive at festivals with their dolphin armbands supplemented by elaborate painted patterns across their shoulders and backs, a tradition that has developed organically over the short life of the commune and shows no sign of stopping.

— MUSIC —

Aruman music is the sound of the Amazon delta filtered through twenty years of youth and revolution. It is percussion-first and always has been — the drums of the delta islands have their own tradition, rooted in Amazonian indigenous rhythms that survived colonialism by moving into the bodies of the people who lived here longest. Over them sits everything else: the melodic warmth of Brazilian forró and samba, string instruments built from river wood, voices that treat the Portuguese language like it was always meant to be sung outdoors at high volume.
Music in Aruma is not performed so much as participated in. The distinction between musician and audience is one the commune has largely abandoned. At any gathering of more than a few people, instruments appear. At the Festival do Rio, the music does not stop for three days — players cycle in and out, sleep briefly, return. O Livre is, by all accounts, a reasonable drummer and an enthusiastic dancer, and makes no effort to pretend otherwise.

— SPORT —

Sport in Aruma is taken seriously, played outdoors, and almost always conducted in the full spirit of Comunalismo Nu — which is to say, without clothing and with considerable enthusiasm. The commune's dominant sports are volleyball, tennis, and pickleball, all played on open-air courts built along the riverbank and the island's flatter interior clearings. Volleyball in particular has developed an almost fanatical following in Jovem, where the eastern bank courts are occupied from dawn to dusk on most days and informal tournaments run on a near-permanent basis.
Swimming is not classified as a sport in Aruma so much as a basic condition of existence. Every Aruman swims. The river channels, the delta shallows, and the open water between the islands are all in constant use. Children learn to swim before they learn to read, which the commune considers the correct order of priorities.
Aruma also fields a national football team — A Seleção Nua — which competes internationally with a combination of genuine skill and complete indifference to what anyone thinks of their kit. They are, by most accounts, surprisingly competitive for a nation of 92,000 river islanders, and their away matches are considered significant diplomatic events by default given that their very existence raises questions no opposing federation has yet found a satisfying answer to.

— THE DOLPHINS —

The pink river dolphins of the Amazon delta have lived in Aruman waters longer than anyone can remember, and the commune's relationship with them defies easy description. They are not pets. They are not gods, officially. They are, in the words most Arumans reach for when pressed, simply part of it — part of the river, part of the commune, part of whatever it is that makes the islands feel like home rather than just land.
They appear at festival time near the shallows. They follow the Guardiões do Rio boats on patrol. Children swim with them without fear and without instruction — it seems to occur to no Aruman child that this might be unusual. O Livre has never offered a theological position on the dolphins. He has, however, been seen on more than one occasion sitting at the river's edge at dusk, feet in the water, saying nothing in particular, while a dolphin surfaces nearby and does the same.

— FESTIVAL DO RIO —

Aruma's founding annual celebration, held on the eastern bank of Jovem for three nights at the height of the dry season. The Festival do Rio is a celebration of the river, the commune, and the life the delta makes possible. For seventy-two hours the eastern bank belongs entirely to the festival — communal kitchens running without pause, bonfires from one end of the bank to the other, music that does not stop, fireworks over the water each night that reflect in the river below and make Jovem look, briefly, like it is burning in the best possible way.
The festival is open to all citizens and to invited guests from allied nations. It is the single occasion on which Aruma most deliberately presents itself to the outside world — not as a political entity making arguments, but as a commune having the time of its life and generously willing to share that with anyone who shows up.

Welcome to the Residents Portal of the 🌹Region of Rosaria🌹

This page is meant to give every resident a clear understanding of life in Rosaria. Here, you will find the basic expectations of our community, the path to citizenship, and the principles that guide how we conduct ourselves as neighbors, citizens, and representatives of the region.

Rosaria is a young region, but it is built on a serious idea: that a community grows best when its members treat one another with respect, take part in public life, and help shape the institutions around them.


🌹Become a Citizen of Rosaria🌹

To become a full citizen of Rosaria, your nation must join the World Assembly, remain a resident of the region, and endorse the WA Delegate.

World Assembly membership strengthens Rosaria’s voice abroad and helps protect the stability of the region at home. Citizenship also allows residents to take a fuller part in Rosarian civic life, including elections, public discussions, and the work of building the region’s future.

Once citizenship is granted, you will receive the rights, duties, and opportunities reserved for Rosarian citizens.


🌹1. Be Respectful and Kind

Treat residents, visitors, and officials with dignity. Debate is welcome, and disagreement is natural, but harassment, discrimination, and personal hostility have no place in Rosaria.

🌹2. Follow Regional and NationStates Rules

All activity in Rosaria must follow NationStates site rules, the Rosarian Constitution, and any lawful regional policies. These rules exist to keep the region fair, orderly, and open to everyone who wishes to participate in good faith.

🌹3. Participate and Engage

Residents are encouraged to join conversations, vote in elections, welcome new nations, and contribute ideas to regional projects. Rosaria is still growing, which means every active resident can leave a real mark on its direction.

Rosaria values cooperation, loyalty, civic pride, and mutual respect. Whether you are taking part in government, diplomacy, roleplay, or ordinary conversation, you represent the character of the region.
