🌹Preamble

We, the citizens of the 🌹Region of Rosaria🌹, establish this Constitution to secure stable government, civic participation, regional security, and lawful transitions.


🌹Article I — The Imperator

1. The Imperator shall be the permanent owner of Rosaria’s Discord server and hold Rosaria’s NationStates governorship.

2. The Imperator shall oversee elections, certify results, ensure transitions, preserve continuity, safeguard constitutional order, and maintain technical stability.

3. The Imperator shall serve until resignation and may publicly resign and appoint a successor.


🌹Article II — The Grand Master

1. The Grand Master shall serve as elected head of government for three months.

2. Candidacy shall open seven days before voting. Voting shall last three days.

3. A candidate must receive a majority of valid votes. If none does, the top two shall enter a three-day runoff.

4. The Grand Master shall serve as a temporary Discord moderator.

5. The Grand Master shall direct administration, appoint Masterates, and create departments or other positions.


🌹Article III — The Deputy Master

1. The Deputy Master shall be appointed by the Grand Master and assist in administration.

2. If the Grand Master resigns, is dismissed, recalled, incapacitated, loses citizenship, or cannot serve, the Deputy Master shall finish the term as Grand Master.

3. If vacant, the Grand Master shall appoint a replacement.

4. The Grand Master may dismiss the Deputy Master, revoke office permissions, and appoint a replacement. Dismissal must be public.

5. The Deputy Master shall manage recruitment and any other administrative responsibility delegated to the position by the Grand Master.


🌹Article IV — The WA Delegate

1. The WA Delegate shall be appointed by the Imperator.

2. The Delegate shall represent Rosaria in World Assembly affairs and hold the in-game delegacy unless security or transition needs require otherwise.

3. The Imperator may appoint, replace, or recognize a WA Delegate-elect to preserve security, stability, or succession.


🌹Article V — The Conclave

1. The Conclave shall consist of the Imperator, Grand Master, Deputy Master, WA Delegate, and Masterates appointed by the Grand Master.

1a. In the absence of occupants of specialized offices, the Imperator and Grand Master perform the duties of those offices personally. The Imperator and Grand Master may delegate specific powers to other offices, unless prohibited by law.

2. Masterates shall assist administration and serve at the Grand Master’s pleasure unless law provides otherwise.

3. The Master Deacon shall manage diplomacy, embassies, interregional communication, and external representation.

4. The Master Steward shall manage roleplay, citizen engagement, and community activity.

5. The Grand Master may create additional offices, ministries, departments, or positions.

6. No citizen shall simultaneously hold more than one office within the same branch of government.

7. No citizen holding office in one branch of government shall simultaneously hold office in another branch of government.

8. Executive officers may attend Council proceedings and introduce legislation, but shall not vote or hold any office of the Council.

9. Any member of the conclave may resign via public declaration.


🌹Article VI — Citizenship

1. Citizenship shall be available to any resident nation that resides in Rosaria is a World Assembly member.

2. Citizens may vote, seek office, join the Council, introduce and vote on legislation, and take part in lawful recall efforts.

3. Citizens must endorse the sitting WA Delegate or Delegate-elect within one week of joining, or have their citizenship revoked.

4. Citizenship may be denied, suspended, or revoked from anyone who threatens Rosaria’s security, integrity, or health.

5. The Grand Master may temporarily deny citizenship when urgent action is required, subject to Imperator review.

6. No citizen shall be penalized solely for peaceful criticism, opposition, voting behavior, protest, legislation, or lawful recall activity.

7. Non-citizens may participate socially, culturally, and in roleplay, but may not vote, hold office, or submit binding law.


🌹Article VII — The Council

1. The Council shall be Rosaria’s legislature, and every citizen shall automatically be a member.

2. Members may debate, introduce, amend, and vote on legislation.

3. The Council may legislate on elections, citizenship, conduct, roleplay, foreign affairs, offices, records, and governance.

4. Ordinary legislation shall pass by simple majority unless otherwise required.

5. Council legislation must be approved by the Grand Master to take effect.

6. Approved legislation shall be sent to the Imperator for certification and enforcement.

7. The Imperator may refuse certification if legislation violates this Constitution, was improperly passed, threatens security, or creates instability.

8. If the Grand Master rejects legislation, the Council may override by a two-thirds vote.

9. The Council may not abolish elections, remove citizenship rights, eliminate recall rights, suspend itself, or place Rosaria under unelected rule.


🌹Article VIII — Recall, Resignation, and Succession

1. A recall against the Grand Master may begin by petition with support equal to half the votes cast in the most recent Grand Master election.

2. If a recall succeeds, the Deputy Master shall finish the term as Grand Master.

3. If no Deputy Master is available, a special election shall be held within seven days.

4. A recalled Grand Master may run again unless barred by law for misconduct.

5. The Grand Master may resign by public declaration.

6. The Imperator may dismiss the Grand Master, revoke office permissions, and must publicly announce the dismissal.

7. If dismissed by the Imperator, succession shall proceed under Article III.


🌹Article IX — Administrative Discipline

1. Administrators may issue timeouts or temporary moderation actions lasting no longer than one day.

2. A ban, suspension, or removal lasting longer than one day and up to one week requires Grand Master or Imperator approval.

3. An indefinite ban or permanent removal requires approval from the Imperator.

4. Emergency action may be taken against spam, raids, security threats, or attempts to harm the region, but must be reviewed by the Imperator.


🌹Article X — Amendments and Meta Laws

1. This Constitution may be amended only by a three-fifths vote of the citizenry.

2. Amendments may be proposed by the Grand Master, Imperator, Conclave, or any citizen.

3. Proposed amendments must be publicly posted before voting begins.

4. Meta laws may be enacted by majority vote if they do not conflict with this Constitution.

5. Amendments and meta laws require certification by the Imperator before taking effect.


🌹Article XI — Continuity and Legitimacy

1. Rosaria affirms itself as sovereign.

2. All authority derives from this Constitution, lawful election, lawful appointment, citizenship participation, and recognized procedure.

3. The government shall serve stability, civic participation, order, and growth.

4. This Constitution shall take effect upon approval by the citizens of Rosaria.

Constitutional Amendment 01

🌹Background

This amendment protects the separation of powers in Rosaria’s government. No person should hold several public offices at once, whether within the same branch or across different branches. Each office should remain distinct, accountable, and free from undue concentration of authority.


🌹Article I: Dual Officeholding

Article V, Section 6 of the Constitution shall be added to read:

“6. No citizen shall simultaneously hold more than one office within the same branch of government.”


🌹Article II: Interbranch Officeholding

Article V, Section 7 of the Constitution shall be added to read:

“7. No citizen holding office in one branch of government shall simultaneously hold office in another branch of government.”

🌹Article III: Council Membership

Article V, Section 8 of the Constitution shall be added to read:

“8. Executive officers may attend Council proceedings and introduce legislation, but shall not vote or hold any office of the Council.”

🌹Background

Understanding that the Deputy Master, at present, lacks any officially stated duties other than being a backup Grand Master, this act seeks to provide the Deputy Master with official duties. This act also seeks to clarify executive officials’ abilities.


🌹Article I: Powers of the Deputy Master

Article III, Section 6 shall be added to read:

“6. The Deputy Master shall manage recruitment and any other administrative responsibility delegated to the position by the Grand Master.”

Article V, Section 4 shall be amended to read:

“4. The Master Steward shall manage roleplay, recruitment, citizen engagement, and community activity.”


🌹Article II: Executive Abilities

Article V, Section 1a shall be added to read:

“1a. In the absence of occupants of specialized offices, the Imperator and Grand Master perform the duties of those offices personally. The Imperator and Grand Master may delegate specific powers to other offices, unless prohibited by law.”

Article III, Section 4 shall be removed.

Article V, Section 9 shall be added to read:

The Procedures, Processes, and Powers of the Council of Rosaria

Amendments via Law 02 of 16 July 2026 and 24 July 2026

🌹Background

This act shall provide the rules, procedures, and processes by which the Council of Rosaria (herein referred to as “the Council”) shall abide by. This act establishes the position of Speaker of the Council of Rosaria to preside over the Council of Rosaria, facilitate discussion, and ensure the correct implementation of these provisions. Furthermore, this act provides a foundation for change and progress via legislative means.


🌹Article I: Definitions

1. “Legislation” is any piece of legal action presented to the Council of Rosaria.

2. “Bills” and “laws” fall under any sort of regulations, criminal codes, resolutions, or recognitions that are not constitutional amendments.

3. "Resolution" is an official, organized decision of the Council addressing a specific matter and regulating daily duties — such as a formal finding or a response to a pressing issue, creating a special committee, the appointment of a new Speaker of the Council or other officials, or other questions for which enacting a law would be inappropriate.


🌹Article II: Basic Parliamentary Procedure of the Council of Rosaria

1. The Council of Rosaria is the supreme legislative body of the region of Rosaria.
1a. For a decision of the Council to be considered valid, a quorum is required, defined as at least half of the eligible voters who participated in the vote.

2. Any and all provisions regarding the Council within the Constitution of Rosaria apply to this act and overrule this act in cases of contradiction.

3. Each piece of legislation, aside from constitutional amendments, shall have a three day discussion and revision period upon submission, followed by a three day voting period. Each vote shall be equal.

4. Any constitutional amendments shall have a seven day discussion and revision period upon submission, followed by a three day voting period.

5. Each piece of legislation shall follow the following legislation format. Bills, laws, and resolutions shall be numbered as ##-Year. Bills shall be numbered in the order that they are proposed within the year. Laws shall be numbered by the order they are passed within the year. On Discord, the proposed bill or constitutional amendment shall be linked in a forum post with the header “Council Bill ## | Day Month Year | Name of Bill.”
5a. A bill header shall state “Council Bill ##-Year” at the top of the bill.
5b. A passed law header shall be as follows:
“Council Bill ##-Year
Law of Rosaria ##-Year
Amendments via [insert, only if applicable]”
5c. A constitutional amendment header shall state “Constitutional Amendment ##” at the top of the amendment upon passing. A resolution header shall state “Resolution ##-Year” at the top of the resolution upon passing.

6. Any proposed piece of legislation or constitutional amendment shall be posted on both NationStates and Discord during the discussion and revision period and the voting period.

7. An adopted bill becomes law and takes effect immediately upon its promulgation. Promulgation is considered to be the creation of a notice on the Rosaria Discord channel containing a web link to the law, visible to all citizens and with a Ping. The law shall be promulgated no later than three days after its signing by the Grand Master. Promulgation is entrusted to the Imperator of Rosaria. An unpromulgated law has no force.

8. The bill may specify the date or period upon which it enters into force.

9. Council Resolutions have the force of law and follow a similar adoption procedure.

10. When amendments to laws are adopted, a notation shall also be inserted before the main text in the following format: "Amendments via Law of Rosaria ##-Year". Additions to laws shall be marked with italics, and provisions removed from laws shall be crossed out. The chronological order of the adoption of amendments shall be observed.


🌹Article III: Miscellaneous Powers and Processes

1. Interregional agreements with foreign sovereign regions must be approved by the Council to go into effect.

2. Legislative committees may be formed in order to provide more specialized and collaborative legislative solutions to legal and regional needs.

3. The Council may pass resolutions honoring specific citizens for their service to Rosaria.

4. If the Imperator declares it necessary, the discussion and revision period may be eliminated in order to expedite the process of passing a law should it be immediately necessary for regional security or the proper functioning of the authorities of Rosaria. Public opinion must be taken into account. The above also applies to elections.

5. If public demand arises during the discussion, or at the request of the Speaker, the Imperator may extend the discussion of the bill for an additional three days; this extension shall be deemed a second reading. Such a need may arise due to a lack of public consensus regarding the bill's provisions, the introduction of fundamental changes to it, or the inability of a significant number of citizens to attend the discussion.


🌹Article IV: The Speaker of the Council of Rosaria

1. The Speaker (herein referred to as “the Speaker”) of the Council of Rosaria is the presiding officer of the Council.

2. The Speaker shall implement and facilitate the procedures and processes described in Article I and Article II of this act and ensure the right of citizens to legislate via the Council.

3. The Speaker must upkeep an organized Library of the Council, which shall contain all passed laws and constitutional amendments.

4. The Speaker may not prevent a bill or constitutional amendment from being proposed.

5. The Speaker shall be elected every three months concurrently with the election of the Grand Master. The candidate with the majority of votes shall become Speaker. If no candidate gets the majority of votes, there shall be a second round between the two highest-voted candidates from the first round. In the case of a tie, the Imperator shall break the tie.

6. Candidacy for the position of the Speaker shall open seven days before voting. Voting shall last three days.

7. The Speaker shall hold no other office while serving as Speaker or run for another office while running for Speaker.

8. The Speaker may be removed by a three-fifths vote of no confidence. This vote of no confidence must be declared by a citizen and shall be facilitated by the Imperator.

🌹Background

The amendments set out below specify the legislative process in The Region of Rosaria and supplement its procedures by introducing mechanisms such as Resolutions of the Council of Rosaria, consideration of bills in several readings and the promulgation of laws.

🌹Article I: Council Resolutions

The words "criminal" and "resolutions" shall be deleted from Article I, Section 2 of the aforementioned Law, such that the final text reads as follows:

"2. “Bills” and “laws” fall under any sort of regulations, codes, or recognitions that are not constitutional amendments."

Explanatory note: 1) codes may also be tax, housing, land codes, etc.; 2) the concept of a resolution is set out in the following paragraph.

Article I, Section 3 of the Law under consideration shall be added to read:

"3. "Resolution" is an official, organized decision of the Council addressing a specific matter and regulating daily duties — such as a formal finding or a response to a pressing issue, creating a special committee, the appointment of a new Speaker of the Council or other officials, or other questions for which enacting a law would be inappropriate."


🌹Article II: Quorum

Article II, Section 1a of the Law under consideration shall be added to read:

"1a. For a decision of the Council to be considered valid, a quorum is required, defined as at least half of the eligible voters who participated in the vote."


🌹Article III: Promulgation

Article II, Section 7 of the Law under consideration shall be added to read:

🌹Article V: Circumstances Justifying the Emergency Laws Adoption

Article III, Section 4 of the Law under consideration shall be supplemented with the following: "or the proper functioning of the authorities of Rosaria. Public opinion shall be taken into account. The above also applies to elections.", such that the final text reads as follows:

"4. If the Imperator declares it necessary, the discussion and revision period may be eliminated in order to expedite the process of passing a law should it be immediately necessary for regional security or the proper functioning of the authorities of Rosaria. Public opinion must be taken into account. The above also applies to elections."


🌹Article VI: Consideration in Several Readings

Article III, Section 5 of the Law under consideration shall be added to read:

🌹Background

These amendments set out to set a standardized numbering system for bills and laws, and to improve upon the provisions set for the Council in Law of Rosaria 01-2026, “The Procedures, Processes, and Powers of the Council of Rosaria” in order to improve the effectiveness of the Council of Rosaria.

🌹Article I: Further Clarification on Bill and Law Numbering and Editing

Article II, Section 5 of the aforementioned law shall be amended to state the following:

“5. Each piece of legislation shall follow the following [nation=council_of_rosaria/detail=factbook/id=2803690]legislation format[/url]. Bills, laws, and resolutions shall be numbered as ##-Year. Bills shall be numbered in the order that they are proposed within the year. Laws shall be numbered by the order they are passed within the year. On Discord, the proposed bill or constitutional amendment shall be linked in a forum post with the header “Council Bill ## | Day Month Year | Name of Bill.””

Article II, Section 5a-5c of the aforementioned law shall be added to read:

🌹Article II: Retroactive Format Changes

1. All formatting changes detailed in these amendments shall apply retroactively to Law of Rosaria 01-2026, “The Procedures, Processes, and Powers of the Council of Rosaria,” and Law of Rosaria 02-2026, “Package of Amendments to The Law of Rosaria #01 "The Procedures, Processes, and Powers of the Council of Rosaria.””

2. These formatting changes are not amendments to the body of the laws, but rather format adjustments.
