🌹Background

The amendments set out below specify the legislative process in The Region of Rosaria and supplement its procedures by introducing mechanisms such as Resolutions of the Council of Rosaria, consideration of bills in several readings and the promulgation of laws.

🌹Article I: Council Resolutions

The words "criminal" and "resolutions" shall be deleted from Article I, Section 2 of the aforementioned Law, such that the final text reads as follows:

"2. “Bills” and “laws” fall under any sort of regulations, codes, or recognitions that are not constitutional amendments."

Explanatory note: 1) codes may also be tax, housing, land codes, etc.; 2) the concept of a resolution is set out in the following paragraph.

Article I, Section 3 of the Law under consideration shall be added to read:

"3. "Resolution" is an official, organized decision of the Council addressing a specific matter and regulating daily duties — such as a formal finding or a response to a pressing issue, creating a special committee, the appointment of a new Speaker of the Council or other officials, or other questions for which enacting a law would be inappropriate."


🌹Article II: Quorum

Article II, Section 1a of the Law under consideration shall be added to read:

"1a. For a decision of the Council to be considered valid, a quorum is required, defined as at least half of the eligible voters who participated in the vote."


🌹Article III: Promulgation

Article II, Section 7 of the Law under consideration shall be added to read:

"7. An adopted bill becomes law and takes effect immediately upon its promulgation. Promulgation is considered to be the creation of a notice on the Rosaria Discord channel containing a web link to the law, visible to all citizens and with a Ping. The law shall be promulgated no later than three days after its signing by the Grand Master. Promulgation is entrusted to the Imperator of Rosaria. An unpromulgated law has no force."


🌹Article IV: Some Other Aspects of Laws Entry Into Force

Article II, Sections 8—10 of the Law under consideration shall be added to read:

"8. The bill may specify the date or period upon which it enters into force.

9. Council Resolutions have the force of law and follow a similar adoption procedure.

10. When amendments to laws are adopted, a notation shall also be inserted before the main text in the following format: "Amendments via Law ## of Day Month Year". The chronological order of the adoption of amendments shall be observed."


🌹Article V: Circumstances Justifying the Emergency Laws Adoption

Article III, Section 4 of the Law under consideration shall be supplemented with the following: "or the proper functioning of the authorities of Rosaria. Public opinion shall be taken into account. The above also applies to elections.", such that the final text reads as follows:

"4. If the Imperator declares it necessary, the discussion and revision period may be eliminated in order to expedite the process of passing a law should it be immediately necessary for regional security or the proper functioning of the authorities of Rosaria. Public opinion must be taken into account. The above also applies to elections."


🌹Article VI: Consideration in Several Readings

Article III, Section 5 of the Law under consideration shall be added to read:

"5. If public demand arises during the discussion, or at the request of the Speaker, the Imperator may extend the discussion of the bill for an additional three days; this extension shall be deemed a second reading. Such a need may arise due to a lack of public consensus regarding the bill's provisions, the introduction of fundamental changes to it, or the inability of a significant number of citizens to attend the discussion."
