🌹Preamble

We, the citizens of the 🌹Region of Rosaria🌹, establish this Constitution to secure stable government, civic participation, regional security, and lawful transitions.

🌹Article I — The Imperator

1. The Imperator shall be the permanent owner of Rosaria’s Discord server and hold Rosaria’s NationStates governorship.

2. The Imperator shall oversee elections, certify results, ensure transitions, preserve continuity, safeguard constitutional order, and maintain technical stability.

3. The Imperator shall serve until resignation and may publicly resign and appoint a successor.

🌹Article II — The Grand Master

1. The Grand Master shall serve as elected head of government for three months.

2. Candidacy shall open seven days before voting. Voting shall last three days.

3. A candidate must receive a majority of valid votes. If none does, the top two shall enter a three-day runoff.

4. The Grand Master shall serve as a temporary Discord moderator.

5. The Grand Master shall direct administration, appoint Masterates, and create departments or other positions.

🌹Article III — The Deputy Master

1. The Deputy Master shall be appointed by the Grand Master and assist in administration.

2. If the Grand Master resigns, is dismissed, recalled, incapacitated, loses citizenship, or cannot serve, the Deputy Master shall finish the term as Grand Master.

3. If vacant, the Grand Master shall appoint a replacement.

4. The Grand Master may dismiss the Deputy Master, revoke office permissions, and appoint a replacement. Dismissal must be public.

5. The Deputy Master shall manage recruitment and any other administrative responsibility delegated to the position by the Grand Master.

🌹Article IV — The WA Delegate

1. The WA Delegate shall be appointed by the Imperator.

2. The Delegate shall represent Rosaria in World Assembly affairs and hold the in-game delegacy unless security or transition needs require otherwise.

3. The Imperator may appoint, replace, or recognize a WA Delegate-elect to preserve security, stability, or succession.

🌹Article V — The Conclave

1. The Conclave shall consist of the Imperator, Grand Master, Deputy Master, WA Delegate, and Masterates appointed by the Grand Master.

1a. In the absence of occupants of specialized offices, the Imperator and Grand Master perform the duties of those offices personally. The Imperator and Grand Master may delegate specific powers to other offices, unless prohibited by law.

2. Masterates shall assist administration and serve at the Grand Master’s pleasure unless law provides otherwise.

3. The Master Deacon shall manage diplomacy, embassies, interregional communication, and external representation.

4. The Master Steward shall manage roleplay, citizen engagement, and community activity.

5. The Grand Master may create additional offices, ministries, departments, or positions.

6. No citizen shall simultaneously hold more than one office within the same branch of government.

7. No citizen holding office in one branch of government shall simultaneously hold office in another branch of government.

8. Executive officers may attend Council proceedings and introduce legislation, but shall not vote or hold any office of the Council.

9. Any member of the conclave may resign via public declaration.

🌹Article VI — Citizenship

1. Citizenship shall be available to any resident nation that resides in Rosaria is a World Assembly member.

2. Citizens may vote, seek office, join the Council, introduce and vote on legislation, and take part in lawful recall efforts.

3. Citizens must endorse the sitting WA Delegate or Delegate-elect within one week of joining, or have their citizenship revoked.

4. Citizenship may be denied, suspended, or revoked from anyone who threatens Rosaria’s security, integrity, or health.

5. The Grand Master may temporarily deny citizenship when urgent action is required, subject to Imperator review.

6. No citizen shall be penalized solely for peaceful criticism, opposition, voting behavior, protest, legislation, or lawful recall activity.

7. Non-citizens may participate socially, culturally, and in roleplay, but may not vote, hold office, or submit binding law.

🌹Article VII — The Council

1. The Council shall be Rosaria’s legislature, and every citizen shall automatically be a member.

2. Members may debate, introduce, amend, and vote on legislation.

3. The Council may legislate on elections, citizenship, conduct, roleplay, foreign affairs, offices, records, and governance.

4. Ordinary legislation shall pass by simple majority unless otherwise required.

5. Council legislation must be approved by the Grand Master to take effect.

6. Approved legislation shall be sent to the Imperator for certification and enforcement.

7. The Imperator may refuse certification if legislation violates this Constitution, was improperly passed, threatens security, or creates instability.

8. If the Grand Master rejects legislation, the Council may override by a two-thirds vote.

9. The Council may not abolish elections, remove citizenship rights, eliminate recall rights, suspend itself, or place Rosaria under unelected rule.

🌹Article VIII — Recall, Resignation, and Succession

1. A recall against the Grand Master may begin by petition with support equal to half the votes cast in the most recent Grand Master election.

2. If a recall succeeds, the Deputy Master shall finish the term as Grand Master.

3. If no Deputy Master is available, a special election shall be held within seven days.

4. A recalled Grand Master may run again unless barred by law for misconduct.

5. The Grand Master may resign by public declaration.

6. The Imperator may dismiss the Grand Master, revoke office permissions, and must publicly announce the dismissal.

7. If dismissed by the Imperator, succession shall proceed under Article III.

🌹Article IX — Administrative Discipline

1. Administrators may issue timeouts or temporary moderation actions lasting no longer than one day.

2. A ban, suspension, or removal lasting longer than one day and up to one week requires Grand Master or Imperator approval.

3. An indefinite ban or permanent removal requires approval from the Imperator.

4. Emergency action may be taken against spam, raids, security threats, or attempts to harm the region, but must be reviewed by the Imperator.

🌹Article X — Amendments and Meta Laws

1. This Constitution may be amended only by a three-fifths vote of the citizenry.

2. Amendments may be proposed by the Grand Master, Imperator, Conclave, or any citizen.

3. Proposed amendments must be publicly posted before voting begins.

4. Meta laws may be enacted by majority vote if they do not conflict with this Constitution.

5. Amendments and meta laws require certification by the Imperator before taking effect.

🌹Article XI — Continuity and Legitimacy

1. Rosaria affirms itself as sovereign.

2. All authority derives from this Constitution, lawful election, lawful appointment, citizenship participation, and recognized procedure.

3. The government shall serve stability, civic participation, order, and growth.

4. This Constitution shall take effect upon approval by the citizens of Rosaria.
