If the reigning Emperor or Empress dies while still holding the Crown without having an established heir or designated successor, the Imperial Crown enters a Vacancy. Immediately upon the death of the reigning monarch, The Speaker of the Imperial Court assumes the position of Acting Emperor/Acting Empress and they will temporarily exercise the authority of the Crown, whilst also maintaining authority as Speaker during the vacancy. The Acting Emperor is not the permanent monarch and cannot simply declare themselves the successor, and this is important because the Speaker was already approved by both the Court and the Emperor, so there's a built-in constitutional figure ready to maintain continuity. The 38 Court Representatives convene to select a candidate for the Crown.
Unlike ordinary Court votes, this requires a full unanimous vote of all 38 representatives. If even one representative rejects the candidate, that candidate cannot proceed and the Court must select another. Once the Court unanimously selects a candidate, the matter goes to the eight Imperial Justices. The Justices determine whether the candidate is fit to assume the Crown. This is a judicial determination rather than another political vote. If the Justices determine that the candidate is unfit, they cannot become Emperor, and the Court must select another candidate. If the Justices determine that the candidate is fit, the candidate becomes the new Emperor/Empress of Quesbia. Once the new Emperor/Empress is formally crowned, and The Acting Emperor immediately relinquishes the temporary Crown and they return to their normal position as Speaker of the Imperial Court.
The new Emperor/Empress assumes the full powers of the Crown, and the new Emperor/Empress then has the authority to select and appoint their Imperial Cabinet.

The Imperial Cabinet is the highest administrative body of the Quesbian executive government. It consists of 10 Secretaries, with each Secretary serving as the head of one of the Empire's ten Imperial Agencies. The Cabinet exists to serve and advise the Emperor, not to rule independently.

Each Secretary oversees their respective Agency and manages the government's day-to-day operations within that area. The Cabinet is subordinate to the Crown. The Emperor appoints and directs the Cabinet, and the Secretaries carry out the Emperor's policies and orders. The Cabinet can advise the Emperor, but advice is not the same thing as authority. The Emperor retains the final executive authority. The Cabinet and Imperial Court have separate functions.

The Cabinet also possesses a veto over legislation passed by the Court. However, the Court can override a Cabinet veto. The Emperor's veto is different: if the Emperor vetoes a bill, the Court cannot override it. The Cabinet is therefore the Emperor's administrative machine. The Court makes and interprets the law, while the Cabinet runs the government under the Crown's authority.
