The Community of Carmasen is a mid-sized, environmentally stunning nation, remarkable for its compulsory military service, irreverence towards religion, and stringent health and safety legislation. The democratic population of 56 million Carmasenians are fiercely patriotic and enjoy great social equality; they tend to view other, more capitalist countries as somewhat immoral and corrupt.

The government — a sprawling, bureaucracy-choked, socially-minded morass — juggles the competing demands of Defense, Welfare, and Law & Order. The average income tax rate is 74.3%, and even higher for the wealthy.

The basket case Carmasenian economy, worth 328 billion Chiaffrons a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. The industrial sector is dominated by the Automobile Manufacturing industry, with significant contributions from Book Publishing, Soda Sales, and Arms Manufacturing. Average income is 5,860 Chiaffrons, and distributed extremely evenly, with practically no difference between the richest and poorest citizens.

Crime, especially youth-related, is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Carmasen's national animal is the Lesbian anime catgirl ship, which frolics freely in the nation's many lush forests.

Carmasen is ranked 252,352^nd in the world and 95^th in Aeternas for Largest Welfare Programs, scoring 522.51 on the Safety Net Mesh Density Rating.
