How should we improve the region? All ideas welcome
Can people post ideas for the constitution? Once we have enough clauses we can vote on which ones are added into the Region Constitution. I'll start by writing up a proposal for the drafting of laws
Art.I. The Legislature
Section I: The Commons
a. The Commons shall consist of all members of the region excluding puppet states, client states, or second nations sharing a leader with another region member. This shall be determined by the WA Delegate.
b. Legislation impacting the entire region can be proposed under any subject, as long as it does not conflict with a clause in the constitution.
c. Legislation must be first drafted by a member of the Commons, and then published in the RMB.
d. After being published in the RMB, the bill will be published in a region poll, before publishing, all bills will be given a docket number, title, authors, and sponsors; along with relevant clauses. If a bill does not have any of the preceding, a regional official will be charged with supplying it.
e. For a bill to be passed by the commons, it will need a 50%+1 majority vote by the Commons.
f. Members of the Council are not excluded as members of the Commons.
g. All members who do not vote in Commons polls will be considered to have abstained.
h. If a bill is rejected during review of the Council, it is sent back to the Commons, where it can be passed by a 2/3 majority. Providing it does not get vetoed on its second review.
Section II: The Council
a. The Council shall consist of all members holding a region wide office.
b. The Council cannot pass legislation themselves, however its members can propose legislation and vote in the Commons.
c. Once a bill receives a 50%+1 vote from the Commons, it is sent to the Council for review.
d. The Council must vote on bills (yes, no, abstention) and their votes must be publicly released.
e. If a bill does not receive 50%+1 votes of Council members during review it is sent back to the Commons.
f. If the Council is split equally on a bill, the WA Delegate can cast an additional tie-breaking vote, or chose to abstain their tie-breaking vote.
g. If a bill is passed by 2/3 majority after being sent back to the Council, it will undergo secondary review; During secondary review, the bill can only be vetoed if the Council votes unanimously against the bill, otherwise it will be passed.
Section III: Enforcement
a. All bills being passed by the Commons and the Council; regardless of being passed after first review, or being passed after secondary review will be considered law of the land.
b. Laws will be enforced by the Council.
c. Poor enforcement of laws by the Council can be remedied via resolutions of the Commons.
d. Resolutions of the Commons must be made on matters of already passed laws.
e. The Council must apply by resolutions unless unanimously vetoed by the Council.
