After reading some materials, I can say that the early measures of the Shining Path were actually quite pragmatic. They not only relied on teacher trainees to spread revolutionary ideas through networks but also actively sent cadres to recruit farmers into spontaneously organized peasant patrols. Their assassinations targeted high-ranking government officials. After taking over rural areas, they arrested cattle thieves and restored public order—measures that at least won the sympathy or neutrality of peasants.

Later on, there were indeed some "abstract" actions, such as attacking peasant patrols, abolishing markets, massacres, and even assassinations.

However, these actions had their reasons. On one hand, the Shining Path aimed to isolate the state apparatus and establish bases by preventing agricultural products from entering urban markets, which provoked peasant discontent. On the other hand, the government pressured peasant patrols to "choose sides" and expel guerrillas. Since these patrols consisted mainly of villagers with close familial ties, it was difficult to distinguish between civilians and soldiers, making accidental casualties inevitable during clashes—many so-called "massacres" arose this way. For the patrols, killing just one person meant a permanent grudge, gradually escalating tensions until open violence broke out.

As for Gonzalo, he attempted to develop Maoist Marxism-Leninism, explaining social conditions through bureaucratic capitalism. His problem lay in misjudging the revolutionary situation—he dogmatically believed that Peru's bureaucratic bourgeoisie would repeat China’s failures, and his strategy of replicating the "rural encirclement of cities" failed due to unsuitable local conditions. He overemphasized class struggle without uniting people across different ethnic groups. The Shining Path also failed to resolve its strategic issues through internal democratic debate and struggle, instead relying on authoritarian leadership, which ultimately allowed Fujimori—with CIA assistance—to arrest nearly all central committee members, leaving the organization leaderless. What we must do is reconstruct these issues and objectively reflect on the struggle strategies of the revolutionary era.
