To neglect this important detail would be the foulest folly, for without constant growth, regions tend to decline. It is known, and surely somewhere it is written (for it must be).
If memory serves me, that was originally supposed to be the Regional Convener's responsibility... I realize I haven't really come to the party here: perhaps it's time I stepped down, and let someone with the 'right stuff' (which in this case is sufficient enthusiasm + free time) take the job?
