Santa Luisa remained under the Spanish colonial rule until the early 19th century. During the Latin American wars of independence, a junta led by Don Miguel de San Jaime (a wealthy landowner of noble descent, a close friend of Luis Brión, and a fierce supporter of Simón Bolívar) proclaimed the island’s definitive cessation from Spain and joined Bolívar’s newly formed Republic of Colombia (today commonly referred to as ‘Gran Colombia’). After Brión’s death in 1821, de San Jaime became the commander of the Gran Colombian navy.

Bolívar died in late 1830 and Gran Colombia disintegrated the following year. Admiral de San Jaime sailed to his home island what little was left of Brión’s former fleet by that time: 8 warships manned primarily by the islanders. There he assembled a new junta, which proclaimed the independent Republic of Santa Luisa. There was no immediate threat that any of the other caudillos would try to annex the island by force, as neither of them had a naval strength comparable to that of Don Miguel.

Soon, the constitution of the newly formed republic has been adopted, and de San Jaime was formally elected its president. This constitution was based on the first Bolivian constitution drawn by Bolívar himself; it featured the institution of lifetime presidency with the possibility of appointing a successor and restricted voting rights to the select elite. However, the original Bolivarian model of a tricameral congress was deemed too cumbersome and unnecessary for a small nation like Santa Luisa; powers of all three chambers were granted to a single unicameral Senate, with members elected for life by the landowners. De San Jaime’s original constitution is known as the ‘Bolivarian Constitution’.

Miguel de San Jaime died of tuberculosis only a few years later, naming his son, Don Pedro, as his successor. The new young president was fearful of the political struggle spearing over from other former states of Gran Colombia, as well as of a possible return of the Spanish colonial rule, and unsure of his own ability defend the island effectively; even though he inherited a formidable fleet, it was by then in need of maintenance and crews, for which the Republic lacked funds. However, while the theoretical strength of Santa-Luisan fleet was well known around the Caribbean, its current pitiful state was not, so Don Pedro could still use it as a bargain chip in negotiations with other nations. Soon he was able to negotiate a treaty with Great Britain; Santa Luisa ceded its warships and opened its harbors to the Royal Navy in exchange for military protection and assurances that the country would maintain its own constitution and the British shall not interfere in its internal affairs.

Santa Luisa remained a British Protectorate for over a century, which were marked by relative stability and prosperity. Principles of the ‘Bolivarian Constitution’ (which remained in force in almost unmodified form until 1972) allowed members of the San Jaime family to retain political power, and a form of government which was a hereditary monarchy in all but name developed. Despite its political status of British dependency, the local population largely retained its Spanish American identity and strong cultural ties with other neighboring Spanish-speaking countries (notably Colombia and Venezuela) remained.

British colonial power in the Caribbean started to wane in the 1960's. Jamaica proclaimed its independence in 1962 and so did Trinidad and Tobago later the same year; Barbados and Guyana followed in 1966. The calls for full independence were gaining momentum on Santa Luisa as well. A memorandum on dissolution of the protectorate was signed by the president of Santa Luisa, Don Enrique de San Jaime and the British prime minister Harold Wilson in 1967. The newly independent nation soon gained international recognition, as well as UN and OAS memberships. The National Guard, a gendarmerie-like force that mainly functioned as the country’s police under the British Protectorate, was now also charged with national defense.

The independence, however, brought a period of economic problems and political instability; Don Enrique’s government was printing more and more money to compensate for the deficits, which lead to hyperinflation. In 1972, the San Jaime ‘dynasty’ was overthrown in a coup d’état led by a high-ranking National Guard officer Domingo Pérez, who proclaimed himself president. Don Enrique and other members of his clan were forced to flee the island. The original ‘Bolivarian Constitution’ was significantly amended; the Senate elected by a small elite was replaced by a unicameral parliament and universal suffrage was introduced.

Pérez, however, proved to be unable to stabilize the situation and a series of other violent changes of government ensued. Finally, in early 1991, President César García, facing growing discontent of the populace, announced his resignation and decreed that the new president was to be elected by general suffrage.

The sisters Milena (born 1957) and Luisa (born 1959) Alto originate from a small town in Central Italy. Their father, a construction worker, died in a work accident while their mother was still pregnant with Luisa; the widow, left with no means to sustain herself and her children, was forced to remarry shortly thereafter. Their stepfather turned out to be an abusive brute who would often beat his wife and stepdaughters and do worse things when the girls grew older. This traumatic childhood experience caused both sisters to develop deep mistrust for all men.

Luisa ran away from home at the age of 15 and little is known about her whereabouts during the two subsequent years (although she apparently maintained some form of contact with her sister). Milena chose to endure the abuses of her stepfather until she graduated from the lyceum in 1976 (aged 19).

Upon graduating from the lyceum with distinction, Milena enrolled to the University of Milan, where she soon began her studies in Medicine and Biochemistry. Luisa soon resurfaced, moving in with her sister in Milan, where she began her modeling career; two years later, she became a successful fashion model under the stage name Estella Enigma.

After six years of studies, Milena has graduated with an M.D. degree and a degree in biochemistry. She has gained a reputation as a brilliant scientist and was offered a position in the research division of a major pharmaceutical company in Basel, Switzerland, where she soon moved. Only a year later, she was promoted to a lead researcher. By that time, she was already a convinced radical feminist and a lesbian.

Estella had a number of affairs with rich and influential men, although it is believed that she never had feelings for any of them, and was merely using those relationships for her own ends. By 1983, she was in a relationship with a Colombian multibillionaire Carlo Rodríguez (rumored to be a drug mafia boss).

While working on one of the projects, she accidentally discovered a peculiar side effect of a drug being tested on lab dogs: it would render male dogs completely submissive to a female dog undergoing estrus. She kept her discovery to herself and used her position to scrap the project, while secretly continuing to research the formula on her own.

Testing the drug on lab animals (kept in the basement of Milena’s own house) was promising, but tests on a human subject we now needed to advance the research. Despite not being sexually attracted to men, Milena seduced her young Portuguese gardener José (who was working in Basel illegally and had no family) and tricked him into becoming her test subject through what appeared to be an erotic role play. The result exceeded Milena’s expectations; the young man became completely submissive to her and was unable to refuse any of her requests. There was however a side effect: the test subject’s mental faculties have suffered. So, Milena had him move in with her under the pretense of becoming a couple, and essentially turned him into her house slave.

A couple of months later, Estella visited her sister in Basel on her way from Milan to Latin America. She was intrigued by the curious relationship of her elder sister with her “boyfriend”. After a few drinks, Milena has revealed the truth about her research to her sister, and Estella became very excited about it. It was then that she came up with the plan of using Milena’s drug (by then somewhat perfected) on her own boyfriend, in order to turn him into her puppet and take over his business. After some hesitation and a few more drinks, Milena finally agreed and gave her sister a few vials of altoine (as she has dubbed her drug). She started having second thoughts about it when she sobered up the next day, as the new formula was still untested, and using it on a crime boss like Rodríguez was very risky. But it was too late to do back by then; Estella was already on a plane crossing the Atlantic.

Despite Milena’s initial fears, Estella’s plan turned out to be a success: once injected with altoine during an intimate encounter, Carlo Rodríguez became completely submissive to his girlfriend, while still being able to act “normally” around other people. Estella made Carlo officially marry her shortly thereafter; she formally took the name Estela Luisa Alto de Rodríguez, stopped working in the fashion industry and gradually started taking over her new husband’s business (which, indeed, turned out to revolve mainly around drug trafficking).

The Rodríguez Cartel had a number of secret chemical labs hidden deep in the Colombian jungle (used to synthesize cocaine and other recreational drugs), and Estella offered her sister to convert one of such labs into her own private research facility, with substantial funding from the Cartel. Milena accepted, as continuing her secret research in the basement of her own house while still working her job was becoming increasingly risky and inconvenient; she could do so much more with the generous funding from the organization now under her sister’s thumb, while being completely free from any government regulations and restrictions.

Milena has soon quit her job and moved to Colombia, where she had set up her very own state-of-the-art clandestine research facility. While still working on improving the altoine formula, as well as the formulae of some recreational drugs trafficked by the Cartel, genetics has become the main focus of her research. Her next creation was GKP (Genetically-Keyed Pathogen): an artificially engineered viral pathogen that would only affect individuals with very specific DNA pattern (usually a single individual only), provoking a lethal condition that would appear completely natural. But this was only a byproduct of her true ambition – she wanted to improve the human genome itself. And she now had both sufficient funding and free access to human test subjects to accomplish it.

Estela was taking full advantage of her sister’s scientific brilliance. Under the guise of a modeling agency (set up through an offshore company), she started recruiting attractive young women from poor families to become her secret operatives; their job was to seduce men Estela desired to control and administer them “altoine therapy”. While largely harmless for physical health, the drug developed by Milena turned out to cause strong addiction and a subject, once injected with it, would require regular doses to avoid withdrawal symptoms (which were quite severe and potentially lethal). Since altoine formula remained a closely guarded secret and only Milena herself knew how to synthesize it, Estela’s “black moths” (as those girls were informally referred to), once gaining control over their “subjects”, remained dependent on their boss and would not be able to exploit it to their own advantage without the latter’s continuous approval. This method was used to bring a number of both rival crime lords and overzealous government officials to heel.

The GKP also became Estela’s weapon of choice in dealiong with those who stood in the way of her business and could not be brought to heel either through trivial coercion nor through “altoine therapy”: all that was required was to collect a DNA sample of the target and release the target-specific GKP in their vicinity once it was ready to deploy. Among other targets, GKP was used on Carlo Rodríguez himself, to simulate his “death of natural causes” once Estela was already in full control of his organization and he has outlived his usefulness to her.

Of course, Milena’s work on various recreational drugs has also proven to be quite beneficial. Soon, the Rodríguez Cartel, firmly under Estela’s thumb, has become the richest, as well as the most powerful and elusive criminal organization in the World.

In 1988, Estela Alto met Inés de San Jaime (a daughter of the deposed president of Santa Luisa, Enrique de San Jaime), and the two women became romantically involved. Together, they have hatched a plan to take control of the island nation, that was once ruled by Inés’ family, but has now succumbed to corruption, mismanagement and petty power struggles. Both Estela and her sister Milena were quite eager to gain control of a sovereign nation, where they could build their ideal female-led society.

Estela, as the head of Rodríguz Cartel, had the resources to pull it off. Ensuring the cooperation of President César García did not pose a problem, once he was under control of one of the “black moths”. And, after nearly two decades of lawlessness and misery, the general populace was ripe to embrace the ‘heiress’ of the former ‘ruling dynasty’.

However, the National Guard had to be disbanded, and someone had to take over the defense and law enforcement until the new government and social order could be properly set up. While the Rodríguez Cartel had its own army of mercenaries, those could not be very well deployed directly to stage a legitimate takeover of a government.

In 1987, Jan De Groot, a retired colonel of the South African Defence Force, has inherited a substantial fortune from his uncle, and established a private military company (PMC) under the name Strategic Solutions. It has soon become a very successful business, but Jan himself died in a helicopter crash two years later. As he had no children and both of his parents were deceased, his entire fortune was inherited by his only sibling, his 27-years-old half-sister Catharina De Groot, who was known for her feminist views.

Having no experience in the military operations herself, Catharina was initially planning to sell her stock in the Strategic Solutions to its vice-president, Jeremy Sterling. However, she was approached by an agent of the Rodríguez Cartel (one of the “black moths”), who convinced her to meet with Estela Alto de Rodríguez and her new associate and girlfriend, Inés de San Jaime.

Estela and Inés offered Catharina to invest in the Strategic Solutions and help her expend the business, if she kept her stock and remained the majority shareholder. Soon they have reached an understanding and were joined by Estela’s sister, Dr. Milena Alto, who has also shared with Catharina some details on her own research. The four women have formed a secret pact they then called “The Sisterhood”.

Soon thereafter, Catharina has incorporated Palladia International Ltd. in Gibraltar, to which she has then transferred her stock in Strategic Solutions (subsequently renamed Palladia Strategic Solutions). Two additional daughter companies, one in the USA and another in Peru, were also established.

In March 1991, President García has announced that a large-scale conspiracy to overthrow the ‘legitimate constitutional government’ (which, in fact, came to power through another military coup) has been uncovered among the senior officers of the National Guard. By a presidential decree, the National Guard was disbanded with immediate effect, and a private military company, Palladia International, was contracted to provisionally assure national defense and law enforcement. Most of the actual personnel deployed by Palladia were fighters of the Rodríguez Cartel (formally employed by the Peruvian Palladia Lationoamerica), while naval forces and much of the heavy equipment were provided by other companies of the Palladia Group. This was, essentially, a private army of Estela Alto and Catharina De Groot.

In April, César García announced his intention to step down, once free presidential election by general suffrage (for the first and last time in the history of Santa Luisa) was held, but he encouraged the populace to vote for Inés de San Jaime. The latter’s campaign was heavily funded by Estela Alto personally.

The election was held in June, and Inés de San Jaime was elected President of the Republic by the overwhelming 87% majority.

In October 1991, only a few months after being elected into the office, President Inés de San Jaime held a referendum to repeal all constitutional amendments passed after the 1972 coup. The campaign was, again, heavily funded by Estela Alto, and the proposal passed by 78% majority. Thus, the original ‘Bolivarian Constitution’ was restored, the president dissolved the Parliament (which has now pecome unconstitutional), and called for the Senate election.

However, what was unknown to most at the time the referendum was held, was that during the last year of García presidency, over 50% of all privately-owned land on the island has been acquired by various companies under the control of Estela Alto. According to the ‘new’ old Constitution, only landowners who were Santa Luisa citizens could vote, and their voting power depended on the proportional amount of land tax collected from their estates during the previous year. Shortly before the Senate election, Estela was granted Santa Luisa citizenship by a presidential decree, and transfered the titles to all property owned by her puppet companies to herself personally, thus automatically gaining control of the majority of seats in the Senate.

After concluding their secret pact, the Alto sisters, Inés de San Jaime and Catharina De Groot started discretely recruiting women from around the world who shared their vision of a female-led society. In 1990 a secret society called the Sororitas (literally, “sisterhood” in Latin) was formed.

By that time, Milena has made significant breakthroughs in her research, identifying the genes responsible for aging, among other things. She has also developed a transgenic vector treatment, that could deactivate such genes in an adult individual, as well as introduce some other genetic enhancements. Such treatments were offered exclusively to members of the Sororitas free of charge.

Once the government and the legislature of Santa Luisa were under full control of Inés de San Jaime and Estela Alto, they gradually began filling various offices with Sororitas members.

One of the top priorities of the new government was to create defense and law enforcement agencies, loyal to the “New Order”. The disbanded Guardia Nacional (National Guard) was to be replaced by the Policía Nacional (National Police), Guardia Civil (Civil Guard, a gendermerie-style force), and Guardacostas (Coast Guard), with the latter two branches also being responsible for the national defense. It was decided that only women would be recruited for actual law enforcement and combat duties, while the officer corps should be composed exclusively of the Sororitas members (even though those policies would not be formally enshrined in law until much later).

A secret program was put in place to arrange adoptions of orphan teenage girls from poor countries by Sororitas members, who would then be trained as future Police, Civil Guard and Coast Guard officers. The program was led a former French police officer Monique Renault, nicknamed “Red Vixen”; the facility of the National Police and Civil Guard Academy where the girls received their initial instruction and training had, therefore, become known as “The Fox Den”, an the students were referred to as “foxlings”.

The new law enforcement and defense agencies have become fully operational by 1996 and the contract with Palladia International was not renewed for the following year.

Various legislation and government policies facilitating the transition to a female-led society were gradually introduced between 1992 and 2008. However, it was not until the 2009 Constitutional Reform, that the ideology of female supremacy was openly enshrined in law. Later the same year, Inés de San Jaime resigned her presidency, naming Estela Luisa Alto de Rodríguez as her successor (thus dropping all the pretence as to who the actual leader of the country was). She was subsequently appointed to the office of Secretary General of State (Secretaria General de Estado).
