Hello! :) I wanted to briefly address this, as the proposal does mention non-member nations. Clause 12 says the following:

"All member nations involved in a transition must have the provisions of this resolution included in the treaties and/or agreements regulating the transition of territories as per the definition of Clause 1a, regardless of whether the other nations involved in those agreements are or are not also WA members."

In other words, if a member nation receives or cedes territory to a non-member nation, then the provisions of the resolution have to be included into the treaties that regulate the transition. That's as far as the WA can go, because the WA can't regulate non-member nations. This way, the provisions can still offer protections to inhabitants of non-member nations :)

Issue: A new hired Minister of Foreign Aid is making a speech and then he stops, thinking what is the number after four. Although a kid in kindergarten, Wyatt Brainstew knows advanced calculus and also teaches the teacher. Although his family is poor and the Minister's family is rich.

1. Wyatt..... is a BRAINSTEW! Says her mother, Jina Brainstew. He should be able to excel in grades even though he hasn't reached the age! He will quickly excel, live with us, work when he is early and bring happiness to the whole (Region Name You Are In)! We MUST let kids excel to new grades if they are amazing!

I'm aiming for a balanced well governed liberal democracy (but I still need to work on my economy without sacrificing environment)

Regarding Territorial transitions, I don't feel informed enough to vote either way. How often is territory ceded to other nations?

Discussion post - new General Assembly proposal: Protections During Territorial Transitions - thread here - let's go!

The proposal is about protecting the inhabitants of territory being sold between nations. It starts this off by giving multiple rights towards these inhabitants, such as the right to be notified about such a massive land sale & the right to relocate with assistance within their home nation (if their home nation is the one selling the land). Inhabitants of transferred lands are also mandated to be given citizenship (if they had citizenship in their previous nation) and rights as equivalent and as near-to the ones the inhabitants had prior to the sale. Inhabitants are also guaranteed help from the nation buying the land to acclimate to their life in said nation. On the final note, the resolution mandates for member nations to have essentially the entire resolution in any agreement regulating a land transfer - thereby somewhat extending these protections to inhabitants in a non-member nation as well.

In my opinion, it is quite solid overall. I think the topic makes sense and is something to be legislated on, and for the most part it does the job well.

My main problem though, is with clause 7. Clause 7 is the clause that forces member nations receiving inhabitants to give those inhabitants the rights they had in their old nation, or equivalent rights thereof. Per the author, this clause is meant to force nations to give only existing rights to the fullest extent possible. However, the way it is read (and seems many people interpret it as such), it can be seen as saying "either give them the exact right or give them a close equivalent of such - even if your nation never granted said right to its inhabitants".

So I'm conflicted on this and would like to hear more thoughts. What do y'all think?

Summary

The proposal begins by introducing the New South Hell Greater Co-Prosperity Sphere - a collection of around 400 nations with the most notable being the nominee’s existing nation, The Voice of ARB (ARB). The nominee maintained control over 400 uniquely distinct nations they created, 17 of which they further roleplayed and wrote roleplay literature “studying” their interactions.

Beyond their roleplay, ARB was also responsible for creating Ideobots - scripts that ran a nation according to specific values that were gleaned from an examination of NationStates’ then all 300 issues. ARB would create 50 of these Ideobots, each running their own nation.

After describing ARB’s Ideobots, the resolution fishes off by reviewing some of the nominee’s other achievements - such as hosting joint-roleplays with the commended The Skeleton Army or analyzing many other issue-related topics like national descriptions, reports on new national statistics, and examining issue appearance frequencies.

Opinion

This resolution does well.

In terms of rhetoric, it makes a solid case for commendation. Commendable roleplayers are those who push the boundaries of what roleplay can be, to the point wherein their roleplays give enjoyment and inspiration to others - certainly something a roleplayer with such a unique and involved method of roleplay like ARB has done. Beyond this, the resolution’s mention of other impressive ARB feats - like their Ideobots, exploration of the technology behind issues, and many joint-roleplays with the The Skeleton Army marks ARB as a nation unafraid to experience NationStates in a manner most nations never will.

The resolution’s narration is not slacking either - its heavy roleplay style written (per the author’s words) to emulate ARB’s roleplay style pays excellent homage to the nominee, as well as making the resolution a highly interesting read. In addition, this narrative style further entrenches roleplay-focused narration (pioneered by Condemn Gholgoth) as a great potential tool for future authors to utilize in their writing of non-RP related proposals - a beneficial precedent to further entrench in the Security Council.

Whatever the case, there is no doubt that The Voice of ARB is a highly unique nation, of a kind NationStates may very well never see again. Their highly involved style of roleplay and their exploration of issues in a time when relatively little technology existed is nothing short of extraordinary, and worthy of recognition.

Recommendation: As such, the Refugi Office of World Assembly Affairs recommends a vote FOR “Commend The Voice Of ARB”.

That's fair!

Regarding your question, I'm not sure because that isn't really something the game tracks (if anything, nations will roleplay such a thing out). But in this case it doesn't matter really, as the World Assembly operates on the assumption that the issues it legislates on occur enough to warrant intervention from an interregional body.

(If this doesn't make sense just lemme know, I'll try to explain better)

You can still add your capital even if you haven't unlocked it in NS yet, and there is no need for the leader in the map, the location of your capital can also be described but you don't need too.
