This isn't quite what you had in mind, but someone once had a project going that touched on something a bit similar:
Build the best browsable guide to the NS-verse by reviewing the places you've been, and the things that you've seen.
A typical review looks something like this:
The Embassy
🎟️ Activities
💚💚💚🖤🖤 (3)
The Embassy allows people to post TourAdvisor reviews of nations and regions, which is cool, but you're not allowed to be mean.
Post reviews on The Embassy RMB using the template below. As well as giving the posts a consistent look, this format makes the posts easily searchable.
[url=https://www.nationstates.net/page=dispatch/id=1355623][b]🌍 TourAdvisor[/b][/url] [region]Place[/region] [sub]Category 💚💚💚🖤🖤 (3)[/sub] Text reviewing the place and justifying the rating.
Ratings should be from 1 to 5 green hearts. Always include 5 hearts, green ones on the left, black on the right. Write the number of green hearts in brackets beside the heart emojis.
The category name (including emoji) should be one of the six below.
Region Categories
🗳️ Government
📖 WFE
👫 Community
🎟️ Activities
Nation Categories
📗 Dispatches
🃏 Cards
Use [URL] tags to include a link to the dispatch or card collection in the text, eg:

* Do post reviews from the point of view of a visitor.
* Please don't post reviews of your own nations.
* If you are an RO, please don't post a review of your own region.
TourAdvisor is supposed to be fun.
We have an RMB rule, "Don't post poorly about other nations or regions". That still applies here. Don't post a review about someone you have fallen out with.
Find reviews on The Embassy RMB by using the search function. For example, this search for
TourAdvisor Activities (4 | 5)returns TourAdvisor reviews with category "Activities" that are rated 4 or 5 hearts. An equivalent search using emojis would be
This second search works because there is a series of four green hearts in both the four- and five-heart reviews.
There's more info on how to search RMBs here.
I thought it was a pretty fun idea. Folks would volunteer to work as a visitor/traveler for the service, where they would spend a few days in a region, get acquainted with the place, and try to get to know the community. Then they would write a review of their overall impression, complete with a rating scale and searchable keywords to facilitate ease of use for others.

If you've banned anything, reduce the industries connected to them; for example, if you ban cars, reducing automobile manufacturing reduces b'ack market

I'll give the full answer, if you want, although it might be longer than you're looking for.
Endorsing a nation does several things. The first is that it improves their endorsement stat (generally these days the threshold for a gold badge is 84-88ish)
The second is that for every endorsement that a nation has, they will get +2 influence points every day. While there's also an influence badge a nation can get, this influence is most important to me as the Arch-Admin.
Currently, since I created the region, all executive power over Refugia comes from me, however if something were to happen to me, all executive power would go to the delegate, whose position could be seized by invaders.
It costs influence for everyone besides myself to ban you, and the more influence you have, the more difficult it is to kick you out. This defence technique is called an "Influence fortress" -- if everyone is constantly high in endorsements, you'll have already have a vast pool of influence when you and the region depend on it.
Finally, when you endorse the delegate, Sylh Alanor, your endorsement adds another point to the regional vote, making Refugia more influential in international politics, and more able to influence votes on resolutions.
So basically, the more you endorse people in Refugia, the better off we all are by a mile. Since Refugia is such an endorsement-happy region (the 7th most in fact!), the fastest way to get endorsements is to endorse everyone else.
