Enclave 22, informally known as Starlight Protector, is a lunar nation-state occupying the entirety of the Moon. It is the sole governing authority on the Moon and one of the most technologically advanced human civilizations in existence as of 2140.

Enclave 22 traces its roots to the Lunar Ascendant Project, an internationally-funded coalition of space-faring nations formed in 2029 during the Fusion Innovation Period. Enclave 22 was founded in June of 2030 as one of 205 permanent lunar settlements known as Enclaves, established by NASA of the United States as the twenty-second settlement on the Moon. Following the events of Blood August in 2036, humanity, along with the majority of countries on Earth, collapsed. This led to a severance of all Enclaves from their parent nations, throwing them into a prolonged survival crisis. Over the following decade, shortages and enclave consolidation reduced the population of the Moon significantly. By 2045, two dominant factions remained: Enclave 22 and Chinese-controlled Enclave 42 (Novatere). The two merged under joint leadership, with elections established that same year. Full consolidated leadership was achieved by the Americans in 2053, and Enclave 22 has functioned as an independent technocratic federation since.

The Lunarian government is composed of the Starlight Council, a twelve-person delegation of scientists and engineers, and the Chief Engineer, who serves as head of the council. Peaceful absorption of Enclaves during the Lunar Warring States Period led to some retainment of autonomy by absorbed Enclaves, which are treated as local governments within a federal framework, while others are controlled directly by the central government if taken by force.

Despite its hardline economy, Enclave 22 ranks high in economic competitiveness, as the abundance of rare minerals on the Moon induces a heavy mining and robotics culture. It is considered the strongest nuclear power in the solar system due to its reliance on nuclear fusion for power.

History

During the modern period, the Union of Soviet Socialist Republics sent the first satellite into orbit on October 4th, 1957. Rapid innovation under competition by the Americans led to the Apollo lunar landings from 1961–1972. The Moon would not see expeditions until 2028, when Artemis III landed on the lunar surface. The discovery of rare earth metals by the Artemis missions and the concurrent breakthrough of fusion drove the international community to aggressively pursue the Moon in 2029, leading to the formation of the Lunar Ascendant Project (LAP), a coalition of space-capable nations led by the United States and including Russia, China, South Korea, Japan, India, Germany, France, and the United Kingdom. The LAP pooled the resources and expertise of its member nations to accelerate the pace of long-term lunar settlement. Within two years, permanent habitations were being constructed across the lunar surface. Enclave 22 was established in June of 2030 by NASA, becoming the twenty-second permanent settlement on the Moon.

The Fusion Innovation Period (2027–2035) that accompanied this expansion was defined by international cooperation, rapid technological advancement, and growing competition over lunar helium-3 deposits. As energy scarcity became gradually irrelevant on Earth due to fusion technology, the strategic value of helium-3 as a fusion fuel increased, among other rare earth minerals being consolidated by nations like China, Brazil, and India. The lack of helium-3 on Earth drove nations and corporations alike to aggressively expand their lunar presence. By mid-2030, over 200 Enclaves had been established on the Moon, with the total lunar population exceeding 130,000. Growing competition over large patches of regolith containing high concentrations of helium-3, along with deteriorating geopolitical relations on Earth, began to erode the cooperation of the LAP. Several members withdrew from the Outer Space Treaty, claiming their Enclaves as sovereign territory. Open rivalry between the most technologically advanced states marked the end of the Fusion Innovation Period.

The outbreak of World War III in 2035 between the New Allies and the Nexus Powers extended beyond Earth, drawing the Enclaves into conflict by extension. However, large-scale warfare was impractical, and most Enclaves lacked military capability, as their populations were composed primarily of engineers and scientists. Skirmishes occurred but were limited; most of the damage was inflicted on Earth.

On August 12th, 2036, World War III reached its tumultuous apex in a series of events known as Blood August. Nuclear exchanges between the world's most advanced nations killed an estimated 2 billion people within two weeks. The resulting nuclear winter killed another 2.5 billion, and the release of SAV-36 from a Chinese biolaboratory devastated Asia, rendering large portions of west and central Asia uninhabitable to humans as well as other organisms sharing greater than 50% genetic similarity with humans. By late 2036, an estimated 7 billion people had died, and the majority of civilization had collapsed.

For Enclave 22 and the lunar population, Blood August completely severed the connection between Earth and the Moon. The years immediately following were marked by a primal drive for survival. With no resupply from Earth and finite reserves of food and water, the Enclaves were driven into conflict. Weaker Enclaves, unable to sustain their populations, faced a choice: seek absorption by stronger neighboring Enclaves or face collapse.

Resource shortages escalated into open conflict as stronger Enclaves began annexing weaker ones by force. The Lunar Warring States Period saw the lunar population decline significantly as Enclaves collapsed, were absorbed, or abandoned. The number of independent Enclaves fell from 200 to fewer than 10 dominant factions. Enclave 22 emerged as one of the most powerful factions due to its advanced fusion capabilities and relatively large population. Through a combination of exemplary diplomacy, leverage, and promises of autonomy, Enclave 22 consolidated control over a major portion of the Moon. Enclaves absorbed peacefully were permitted local autonomy within Enclave 22, while those taken by force were placed under central control.

By the early 2040s, two dominant factions remained: Enclave 22 and Enclave 42, a Chinese-rooted settlement with revolutionary food synthesization and water recycling technology. Enclave 22 controlled the majority of the near side of the Moon, while Enclave 42 controlled much of the far side. The two regarded each other with significant mistrust due to how World War III had played out on Earth. Faced with critical resource shortages and declining morale, both Enclaves entered into negotiations in 2044. The complementary nature of their respective strengths made a merger strategically compelling: Enclave 22 had perfected fusion of helium-3, providing virtually unlimited energy, while Enclave 42's advanced food synthesization and water recycling systems were essential for survival.

Government & Politics

The Lunarian government is a federal technocratic republic governed by two interlocked branches: the Starlight Council and the Office of the Chief Engineer.

Chief Engineer

The Chief Engineer (C.E.) is the head of state and speaker of the Council, holding broad executive authority over Enclave 22. The Chief Engineer sets national policy, directs resource allocation, commands defense, and holds veto power over the Council. The C.E. serves a term of eight years and may serve no more than two consecutive terms. Impeachment or removal requires a supermajority of nine votes out of twelve Council members. The Chief Engineer nominates all Council members, but the Council in turn nominates candidates for the Chief Engineer.

Starlight Council

The Starlight Council is a twelve-member legislative body composed of scientists and engineers nominated by the sitting Chief Engineer and confirmed by a Council majority vote. The Council drafts and passes legislation, ratifies treaties, and approves the national budget, although the Chief Engineer holds most of the decision making in matters of national survival, as demonstrated during the Lunar Warring States Period and the Eurasian-Lunarian War.

Judiciary

Enclave 22 maintains a civil court system for disputes between citizens and between citizens and the state involving property, contracts, or labor. Civil judges are career appointments drawn from a pool of civil servants. Lunarian civil judges are not eligible for political appointment.

The Lunarian state regards criminal conduct as an offense against the collective survival of the state, and accused persons are not entitled to legal representation. Criminal cases are adjudicated by a Tribunal of Three, a panel of Lunarian civil officials appointed by the Starlight Council, who determine guilt and sentencing. Most sentences take the form of labor assignment, relocation, or in more severe cases, Cognitive Reappropriation and Restructuring Therapy. Imprisonment is considered useless, as housing prisoners is seen as too great a burden to the Lunarian state.

Economy

The Lunarians operate a dual-sector command economy in which the state controls all strategic industries while a tightly regulated private sector handles consumer goods and services. The system emerged from resource allocation policies of the Lunar Warring States Period and was formalized under the 2048 Lunarian Constitution.

Industry and Ownership

The state directly owns and operates all strategic enterprises: helium-3 extraction, regolith mining, robotics manufacturing, fusion power generation, food synthesization, water recycling, and orbital and surface infrastructure. These vital industries are managed by agencies that report to the Starlight Council. Private enterprises are permitted in consumer-facing sectors such as restaurants, entertainment, personal services, art, and discretionary goods.

Labor and Compensation

Every Lunarian citizen is assigned a work quota concurrent with their certified skill level. Citizens who meet their quota receive a standardized allotment of food stamps, which cover basic nutritional needs. Citizens who do not meet their quotas receive a reduced, subsistence allotment, sufficient for survival but no more. Productivity beyond the quota is compensated in Lunar Credit (LC). Lunar Credit can be exchanged for additional food stamps, consumer goods, upgraded housing, recreational services, or transferable luxuries. This two-tier system is widely credited as the reason for Enclave 22's exceptionally low Gini coefficient of 0.14.

Currency

Enclave 22 maintains two currencies. Lunar Credit functions as the domestic currency for all citizen transactions and is non-convertible outside Lunarian borders. Moonshine is retained as the official external currency for trade and reserve purposes, following the 2132 Reconciliation.

Trade

Since the reestablishment of Earth-Moon trade in 2132, Enclave 22 has become a dominant economic power. Its two principal exports are helium-3 and robotics/automation licensing.

Geography

Enclave 22 covers an area of 37,936,000 km², comprising the entirety of the lunar surface. The lunar terrain consists of a stark, airless, and heavily scarred landscape composed of loose dust and solidified rock, featuring a striking contrast between elevated, cratered highlands and lower, flatter volcanic plains called maria. Instead of dirt, the Moon is covered by regolith, a layer of fine, grey, powdery dust and sharp rock fragments created by billions of years of micrometeorite impacts. This material acts like a thick, fluffy blanket ranging from a few meters deep in the maria to tens of meters in the highlands. Regolith is mined extensively by Starlight Protector for the excavation of helium-3.

Climate

The Moon has no atmosphere, meaning it lacks clouds, wind, rain, and traditional seasons. Instead of Earth-like weather, the lunar climate is defined by extreme temperature swings (from over 250°F to below -410°F) and space weather, driven by solar winds and micrometeoroid impacts. Craters near the lunar north and south poles are permanently shadowed. These regions act as cold traps, plunging to deep cryogenic temperatures where water ice is preserved.

Languages

The official language is English, used for all governmental, scientific, and educational work. Mandarin is recognized as a heritage language and is widely spoken in Chinese-rooted Enclaves, with bilingual education available in those zones. A creolized technical dialect known as Lunar Standard has emerged among miners and engineers, blending English syntax with Mandarin, Russian, German, and French.
