Phoenix Project ELECTIONS

This article will inform Phoenix Project member nations on the process of running, campaigning and electing for the Commissioner and Managerial Positions.

Eligibility:
To participate in Phoenix Project elections, candidates must meet specific eligibility requirements. First, they must be a current member nation and cannot have held office in two previous administrative rotations. Additionally, their nation must maintain a minimum population of 50 million citizens.

Those interested in running must submit formal notification to the Assistant Commissioner at least four days before the primary elections begin. This notification must include both their candidacy declaration and their chosen running mate. Regarding alt accounts, they cannot serve as running mates and using alt accounts to vote in either primaries or elections will result in the expulsion and banning of both the main account and the alt account. Finally, the Director does not possess voting privileges.

Political Parties and Primaries:
Political parties may be formed by member nations, though certain conditions apply to their operation. A party must maintain at least four members to conduct its own primary election. When eligible, parties schedule their primaries one week prior to the main election, utilizing the Strawpoll platform for voting purposes. To initiate this process, parties must notify the Assistant Commissioner via telegram of their intention to hold a primary.

In situations where a primary cannot be conducted, the party's founder becomes the automatic nominee. Should the founder be unavailable, no one from that party will be placed on the ballot. If a primary results in a tie, the election is repeated. Should the tie persist after re-voting, the party itself determines its nominee through internal processes for a day.

Roles:
You may run for either of the two arms of the Phoenix Project administration; either the Commissioner positions or the Managerial Positions. You cannot run for two positions simultaneously. Each position requires a running mate for its corresponding lower role. For example, candidates for Chief Commissioner must select someone to serve as Assistant Commissioner. This same principle applies to Managerial positions. Note that the Director position operates differently from others, as it is not subject to democratic election unless specifically initiated by the Director themselves.

The Election:
Elections shall be held every two weeks. The general election will be held on the third-party site "Strawpoll". In the event of a tie, the election will be held again. If a tie persists, a random anonymous member nation will be granted a second vote.

The general elections are split into two main elections. The first is the managerial election. You will vote for candidates running for the managerial position first. This vote will last a day. The second is the Commissioner election, where you will vote for candidates running for the commissioner.
Each nation will be given a unique code and link that you will use for your vote. You must enter your nation-states username. If your name is anything else, your vote will be invalidated and acquiring another will require you to telegram the Chief Commissioner for another code.

If you are running, you are still allowed a vote. However, you cannot vote for yourself. You must vote for any of the other candidates.
