The compassionate, cynical population of 111 million Zorvetskians, 105 million of whom are zombies, are ruled with an iron fist by the dictatorship government, which ensures that no-one outside the party gets too rich. In their personal lives, however, citizens are relatively unoppressed; it remains to be seen whether this is because the government genuinely cares about its people, or if it hasn't gotten around to stamping out civil rights yet.

The large, socially-minded, well-organized government juggles the competing demands of Administration, Education, and Law & Order. The average income tax rate is 59.4%, and even higher for the wealthy.

The sizeable but underdeveloped Zorvetskian economy, worth 6.95 trillion Rubles a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. The industrial sector is led by the Door-to-door Insurance Sales industry, with major contributions from Uranium Mining, Beef-Based Agriculture, and Automobile Manufacturing. Average income is 31,870 Rubles, and distributed extremely evenly, with practically no difference between the richest and poorest citizens.

Exiles see that the line where the sky meets the sea is just clouds and rain, 50% of adverts on children's television are for clothes made of cotton wool, children who drop their ice cream are fined for littering, and even in the most hardened climate scientists break down at the sound of a single drop of rain. Crime, especially youth-related, is totally unknown, thanks to a well-funded police force and progressive social policies in education and welfare. Zorvetsk's national animal is the Brown Bear.
