The hard-nosed, cynical population of 2.368 billion Ursidans are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."

The medium-sized, corrupt, moralistic, socially-minded, well-organized government prioritizes Defense, although Law & Order, Industry, and Administration are also considered important, while Environment and International Aid receive no funds. It meets to discuss matters of state in the capital city of Volksgrad. The average income tax rate is 47.6%, but much higher for the wealthy.

The thriving Ursidan economy, worth 225 trillion Ursidan Rubles a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. Glancing at the car radio display while driving is treated as attempted homicide, citizens receive notices of disenfranchisement along with their parking tickets, libraries have replaced overdue book fines with mandatory mental health assessments, and being sent to collections is more dangerous than ever. Crime, especially youth-related, is totally unknown, thanks to a well-funded police force and progressive social policies in education and welfare. Ursida's national animal is the brown bear, which teeters on the brink of extinction due to widespread deforestation, and its national religion is Ursidan Orthodoxy.
