Preamble
We, the united nations of the Federation of Sovereign States (FOSS), in pursuit of democracy, justice, collective security, and regional cooperation, hereby establish this Constitution to govern our union. This Constitution is the supreme law of the Federation and shall guide its governance, ensuring fairness, stability, and unity among its member states.


The WA delegate Arante points out that the constitution, as it currently stands, cannot be fully implemented due to significant inactivity during the FOSS. However, every effort will be made to adhere to it as closely as possible.Read here


Article I: Founding Principles

1. Sovereignty
Each citizen retains its sovereignty and independence, delegating limited powers to the FOSS government for collective governance.

2. Democracy
Governance shall be conducted through transparent, fair, and democratic processes, with equal representation for all member states.

3. Rule of Law
The Constitution and the laws enacted by the Federal Regional Assembly (Fedra) are binding on all citizens.

4. Unity and Stability
Citizens pledge to preserve regional stability, unity, and active cooperation.

5. Transparency and Accountability
Decisions and actions taken by the government shall be open to scrutiny and in the best interests of all member states.

6. Supremacy of the Constitution
This Constitution is the supreme legal document of FOSS. All regional laws, policies, and treaties must conform to its provisions.


Article II: Rights and Responsibilities of Citizens


1. Definition & Acquisition
A citizen is a member of FoSS protected and expected to abide by the constitution. Any member of the region who is not a citizen is not protected by its articles, and does not have the rights it establishes, and may be subject to ejection for any apolitical reason by a government official with this power (President, Prime Minister, WA Delegate, any ministers with this power). Only citizens may be in office or run for office.

To become a citizen, one must enter the World Assembly. Citizenship is immediately assumed after joining the World Assembly.

There is only one alternative method to gain roughly the same rights as a citizen, although full citizenship is only granted to WA members.
This method requires a nation to create a dispatch under the category of Account → Other. The title must be formatted in the following manner: (nation name) Semi-Citizenship.
This dispatch must first contain a list of all nations the owner of the nation has owned in the past or owns currently, even those that have ceased to exist, with the owner's WA nation at the top, if they have one, in this manner:

((WA) alt nation name tag) (region (not tagged))
(alt nation name tag) (region (not tagged))

And so forth.
Upon publication, the member is to post the link to this dispatch to the regional RMB, and it is not to be deleted under any circumstances.
If this list is found out to be incomplete by any party given substantial evidence beyond any reasonable doubt, Semi-Citizenship is immediately revoked.
If this list is deleted, or any nation name is removed from this list, Semi-Citizenship is immediately revoked. Names may only be added.
If the Semi-Citizenship of a government official is revoked, the position is considered vacant, and regular vacancy protocols apply.

Limitations of Semi-Citizenship
A semi-citizen;
- may not propose regional laws, unless they are in the position of Fedra member, Minister, Prime-Minister, or President.
- may not propose an amendment to the Constitution. However, they may discuss existing proposals, and vote on them if they are a member of Fedra.

2. Bill of Rights
Each citizen and its population are entitled to the following:
- Freedom of expression and participation in regional governance.
- Equality before the law, with no discrimination based on size or population, gender, orientation, or race.
- Right to propose regional laws and amendments, and to demand referendum.
- Protection against unjust expulsion or sanctions without due process.

Each semi-citizen and its population are entitled or subject to the following:
- Freedom of expression and participation in regional governance.
- Equality before the law, with no discrimination based on size or population, gender, orientation, or race.
- Right to demand referendum.
- Protection against unjust expulsion or sanctions without due process.

3. Responsibilities
Citizens shall:
- Respect and adhere to this Constitution and regional laws.
- Participate actively in governance and discussions.
- Contribute to the stability and progress of FOSS.


Article III: Government Structure

Section 1: Federal Regional Assembly (Fedra)

1. Composition: The Federal Regional Assembly (Fedra) is the primary legislative body of the Federation of Sovereign States (FOSS), composed of 9 elected representatives. If less elected representatives are available than there are seats, the party who received the seats shall have representatives that occupy two seats, taken from the closed list (described later in this paragraph), in descending order. Each citizen shall vote in a system of Approval Voting, wherein each citizen will be presented with a ballot of all political parties running, and tick their respective boxes if they approve of the party, and multiple approved parties are possible. Afterwards a closed-list proportional representation system is used; Political parties nominate their candidates in a list at least 2 days in advance (wherein, for example, if the party receives 3 seats, the first three people on this list are awarded a seat), and the number of seats allocated to each political party is proportional to the number of approvals they receive in the election. If a party fails to send in a list to the Electoral Commissioners 2 days before the elections, they are not running. Elections are held every 60 days, and are to be announced at least 3 days in advance. Elections are to be held in accordance with Article IV.

2. Powers and Responsibilities:

Enact, amend, or repeal laws and policies.

Approve and oversee treaties with other regions.

Monitor and evaluate the actions of the Executive and Judicial branches.

Approve the regional budget, special funding, and financial allocations.

3. Election of Representatives:

Representatives to Fedra are elected for a 60 days term through the closed-list proportional representation system and elections described above under "1. Composition".
Political parties nominate candidates, and the number of representatives elected from each party is proportional to the approval share they receive. Independent candidates may also run given they form a one-man party, which is to be clearly stated in any party dispatch. A one-man party cannot occupy more than 2 seats, and if a one-man party were to gain enough approvals to technically receive 3 or more seats, the remaining seats are to be divided between the remaining parties, proportional to the remaining approval shares they received.

Elections are held every 60 days, and citizens are encouraged to participate fully in the democratic process by voting.

4. Voting:

Each member of Fedra has one vote in the decision-making process.

Voters cast their vote for themselves. If their opinions do not align with that of the party they represent, they are encouraged to make their own party and participate in the next elections..

Seats are allocated based on the percentage of approvals each party received in the election.

Decisions are made by a simple majority (more than 50%) of Fedra members, unless otherwise specified in the constitution or by law.

For constitutional amendments or other significant matters, a two-thirds majority is required.

5. Vacancies:

In the event of a vacancy in the assembly (e.g., resignation, removal, or death of a representative), the next person on the party's list without a seat is to be given the vacant seat. If there are no individuals left on the list, the first person without a second seat on the list is granted a second seat. If a seat (or two seats) occupied by a one-man party is left vacant, the remaining parties will gain the seat proportional to the amount of approvals they have received in the most recent election.

6. Leadership:

Fedra shall elect a Speaker at the beginning of each legislative session. The Speaker will preside over the assembly’s proceedings and ensure order during debates.

The Speaker may only intervene in the event of blatant hate speech (slurs, statements of any discriminatory kind), blatant insults (for example: name-calling), or continously unsubstantiated claims. If the blatant hate speech is claimed to be a part of a proposed piece of legislature, it is to be denied, as the very passing of such a law would be unconstitutional and in violation of the Bill of Rights.

The Speaker may not intervene in for example situations that call for the analysis of an individual's personality, wherein there is a fine line between blatant insults and substantiated arguments for the good of the debate. Any baseless accusation or observation on personality is to be treated as a blatant insult. Fedra is to steer clear of these kinds of conversations unless absolutely necessary.

7. Committees and Advisory Bodies:

Fedra may establish committees such as the Defense Council, Economic Committee, or Cultural Advisory Committee to advise and provide recommendations on specific national policies.

These committees may consist of a smaller number of representatives and are designed to ensure informed decision-making, although their recommendations are non-binding.

Citizens may voluntarily participate in these committees, and their involvement is encouraged to ensure broad representation and expertise.

8. Accountability and Oversight:

Fedra has the authority to monitor and hold the Executive and Judicial branches accountable, ensuring that their actions are in line with the laws and constitution of FoSS, and in the event that these actions are not in line with existing laws and the constitution of FoSS, Fedra holds the power to impeach wrongdoers, as will be described later in this text.

Fedra shall regularly review and evaluate the effectiveness of the regional government and its policies, making necessary changes as required by the evolving needs of the Federation.

Section 2: Executive Branch

1. President:

The President serves as the Head of Government and is elected every 60 days by all citizens. This will be done through Approval Voting as well, where citizens may pick multiple candidates as candidates they approve of, and the candidate with the largest amount of approvals becomes the President.

Responsibilities:

Represent FOSS in interregional and foreign affairs.

Oversee the execution and enforcement of laws and policies passed by Fedra.

Direct the WA Delegate in matters related to World Assembly resolutions and actions.

Act as the primary spokesperson for the region in all external matters.

Serve as Commander-in-Chief of the armed forces and oversee national defense and state security.

President and Fedra Appointment Powers:

The President shall have the authority to appoint ministers, judges, and other key officials, subject to the approval of Fedra.

The President may exercise this authority independently for minor positions or where otherwise specified in this Constitution.

All appointment plans (e.g., the Ministers and their ministries) shall require Fedra’s approval within five (5) days from the date of nomination, wherein more than 50% of Fedra needs to vote in favor for it to be ratified.

If Fedra fails to approve or disapprove the appointment plan within this period, the President’s nomination shall be automatically ratified.

Authority to Create Ministerial Positions:

The President may propose the creation of ministerial positions at the start of their administration. Any pre-existing ministries and their ministers will remain unless the President removes the ministries, alters who runs them, or does not include them in the President's appointment plan to Fedra for ministries.

No positions can supersede or duplicate the responsibilities of already established ministers and ministries. If one already exists for a purpose, the President may not propose a new ministry for the same purpose, and is to alter the existing one in the ways the President sees fit.

Emergency Powers:

In the event of a national crisis or emergency, the President may assume emergency powers to ensure the stability and security of the region.

The scope of these emergency powers shall be limited to actions directly necessary to address the crisis and shall not extend beyond 12 days unless explicitly extended by Fedra with a supermajority (two-thirds or more) vote. Fedra can only extend emergency powers for 12 more days, and after this period passes, a 3-day period starts wherein the President cannot assume emergency powers.

Fedra shall meet within 48 hours of the President assuming emergency powers to review and approve or challenge the President’s actions.

Any emergency powers exercised by the President shall be subject to immediate judicial review by the Supreme Court.

Removal and Accountability:

The President may be impeached and removed from office by a supermajority vote of Fedra for gross misconduct, abuse of power, or failure to fulfill their duties.

An impeachment process may be initiated by any Fedra member and a simple majority (more than 50%) is required to approve of the impeachment.

2. Prime Minister:

The Prime Minister is responsible for managing internal governance and assisting the President.

Responsibilities:

Oversee the day-to-day functioning of the government and coordination between ministers.

Supervise and coordinate the work of appointed ministers, ensuring that policies and laws are implemented efficiently.

Act as the President’s deputy, assuming the President’s responsibilities during temporary absences or emergencies.

Handle domestic governance, focusing on the execution of internal laws, policies, and legislation.

Coordinate legislative efforts with Fedra and manage the implementation of Fedra’s decisions.

Role Clarification:

The Prime Minister shall not have authority over foreign policy, national defense, or state security, which shall remain the exclusive purview of the President.

The Prime Minister’s role is to ensure that all domestic operations of the government align with the laws and priorities of Fedra and the President’s overall strategic direction.

Emergency Powers in the Absence of the President:

If the President is temporarily absent, incapacitated, or unable to fulfill their duties, the Prime Minister may assume the President’s responsibilities, except for foreign affairs and national defense.

In the event of such a temporary absence, the Prime Minister shall have full authority to manage internal matters and coordinate legislative actions until the President resumes their duties.

Removal and Accountability:

The Prime Minister may be removed from office by a vote of no confidence from Fedra, which may be initiated by any member state or a group of at least 30% of Fedra members.

In cases of gross misconduct, corruption, or failure to perform their duties, the Prime Minister may be impeached and removed by a supermajority vote of Fedra.

Succession:

If the President resigns or leaves the region, the Prime Minister shall serve as Acting President until a new election is held within 14 days.

3. World Assembly (WA) Delegate:
THE WA-DELEGATED Arante POINTS OUT THAT THIS SECTION IS CURRENTLY OUT OF EFFECT.

The WA Delegate can be any of the candidate nations listed below;

Zstantvia
Faewoven
Sleepwells

If none of these candidate nations are willing or available, an election is to be held in the same manner a presidential election is held. Any member can ask to run, but this member must be approved of first by 2 out of the 4 candidate nations. This member is to remain in the role until a candidate nation becomes available, whereupon this candidate nation will take over the position. If none ever become available and this member wishes to quit, another election is to be held before this member quits, wherein each running candidate is approved of by at least 2 of the candidate nations (e.g., Faewoven and Zstantvia). All these elections are to be held using Approval Voting, only open to citizens, and on Google Forms.

Responsibilities:

Represent FOSS in the World Assembly and vote on resolutions as directed by the President or in alignment with Fedra’s decisions.

Collaborate with the Minister of Foreign Affairs to ensure consistency between WA activities and FOSS policies.

Execute orders from the President regarding WA matters and report actions to the Executive Branch.

Limitations:

The WA Delegate’s role is primarily operational and must adhere to the directives of the President and Fedra.

The WA Delegate is not subject to elections and remains in the position as long as they want.

Succession:

When the WA Delegate is first appointed, he is to name any one of the candidate nations their successor, if said candidate nation is willing. In the event of unforeseen absence of the WA Delegate (Ceased to Exist, moving to another region, complete, extended inactivity), China Free State is to be named WA Delegate, until he appoints a new person from the aforementioned candidate nations list.

4. Ministers:

Appointed by the President and approved by Fedra, ministers oversee specific areas of governance.

Accountability:

Ministerial Oversight: Ministers appointed by the President shall be held accountable for their conduct and performance. Should a minister be found guilty of misconduct, incompetence, or corruption, they may be dismissed from office. A motion to remove a minister may be initiated by the President or by a vote in Fedra. If the motion is approved by a majority of Fedra, the minister shall be removed from office. Any action or inaction by a minister is to be considered as much the action or inaction of the minister as it is that of the President. Ministers are also responsible for keeping each other in check, and a failure of one will be considered a failure of all of them, including the President and Prime Minister. Fedra may take a minister's failings into consideration when assessing the President's performance or when considering impeachment. This concept of shared responsibility shall be known as Gradational Responsibility.

5. Succession and Vacancy Management:

If both the President and Prime Minister are unable to serve (e.g., Ceased to Exist, movement to another region), the WA Delegate shall serve as Acting President, and elections are to be held at the earliest date possible, within 7 days of the day the last one of them became unavailable.

All vacancies in ministerial positions must be filled within 7 days by appointment, subject to Fedra approval. If Fedra fails to respond within 3 days, it is automatically ratified. If Fedra denies an appointment, a different individual must be appinted and approved.

Section 3: Judiciary


1. Justice System Overview:

The Judiciary is an independent branch responsible for interpreting and upholding the laws of FOSS.

It ensures accountability and resolves disputes within the region.

2. Supreme Court:

The highest judicial authority, composed of three Justices appointed by the President and approved by Fedra.

Powers and Responsibilities:

Review and adjudicate cases of law violations, disputes, and constitutional questions.

Oversee impeachment trials of government officials.

Ensure all laws and policies comply with the regional constitution.

3. Chief Justice:

One of the three Justices is designated as Chief Justice by a supermajority in Fedra.

Responsibilities:

Preside over Supreme Court sessions and manage its administration.

Issue final rulings on behalf of the Judiciary.

4. Judicial Independence:

Justices serve for a term of 120 days and may only be removed for misconduct or inability to perform duties, subject to a two-thirds majority vote in Fedra.

5. Judicial Oversight and Accountability:

Judges shall remain impartial and independent in their duties, free from interference by the executive or legislative branches.

If a judge is found to be engaging in misconduct, corruption, or violations of their duties, they may be removed through an impeachment process initiated by Fedra.

An independent body may be established by Fedra to review allegations of judicial misconduct.

The judge in question shall have the right to defend themselves before the body reviewing the allegations.

Removal of a judge requires a majority vote in Fedra, and the process must be conducted with transparency and fairness.

5. Dispute Resolution Mechanism:

All disputes involving regional governance, election results, or violations of laws must first be submitted to the Supreme Court for resolution.

Decisions made by the Judiciary are binding and enforceable by the Executive Branch.


Article IV: Elections and Terms

1. Election Schedule:

Elections for the President and key government positions shall take place every 60 days to ensure continuity and accountability in governance. All elections are to be held using Google Forms, wherein each voter must first enter the nation name of their WA nation to vote. If two individuals enter the same name, the electoral commissioner is to telegram or message the entered nation name to ask them about their vote, and delete the ballot that does not align with what the owner of the nation says they voted for. If a relatively inactive nation votes, an electoral commissioner could also send such a telegram. Such a telegram may only be sent 3 days before the end of the voting period, and is to be responded to within 2 days, otherwise the ballot is to be deleted. Voters should not have to log in in order to vote this way, ensuring even those without access to a Google account can vote.

2. Eligibility Requirements:

Candidates for all positions must meet basic eligibility criteria such being an active member of the region, and being a citizen.

3. Recall and Impeachment:

Any elected official, including the President, Prime Minister or other ministers, may be subject to removal from office through a two-thirds majority vote in Fedra on grounds such as misconduct, prolonged inactivity, or abuse of power. If the official in question is a semi-citizen, only a number larger than 30% is needed for impeachment.

4. Presidential Inactivity or Departure:

If the President becomes inactive (defined as a failure to fulfill duties or absence without notice for more than 10 days) or leaves the region, the Prime Minister shall assume the role of Acting President until a new election is held to fill the vacancy. This election must be held within 14 days.

In cases where the President is unable to fulfill duties temporarily (e.g., due to an emergency or leave of absence), they must formally delegate responsibilities to the Prime Minister until their return.

5. Prime Ministerial Inactivity or Departure:

If the Prime Minister becomes inactive or departs the region, the President must appoint an interim Prime Minister within 7 days.

6. Vacancy Management:

All vacancies in elected positions caused by resignation, removal, or departure shall be addressed promptly. Temporary appointees must be approved by Fedra and serve only until the conclusion of the next scheduled or special election.


Article V: Lawmaking and Amendments

Section 1: Constitution & Laws

1. Fedra has the authority to propose, debate, and pass laws by a simple majority (more than 50%). Any member of Fedra, as well as any citizen or semi-citizen of FoSS may propose a law, which must be voted on by Fedra. If the President proposes a law, it is to be shown to Fedra, and over a period of 48 hours, if at least 30% of Fedra votes to veto the proposal, it will be vetoed. If Fedra does not have at least 30% in favor of vetoing, the law passes, and goes into effect. If there are more Fedra members voting in favor than there are Fedra members wishing to veto, the law is also passed, and goes into effect.
2. Constitutional Amendments:
Any proposal to amend this Constitution shall be made in writing and introduced to Fedra. Amendments shall require a two-thirds supermajority vote in Fedra. For significant constitutional changes, such as those altering the balance of power between branches of government, a public referendum may be required for approval.
3. Periodic Review Clause:
- The Constitution must be reviewed every 120 days by Fedra to ensure its relevance and effectiveness.

Section 2: Law Archiving

1. A master dispatch is to be created wherein links to all passed laws (in dispatch form) are to be held in a categorized fashion. Every entry is to feature the date on which a law was passed, and a short summary of what the law is about, for easy navigation of the dispatch. This Constitution is to be featured first on this dispatch, and should be placed prominently above everything else, excluding the title of the dispatch and an introductory paragraph. If a law was repealed, it should say so prominently in the title of said law's entry in the dispatch. This master dispatch, named "Laws of the Federation of Sovereign States", must at all times be pinned in the region's World Factbook.
2. This dispatch is to be owned by any government official. If this government official fails to maintain this dispatch, it is considered failure to fulfill duties, and impeachment may be considered. The dispatch is to be up to date, accurate (containing no laws that were never passed, noting every repealed law as "REPEALED") and tidy. If the official maintaining the dispatch is no longer in their position, the next individual in the position is to copy the raw contents of the dispatch and post it, and it now too is to be pinned on the World Factbook. If the individual in the position that maintains the dispatch is elected president, they may choose to either keep maintaining it, or to delegate the task to a ministry or the new individual in their previous position.


Article VI: Defense and Security

1. FOSS’s security is provided by the citizens’ endorsements of the WA delegate under the coordination of the President and any defense minister they appoint.
2. In case of an invasion or raid, emergency protocols are activated under presidential authority, with Fedra oversight.


Article VII: Communication and Technology

1. Regional Platforms:
- FOSS shall maintain an official Discord server, RMB, and other necessary communication tools.
2. Moderation:
- The WA Delegate, President, Prime Minister and any appointed minister for this purpose oversee moderation and ensure fair enforcement of rules.
3. Dispute Resolution for Platforms:
- Disputes over moderation are resolved by the judiciary or an ethics committee.


Article VIII: Regional Integration and Expansion

1. Integration with other regions must be approved by a two-thirds vote in Fedra.
2. Rights of member states in integrated regions are equal to existing members.


Article IX: Dissolution of FOSS

1. Proposal for Dissolution:
THE WA-DELEGATED Arante POINTS OUT THAT THIS SECTION IS CURRENTLY OUT OF EFFECT.

Dissolution may only be proposed by the Founder of FOSS.

2. Approval Process:

Requires a three-fourths majority vote in Fedra.

The Founder must approve the final decision.

A one-week public announcement must precede the final vote to ensure transparency and allow for feedback.

3. Transition:
- Archives and documents are to be preserved by the nations that wrote them, in case of a later refounding of the Federation.


Article X: Miscellaneous Provisions

1. Transparency:
- All government proceedings, except classified security and defense matters, shall be public.
2. Ethics and Accountability:
- An independent ethics committee may investigate violations of this Constitution.

Legal Brief: Constitutional Restoration Procedure

Finding: The Federation is in a legislative vacuum. Under the Arante Proviso, the Executive must use existing self-executing clauses to restore the Rule of Law.

Appointment of the Rejuvenation Cabinet: The President will nominate a slate of Ministers. Under Article III, Section 2, if Fedra fails to approve or disapprove within five days, the nominations are automatically ratified. In the absence of a seated Fedra, these appointments become legal after five days of silence.

Legislative Action: The Cabinet will draft election and reform laws. The President will propose these under Article V, Section 1. Since a 30% veto threshold cannot be met by an empty assembly, these laws will take effect after 48 hours of legislative silence.

Judicial Oversight: The Judiciary remains independent and responsible for interpreting and upholding all regional laws. The Supreme Court will monitor the Rejuvenation Cabinet to ensure all actions and laws comply with the Constitution. Any measure that violates the Founding Principles of Article I—such as transparency or the rule of law —or the rights established in Article II—including freedom of expression and protection from unjust expulsion—is subject to immediate judicial review and adjudication.

Election Execution: The Rejuvenation Cabinet will act as the Electoral Commission. Per Article III, Section 1, the Closed-List system allows candidates to hold multiple seats to ensure the mandatory 9-seat Fedra requirement is satisfied.

Stability Reforms: Once seated, the new Fedra will utilize Article V to pass constitutional amendments designed to resolve long-term participation issues and prevent future dissolution.

Ruling: This procedure is constitutionally sound. It utilizes the "silence implies consent" mechanisms of the FOSS Constitution to bypass legislative paralysis. The Executive is authorized to proceed and will be supported by the Judiciary to ensure that all Rights are preserved and the Principles of Constitutional Order are maintained during this transition period.

Preamble:

Recalling that a few months ago a raid brought us to the brink of extinction and that this had a profound impact on our activities.

Congratulating the government of salvation led by our current and former delegates (Arante and Bengali Monushyo), who, in collaboration with the President and the former President (Poseidonland and New Pleadland), have ushered in a new age of activity and lasting diplomatic relations between our allies.

Noting that a fundamental step in the process of restoring political activity involves the reactivation of FEDRA (the FOSS parliament).

Proclaiming that a fundamental objective of our government is to maintain full functionality, which requires the capacity to pass laws even when FEDRA is unable to do so.

Announcing that we need to ensure the government's legal capacity to protect the interests of FOSS by all means.

For all the above reasons, The Regional Salvation Act is hereby enacted.


Articles

Article 1:

The President, as guarantor of the proper functioning of the FOSS government, shall have the following powers:

1. To appoint or dismiss the members of the FEDRA.

2. To appoint or dismiss the Ministers.

3. To propose, approve, or repeal laws.

4. To appoint or dismiss the Chief Justice.

Article 2:

The Delegate may advise the President in the exercise of the powers conferred in Article 1. The Delegate may also exercise these powers to protect the FOSS at their discretion.

Article 3:

Any legislation that conflicts with this law shall be automatically repealed.


Proposal date and Ratification date

This law was proposed on Friday, April 10, 2026. Therefore, considering that there is currently no active FEDRA, the following constitutional principles apply, according to the interpretation of our chief justice:

"The President will formally propose these laws under Article V, Section 1. In the absence of a seated Fedra, the 30% veto threshold cannot be met. Therefore, per the Constitution, these laws will automatically pass and go into effect after 48 hours"

In light of the foregoing, this law will enter into force on Sunday, April 12, 2026.

FEDRA HOUSE RULE adopted on Saturday, June 7, 2025

Article I: Chair and Deputies
§1 Chair
The Speaker of FOSS serves as the Chair of FEDRA and presides over all sessions.
The Chair is responsible for enforcing the House Rules, maintaining order, and managing speaking and voting procedures.

§2 Deputies
The Vice Speakers of FEDRA are simultaneously the Majority Leader and Minority Leader.
The Majority Leader supports the Speaker as First Vice Speaker and represents them in their absence.
The Minority Leader acts as Second Vice Speaker and presides if both the Speaker and Majority Leader are unavailable.
Vice Speakers participate in session management and assist in preparing the agenda.

Article II: Faction Leadership and Responsibilities
§3 Majority Leader (First Vice Speaker)
The Majority Leader represents the largest faction or coalition.
They coordinate the parliamentary work of the majority and work closely with the Chair.
They introduce motions and legislative proposals on behalf of their faction and lead majority strategy.

§4 Minority Leader (Second Vice Speaker)
The Minority Leader represents the largest opposition faction.
They ensure parliamentary control and critique of the majority.
They advise on agenda planning and submit counterproposals.

Article III: Election and Term of Speaker, Majority Leader, and Minority Leader
§5 Election of the Speaker
The Speaker of FOSS is elected by the members of FEDRA by secret ballot.

An absolute majority of valid votes is required for election.

If no candidate achieves an absolute majority in the first round, a runoff is held between the two candidates with the most votes.

The Speaker’s term lasts for the entire legislative period of FEDRA and ends with the election of a successor or removal.

Removal of the Speaker can occur through a constructive vote of no confidence with an absolute majority.

§6 Election of the Vice Speakers (Majority and Minority Leaders)
The Majority Leader is elected internally by the largest faction or coalition in FEDRA.
The Minority Leader is elected internally by the largest opposition faction in FEDRA.
Elections are conducted according to the respective faction statutes, usually by secret ballot.
The elected candidates are presented to the plenary for confirmation, which requires a simple majority of present members.
The term of the Vice Speakers lasts for the entire legislative period of FEDRA and ends with the election of successors or removal.
Removal can be decided by the respective faction or by a vote in the plenary.

§7 General Provisions on Elections
Candidates may be nominated by members; self-nominations are permitted.
Elections are conducted by the FEDRA Speaker to ensure neutrality.
Voting may be electronic, written, or oral depending on technical capabilities and agreements.
Election results are announced immediately and recorded.

Article IV: Sessions and Agenda
§8 Schedule of Sessions
FEDRA meets regularly at least once a month.
Extraordinary sessions may be convened by the Speaker or upon written request by one-third of the members.

§9 Agenda
The agenda is set by the Chair in consultation with the Vice Speakers.
Requests to amend the agenda must be submitted at least 48 hours before the session begins.
Urgent motions require approval by at least two-thirds of the members.

Article V: Speaking Rules
§10 Right to Speak
Every member has the right to speak on agenda items.
Requests to speak must be submitted to the Chair, who determines the order of speakers.
Personal attacks and disruptions are prohibited.

§11 Speaking Time
The regular speaking time is five minutes.
For important motions, speaking time may be extended to ten minutes.
To ensure orderly proceedings, the Chair may shorten speaking time.

Article VI: Motions and Legislative Procedures
§12 Submission of Motions
Motions must be submitted in writing with a justification.
Urgency motions require majority approval.

§13 Debate and Amendments
Motions are dealt with in the order of submission.
Amendments must also be submitted in writing and relate to the main motion.

Article VII: Voting
§14 Voting Procedures
Votes are generally open unless one-third of members request a secret ballot.
In case of a tie, the motion is considered rejected.

§15 Results and Minutes
Voting results are recorded in the minutes.
Roll-call votes may be requested by one-quarter of the members.

Article VIII: Order and Discipline
§16 Maintaining Order
The Chair and Vice Speakers ensure order during sessions.
Disruptions receive a verbal warning first.
Persistent disruptions can lead to loss of speaking rights or expulsion from the session.

§17 Sanctions
FEDRA may reprimand or suspend members by majority decision.
Serious offenses are referred to the Ethics Committee or judiciary.

Article IX: Committees
§18 Formation and Tasks
FEDRA may establish standing or ad hoc committees.
Committees draft legislation, conduct investigations, and report to the plenary.

Executive Order of the WA Delegate
Establishment of the Honors and Decorations of the FOSS

By the authority vested in the Office of the WA Delegate, and in recognition of exceptional service to the FOSS, the following honors and decorations are hereby established.

Section I – High Honors of the WA Delegate

The following decorations may only be awarded by the WA Delegate. Self-award by the sitting WA Delegate is expressly prohibited.

I. Order of the Founding Flame
The Order of the Founding Flame shall be awarded to nations or individuals who have rendered extraordinary service to the long-term stability, development, and preservation of the FOSS. This decoration represents the highest civilian honor of the region.

II. Medal of Civic Excellence
The Medal of Civic Excellence shall be awarded to nations that have distinguished themselves through exceptional activity, regional participation, or significant contributions in the areas of roleplay, governance, diplomacy, or community development.

III. Cross of Regional Service
The Cross of Regional Service shall be awarded to nations and officeholders who have demonstrated continued loyalty, reliability, and dedicated service to the institutions and community of the FOSS.

Section II – Presidential Decorations

The following decorations may only be awarded by the President of the FOSS.

IV. Presidential Medal of Honor
The Presidential Medal of Honor shall be awarded to nations that have shown exceptional support for the regional community and public life of the FOSS.

V. Star of the Community
The Star of the Community shall be awarded to active roleplayers and nations that have significantly enriched the cultural and social life of the FOSS.

VI. FOSS Service Insignia
The FOSS Service Insignia shall be awarded to nations or officeholders who have distinguished themselves through reliable and dedicated work within the regional institutions.

The exact criteria for eligibility, nomination procedures, and the official awarding process shall be determined at a later date by the Office of the WA Delegate and the Office of the President.

This order shall take effect immediately upon publication.

WA Directive

In accordance with Article X, Section 1 (Transparency) of the Constitution, and by instruction of the WA Delegate, all official documents created within the Federation of Sovereign States (FOSS) are to be submitted to the FEDERAL FOSS ARCHIV

This applies in particular to laws, decrees, ministerial directives, judicial decisions, election results, institutional announcements, and other official records relevant to the governance of the Federation.

The purpose of this directive is to ensure compliance with the requirements of Article X, to guarantee transparency, continuity of governance, and the proper preservation of institutional records.

All officeholders and institutions are therefore required to forward newly created documents to the FEDERAL FOSS ARCHIV without undue delay.

Addendum

Documents containing classified security or defense-related information are exempt from mandatory submission to the FEDERAL FOSS ARCHIVE where confidentiality is necessary to protect the interests of the Federation.

Article 1: The position of Vice Delegate is hereby created. The Vice Delegate will assist the Delegate in their duties and will have the same powers as the President of the FOSS.

Article 2: The Delegate will have the authority to appoint or dismiss Ministers, The Chief Justice and The President by Delegate Decrees.

Article 3: The position of High Regional Councilors is hereby created. These Councilors may substitute for the Delegate in their absence and advise them on the daily governance of the region.

Article 4: Arante, Bengali Monushyo and Poseidonland are hereby appointed as High Regional Councilors.
