Remembering that the Delegate of Federation Of Sovereign States (FOSS) has powers derived from the constitution, laws, and traditions of our glorious community.

Reaffirming the government's commitment to the protection of citizens.

And recognizing the existence of long-standing citizens who have made significant contributions to our region.

Therefore, this proclamation from the Delegate is announced.

Article 1: FOSS citizenship shall be held by nations that are in the WA and support the legitimate delegate, or by those listed in the following registry:

Article 2: Citizens shall possess all rights and responsibilities proclaimed in our current legislation.

Article 3: The right to admit new citizens is reserved for Arante, Poseidonland, and Bengali Monushyo.
