Greetings, my fellow South Pacificans!
It has been 20 days since my last Fortnightly Briefing! Since we are so delayed from the normal schedule, the fortnightly briefing schedule will reset, with each fortnight henceforth being briefing days. I planned on having our regularly scheduled fortnightly briefing last week, but obviously, that was not possible! Despite the downtime, the South Pacific was still active! Now, without further ado, it is time for another fortnightly briefing!

First: As everyone no doubt knows, NationStates was down for a record amount of time (a week and a half) after a hampster disk that stored valuable data failed "in a rather spectacular fashion" (smoke, fire, and sparks???)! So, I hope you enjoyed your forced vacation! Here is a slice of cake (it's been a while since you last had one!! 🍰)
Too true!!! While everyone was locked out of the in-game region, your government was still functional and working for you! We managed to do some stuff, which we will get into a bit later in this briefing!
This is an important reminder that all nations are encouraged to join our offsite regional forums and Discord so that you can interact with your fellow nations in the South Pacific, even when the in-game portion of the game is not working! Besides, you get to run for elections, make laws, and otherwise serve the region! Seems like a win-win to me!

Overall, not too much was lost, but then again, some other things, like polls, wonders, and trading cards, took a massive hit. You might have also noticed that there has not been a WA Update (major or minor) in 12 days! As I type this, the Major Update has actually just begun!

Second: PenguinPies has been elected Prime Minister following the resignation of Drew Durrnil.
The resignation of Drew Durrnil triggered a special election. Due to the timing of the resignation, the special election also was the next general election, so PenguinPies will, barring recall or resignation, serve as Prime Minister until the end of July!
Penguin has already hit the ground running and has submitted their appointments to the Cabinet to the Assembly. We will discuss the appointments in the Assembly business section... right now!
Third: The Assembly is also active despite the downtime!
First: Prime Minister PenguinPies has nominated the following individuals to serve in their cabinet:
Sporaltryus/ProfessorHenn as Deputy Prime Minister and Minister of Foreign Affairs
Virifortis/Silva as Minister of Culture
Vrigny as Minister of Defence
Differences-In-Differences/Lordnwhas as Director of the Office of World Assembly Legislation (OWL)

Second: Grace Wellesley Thayer/Welly has restarted the discussion on Accomplices Liability, which began earlier this year. The rationale behind the proposed reform is to fill a potential hole in the law that would otherwise make accomplices harder to prosecute.

Third: Grace Wellesley Thayer/Welly has been promoted from Clerk of the Assembly to Deputy Chair of the Assembly!
Their contributions to the Assembly these last several months have not gone unnoticed, and Chair of the Assembly Great Lothian/BlockBuster2k43 recognized it as such! Deputy Chair of the Assembly is often a stepping stone to either Chair of the Assembly (which is where the current chair was immediately before!) or other elected/appointed positions. It seems that Welly's political assent is gearing up! Who will be the next to begin their rise? Perhaps you, dear reader!
Fourth: The High Court finally concluded [2403.HR] Review of the Rejection of Siberian Districts’ Citizenship Application by dismissing it.
Correct! The case was dismissed. The Court was petitioned to dismiss the case for a couple of reasons, most notably that Siberian Districts had left the region (due to being proscribed) and no longer had standing to petition the Court. Additionally, the laws that the review request was based on had since been changed, making the issue moot.

But, there is possible speculation that vote counting manipulation might occur in a moments notice. With only 25% of the votes left to be counted, there is the possibility that the manipulation might skew to one of the candidates' favor.

The Senate Of The Democratic Republic Of New Bulacan is elected to a six year term through the Single Transferrable Vote System, and in every election, only half of the 550 Senate Seats are up of election.
The House Of Representatives Of The Democratic Republic Of New Bulacan is elected to a three year term through the New Bulacanian Model Of Mixed Member Proportional Representation System, and in every election, the whole house is up for election.

NBBC News:
Today, with 99% of the votes in, we can officially project that the winner of the Second Round of the Presidential Election is disputed.
According to the New Bulacanian Commission On Elections, their official results show that Lou Singson of the Conservative Party has defeated Wally Hernandez of the Social Democratic Party with Singson at 55% and Hernandez at 45%.
But, according to the People's Movement For Free Elections, their official count show that Hernandez has beaten Singson with Hernandez at 51% and Singson at 49%.
So far, the New Bulacanian people on social media are confused and outraged on the results. And many thought that a vote counting manipulation has occurred. And because of that, the National Government is set to open an investigation regarding the possibility of vote counting manipulation in some polling locations and finding out which presidential candidate has benefited from this manipulation.
And also as a result, the Commission On Elections and the People's Movement For Free Elections will do a joint recount to see if their is a possible manipulation or technical errors on the count.
And now, with only 25 days to go before Inauguration Day, all of us are uncertain of what will happen. Will there be two presidents at the same time? Will somebody concede? Will there be a deal struck between the two? Or there will be tons of unrest and will lead to a popular revolution or a crisis? Will a civil war happen?
No one knows! And we'll just have to wait and see.
But so far, this is a developing story, so be sure to be updated on what happens next.
