So much so wrong there... my policy is, if the founder of these regions is high ranking and I have no other nation in the region, I will expell a nation that is opposite to the founder. In this case, the founder is high political freedom, but the visiting nation is really low in that ranking. Having that nation here brings the region's ranking down too. I have a problem keeping an eye on that.
