THE CONSTITUION
Following national plebiscite, the Constitution of 7 June was adopted by the National Government and Head of State as the law of the realm. In recognition of the Temporary Provisions outlined in this esteemed document, execution of Title V Part II had begun in the organization of state subdivisions, though this discussion is not yet resolved, principally because of localist detractors. In recognition of special provisions of Art. 93 the National Government established a Ministry of Defence for the organization of local units.
A brief descriptor of the functions of the Montealban government has been recently made public by the Office of the President, which the State population can access here:
The New State of Montealba represents the synthesis of all that is permanent and all that is new, of the living traditions of the homeland and its most advanced impulses. It represents, in a word, the social, political, and moral vanguard of the nation.
Key Characteristics of the New State:
Primacy of the State - The Constitution recognizes individual freedoms and rights, yet these are subordinated to the interests of the harmony of the State;
Direct Rule - Enforced centralization of the disparate local governments and paramilitaries traditional to the nation under the hegemony of the central government;
Protection of the Community - Censorship may be exercised over all published media and is aimed to prevent the dissemination of ideas contrary to the welfare of the community and the core principles of the State;
Anti-partisanism – The National Government prohibits the formation of political parties and maintains no ideologism;
National Corporatism - Corporative, collective, intellectual or economic bodies which provide representation for their members in the affairs of the State and may be formed, with the approval of the State, by like-minded individuals which share in a profession or united communal role;
Economic Nationalism - Characterized by raising domestic production to decrease import reliance and increase exports profitability, with the aim of achieving eventual economic total self-sufficiency.
The Actors of the State
The Prince - The Prince of Montealba acts as the Head of State and shares the role of the Head of Government with the President of the Council of Ministers (PCM), with ultimate superiority in decision-making superseding that of the PCM where necessary. As Head of State, the prince represents the interests of the State both domestically and abroad and by law all decisions which impact the State fundamentally (i.e., laws, constitutional amendments, foreign treaties) must receive the consent of the Prince.
The Heir Apparent - The Prince, together with the National Government selects a designated Heir shortly after his inauguration that will succeed him in his duties after the death or incapacitation of the sitting Prince. The Heir Apparent can be replaced at the discretion of the Prince and the National Government, and must be replaced if they should die before the sitting Prince.
The Council of Ministers - The functional body of the government, which advises the prince directly and acts as the core of the legislative body. The Council of Ministers may comprise any number of ministers but must consist of at least 5 key members, as outlined below. Ministers are appointed by the Prince, but may petition for positions to both the Prince and the sitting Council.
- The President of the Council of Ministers - The PCM shares the powers of Head of Government with the Prince, coordinating and directing the activities of all the Ministers. It is the duty of the PCM to administer the proceedings of the National Government and to present both the drafts of bills and finalized laws to the Popular Assembly for their review as well as to present the interests of the Popular Assembly to the National Government. The PCM may take on the responsibilities of the Head of State in the absence of Prince.
The Chairman of the Corporative Chamber - Receives a special position in the Council of Ministers as direct representative of the collective interests of the Corporative Chamber. This role empowers the Corporative Chamber to provide direct input to the affairs of the State and incentivizes the proliferation of corporations.
The Minister of Defence - The chief of the terrestrial armed forces, responsible for their organization and utilization, general budget matters and procurement of their equipment. Receives special privileges as direct commander-in-chief during times of war.
The Minister of the Admiralty - The chief of the naval armed forces, responsible for their organization and utilization, general budget matters and procurement of their equipment. Receives special privileges as direct maritime commander-in-chief during times of war.
The Minister General of Caning - Organizes the policing, police accountability and efficiency, public order, and criminal justice system of the state. Enforces the duties of citizens and protects the national community from anti-social and hooliganistic actors.
The National Government - Consists of the Council of Ministers and their respective staff, as well as any other appointed persons of merit and acts as the complete legislative body. The Government draws up, edits, and finalizes laws and treaties. The National Government must take equal consideration in representing the Popular Assembly and the Corporative Chamber in formalization of legislation.
The Popular Assembly - Understood best as an Athenian forum whose role is to be the broad voice of the people. It is the entrepot into political affairs of the State and is open to all citizens. The Assembly may act as a room for the general population to discuss and propose ideas that the sitting Government should consider, which the PCM is obliged to forward to the National Government. The Assembly is designed to give even newcomers to Montealba a place to express themselves and acts as a first step in government involvement. Participants of the Popular Assembly are considered "Deputies" as representatives of their community.
The Corporative Chamber - Represents the interests of collective groups. Similar in nature to the Popular Assembly but requires that those interested be socially organized and regulated into corporate, collective, intellectual or economic bodies. In the simplest form, these may be local or provincial governments, but they can comprise any social organization the State recognizes as a collective -- companies, clubs, parishes, etc. The size of a corporative entity reflects its influence and as the lowest government branch with real power the Chamber should encourage the organization of Montealbans into communities and groups, promoting social cohesion. For entry to the Corporative Chamber, a group must consist of more than two persons and must have a factbook expressing the nature of their group. (In respect for antipartisanism explicit political groups are banned from the chamber).
REGIONALISM: PERRENIAL FOE OF PROGRESS
Minister 
Nova Hrodsk of the Ministry of Caning has been hard at work in peacekeeping efforts in the former Spezi Autonomous Zone and Duristani Administrative District. Violence has dropped to record lows as the local population is convinced of the legitimacy of the central decision-making of the National Government, rumors of open conflict in the Duristan region are lies contrived by localists to demonize the necessary efforts of the State. All available means must and will be taken to ensure the stability of the periphery regions for the establishment of reformed subdivisions in the immediate future. The Ministry of Defence meanwhile has begun convincing the locals of the Pripjati historical region of submission to the legitimizing authority of the State. Stronger measures are yet to be taken as the National Government hopes the situation will resolve without the need for commitment of undue resources.
THE PRINCE ABROAD
The Prince 
Trigori, as of 12 July, has begun his first foreign tour, and will be acting as personal representative of the State while in the Empire of Kaiserreich. His departure was confirmed by the National Government in accordance with Pt. II Title II of the Political Constitution. In his absence certain roles of executive authority will fall on the Office of the President, through the Prince's court and Drabants will remain in close connection to the government that final authority may still rest in His person while abroad.
DOMESTIC AGRICULTURE, A BRIGHT FUTURE?
As of 16 June the Minister of Agriculture 
Cartorian Empire has embarked on a brazen quest to mandate the growing of corn across the nation in a replacement of the traditional grain products of the State's several breadbaskets. This has seen limited implementation so far around the Capital District and the more radical regions of the Pripjati historical region. While it is unlikely that local farming guilds are likely to let the reforms completely replace all starch products, the newfound addition of corn to the staple crops will certainly be seen nationwide as a bold step into an unknown and perhaps-bountiful agricultural future of the state. How successfully this agricultural revolution will yield the next Harvest Miracle the ministry desires is yet to be seen.
Due to local corporate efforts the agricultural recovery of formerly torn regions has been greatly successful without the immediate need for highest-level state intervention. Farms and food industries in the historic Mariagrad and Kogoruhn regions have seen particular success through their cooperation and harmonization with the recovery efforts of the State, unhindered a few minor setbacks of localized violence originating from the ever-shrinking slums. It is estimated the wheat harvest will be great this year and oranges may be once more on sale.
MONTEALBAN PLURICONTINENTALISM IN THE MAKING
Following the ascent of the New State, for the first time in the long history of Montealba a national navy has been organized. Admiralty Minister 
Meyle began in June the collection of the seaborne assets of former Montealban local units. A modest but capable fleet was assembled in Anise for review in late June for a new programme devised by the ministry to tour eastwards to establish a Montealban presence in the international world and open the country to trade possibilities across the Green Sea. Contact with the fleet has been limited since it departed in late June but what reports have been received indicate a promising foreign land. The Ministry of the Navy remains confident that the sea is essential to the future of Montealban success.
FIRES OF THE NATION: RESTARTING THE INDUSTRIAL REVOLUTION
The sky of west of Krumpsko has on most nights glowed a faint red from proximity to the timeless Red Mountain, but since 7 July the city now sports a northern red glow: that of the newly opened Hviezda Autozávod Plant Krumpsko. Originally founded during the era of Nizhkian Occupation, HAZ grew to be the general automobile of all Montealbans. When factory production of cars all but stopped following the First Civil War of 1994 it was assumed the company had lost itself amidst the competition of foreign models. Today HAZ is once again resurgent, thanks to a nationalized re-founding in cooperation with the Montealban Second State. The first automobile design of the New State, the 2023 HAZ Predbiehač, has been approved for design and will soon start production at the newly-constructed HAZ Krumpsko plant. The Transportation Department estimates that every Montealban will be able to own their own car by as early as 2025.
General Notices:
- Following reallocation of funds, assured pensions for the retired bracket will be cut from 13 yearly payments to 12. Detractors of this decision are reminded that such a loss is necessary "for cheaper groceries."
- The State Transportation Department has proposed that Highway D2 from Anise to Tamburrah, which began construction in 1996 after the First Civil War but was never finished, be reconstructed to connect the North and South of the country by one consistent route. This project, if accepted by the national government, is estimated to take only 4 years and cost 2 Million 4 Million Krumpelcoin.

ANNOUNCEMENT FROM THE MINISTRY OF AGRICULTURE
Due to mounting questions over what will become of current Wheat and Starch harvests the Minister of Agriculture has granted that these stores of grain shall be hoarded for the people of Montealbas consumption. All Montealban Agricultural Exports will be corn based products, Corn meal, canned corn, etc. It is highly advised farmers comply with the ordinance or be met by lovely men in black trench coats. The Ministry plans in the next 5 years to have all plant based agriculture be Corn, and Maize. Imports of regulated grains and other vegetables is under heavy consideration however these discussions have been halted due to all the members of the non corn argument suffering a case of bullet in head syndrome we wish them a speedy recovery. In other news ranchers of Western Montealba are expecting a great year for their Sheep flocks Mutton for ALL!

STATE APPROVAL FOR D3 COMPLETION PROJECT FINALIZED
With the close of last week, the national government gave final approval for 4 Million Krumpelcoins to complete the D3 Highway from Anise to Tamburrah. Travelers should expect major delays and closures along the route for the next four years. Construction began yesterday with a ceremony in Stuyevka's historic Coldian Quarter. Local business leaders gave remarks before the traditional breaking ground. A local real estate developer commented, "This area was recently evacuated due to unexploded ordnance found from the last civil war, and now the new Montealban State has taken the initiative to revitalize this depressed neighborhood with a new freeway connecting this city to those in the far corners of our nation." The Stuyevka Sector will run through the city's east side connecting Zelovoce via Krumpsko and Sv. Cibereus via Sv. Sellaikov with 16 new lanes spanning 222 ft wide. Further work has also started in central Novy Konptom and on the Kada waterfront. Design work has started on the Anise Bay Bridge that will connect Kada and Sv. Marsia with a direct route with construction bidding expected to start Winter 2023.

LAND CLEARED FOR D3 STUYEVKA SECTOR
The final structure in Stuyevka's Coldian Quarter was leveled allowing for work to begin the district-wide Master Road and Revitalization Plans as well as the new 16 lane D3 Highway. New land plots are soon to be formalized with land auctions starting in September. Unexploded ordnance clearing work continues with the discovery and removal of firecrackers found recently on the site. This has raised concerns that the adjacent district of Little Nizhkia may also have UXOs under its streets. Field teams have been dispatched to determine the risk to the public.

Long lines have formed for the new ferry crossing the Suetl River causing 24 hour and longer delays. As a result the small highway route Krajka, Pripjat has experienced increased traffic. Drivers are reminded that the route consists of several checkpoints, official and unofficial, and they are to obey all instructions to ensure their safety. DO NOT APPROACH THE SCENE OF AN ACCIDENT AS THEY CAN EXPLODE SUDDENLY. IT IS AGAINST THE LAW TO TAKE AGRICULTRAL PRODUCTS FROM THE SCENE OF AN ACCEIDENT. Trucks: The Dabryna River Bridge is no longer rated for loaded trucks due to a partial demolition by unknown actors using a rigged corn harvester. Appearance
The marsupilami is a black-spotted yellow leopard-like creature with dog-like ears. Male marsupilamis have an incredibly long, strong, flexible, prehensile tail, used for almost any task. Female marsupilamis have a much shorter tail, but still long compared to real animals. Both the male and female are able to use their tail as a weapon, by tightening the end into a fist and the remainder of the tail into a spring-like spiral for maximal force. This attack was responsible for the Danish and Norwegian translators choosing words similar to "spiral" over "marsupial" as the creature's name. Unlike the males, the females also
walk on the tips of their toes. When the animal rebounds, he makes the noise: "Boing". Males are also drawn with their eyes not completely separated, as if the
sclerae of both eyes have merged, while females are often drawn with two completely separate eyes. Female marsupilamis also have a different voice compared to the males. Males say "houba" most of the time, while females say "houbi". According to the L'Encyclopédie du Marsupilami, they are monotremes like the platypus and echidna, which explains why they lay eggs while having mammalian features. Like parrots and some corvid birds, the Marsupilami can also mimic human speech, and like an amphibian is able to breathe underwater as well as on land.Specimens
The appellation "The Marsupilami" originally referred to the individual captured and then adopted by Spirou and Fantasio, which they never bothered to name because he was the only known specimen. The Spirou & Fantasio album Le nid des Marsupilamis introduces more marsupilami characters, none of whom are in captivity; the album is mostly concerned with a documentary-within-the-comic about the life of a family of marsupilamis living in the wild in Palombia, Ricore.
Marsupilamis have been shown with multiple different fur colourations – yellow, yellow with black spots, black, white, white with black spots, and black with yellow spots. The most frequently seen fur colours are yellow with black spots, yellow with no spots, and black all over, as these are the variations seen within the main Marsupilami family in the Marsupilami comic series; these are also the fur colours that are regularly seen.

D3 KADA SECTOR BEGINS CONSTUCTION IN DOWNTOWN ANISE AS OTHER PROJECTS IN THE PROVINCE BEGIN
After accessing the State Google Terminal in the Bulletin Office, the Montealban State Department of Transportation has acquired images of a structure called the Westside Elevated Highway in a probably fictional place called New York. We at your MontyDOT have decided to make this artists dream a reality by downloading hundreds of their renderings and making them a reality in downtown Anise. Planners have also decided to go the extra mile and have added plans for a second level on the viaduct. Local industry leaders, port commissioners, and teamsters all gathered a the start of the project at the Winfalli Capitol building as the first building was laid low to make way for this revitalization project. At the waterfront Kada, clean up work has nearly completed allowing for crews to begin work on the double stack viaduct that will follow along the waterfront of the city. Further north, groundwork and dewatering have started on the Kada-Sv Marisa Memorial Bridge which will cut travel times between the cities by more then 70 percent.
COLDIA DISTRICT LAND SOLD OUT AT AUCTION
The land auction in the Historic Coldian District was successful as all the land in the district was resold to local businessmen and interests. The proceeds from the sale will enable the completion of the D3 in the Moravezi River valley well ahead of schedule. Due to budget constraints, rebuilding the road network in the Historic Coldia District is suspended indefinitely.

The Montealban New Krumpelcoin, newly established by the state has helped manage the crippling inflation the old Krumpelcoin was plagued by. For the trade and buisness minded Root-Beerians of the coastline though the Krumpelcoin is still an ineffective currency, unable to be traded or controlled. After many petitions by the citizens the Assembly has voted to reinstate a domestic Vínfalov-Meylean currency to be used domestically and abroad. The new Vínfalov-Meylean heel shall be established at a starting rate of 9.79x10^43 MNK to 1 VMH giving it a value internationally of around 110 VMH to 1 USD. Coins and Bills are to be established and minted in the coming weeks with all banks required to be able to convert any currency to Heels by August 20th.
