Issue 84 is the most common way to get it starting off, but its ultimately luck. If nothing else it'll be super easy to answer the issue without much thought so that's always nice.
Weaponization and arms industry strongly increase from the policy for very little cost, so its always good to get. It also decreases crime by a strong portion, a very objectively good policy to have.
