The Cascadian - Newspaper - Special Commission Reports on Railways |
The Special Commission on Railways will report to the Federal Transport Commission over the next few weeks on railway renewal. The main motivation for the commission is the need to renew the IC2000 stock which serves the 'Spine Route' mainline routes between the nation's three main urban areas and Ariannica National Railways (ANR) have been considering potential replacement options. The Commission considered how railways on the Spine Route could continue to compete with air travel and brought together recent engineering and feasibility reports within the last 10 years as well as regional and local travel.
Competition with Air
Reports considered competition between rail and air.
Travel times between Haverton and Yaquima city centres needed to be 5 hours or less to compete with air travel accounting for travel to the airport, security, waiting, flying, and travel from destination airport. Current travel times at 4hr 50m is only just within this limit.
Between Yaquima and Devanbouve, current travel times are 4hr an hour, around 30mins less than the total air travel time.
Opportunities for journey time improvement
Studies from the last 10 years had usually concluded that opportunities for cost effective-local improvements to line speeds on the Spine Route are largely exhausted. Options to increase line speeds to consistent 220kph are being considered including diversion routes and tilting trains. 220kph is the point at which conventional mixed traffic railways generally 'top-out' and before dedicated, closed system, true-high speed rail is required within Ariannica's specific system (globally most mixed-traffic conventional track is limited to 200kph). However research into travellers preferences suggested that in the Spine Route's case travel time may not be as important as conventionally thought.
Passenger Surveys and Research
Surveys of passengers found that the travel time was not generally a big issue. Passengers Priorities were:
Reliability - 91% of passengers
Comfort and availability of seating - 86%
Price - 62%
On-board facilities - 58%
Luggage allowance - 42%
Family facilities - 28%.
Focus groups of passengers showed that the overall comfort, convenience and luggage allowance gave the train the edge over air even in scenarios where is took longer by up to a fifth, as long as the price was broadly comparable.
Business passengers were even more positive noting that train time was productive and relaxing compared to air travel which was considered a 'waste of time'. The availability of sockets, tables, wifi, and refreshments being essential to business travellers. Wifi coverage is currently patchy.
Families appreciated the dedicated family cars with their on-board play areas, and changing and warming stations.
Regional and Secondary Routes - Indegenous Voices
The decline of regional and secondary routes has largely been reversed in the southern 4 states with passenger volumes increasing modestly on branch and local lines. Regional connections such as the Southern Mainline have seen dramatic increases to passenger numbers.
In the far north, the report suggests that although a decision for politicians, that it is generally accepted that lines will always require subsidy, but that these lines are critical to the national infrastructure and local communities including many indigenous and native peoples, as well a providing year round transport for oil and mining equipment and personnel.
Under the Indegenous Rights Act 1997, recognised indegenous tribes must be consulted on any plans. Tribes' echoed the sentiment that rural rail was critical to their communities, saying that they would strongly oppose any closures or cut backs to services. Given the politics of recent decades this effectively kills any plans ANR may have had to close railways in the far east or north.
The Federal Transport Committee will deliberate on the reports, consult stakeholders and present a draft strategy to Parliament.

Of course, it is entirely up to yourself as to where you would like to situate the Embassy. So far, all embassies are located within the Diplomatic District of our capital, Londinium. I also thank you for your speedily response to our proposals pertaining to the extradition of suspected criminals, avoidance of double taxation, and a student exchange programme. I have instructed the Treaty Section within my Department to draft an agreement which I am happy to discuss with miss Elorriaga as soon as she is in her post.
I can respond to your first proposal - that of engaging in talks aimed at removing trade barriers - in the affirmative. His Majesty's Government would happily engage in such talks. I have already notified the President of the Board of Trade (Secretary of State for Economic Affairs, The Rt. Hon. James Courtenay MP) of this proposal and he is most willing to add his views to any proposal put to him.
The same goes for talks in relation to the (Anglandian) Pound. It is His Majesty's Government's policy to preserve the Pound's position as a reserve currency in order to contribute to a stable financial (market) system throughout the world. In addition thereto, I can say that much of Anglandium's (re)insurance markets are privatised indeed. My Department will happily assist you to establish ties and begin talks with some key stakeholders touching this subject. For example, we could setup a Discussion Table with a representative from His Majesty's Treasury (Department for Financial Affairs) and the Summerville Group, the largest private financial service provider of Anglandium.

KASNEVEZ PETITIONERS MEET ADMIRAL KLOAREG IN BID FOR BETTER SEA CONNECTIONS
The explicitly military purposes of this month’s Kasnevez visit from retired Vice Admiral Arzhur Y. Kloareg, Minister for Arms of the Free State of Brovora, were interrupted by a tireless group of local petitioners which managed to gain Minister Kloareg’s attention as he walked to a helicopter yesterday afternoon after his inspection of the Kasnevez Garrison Group. A deputation was permitted to formally meet with the Minister this morning. Though the powers of Minister Kloareg’s office lie entirely within military matters, his image as a representative of the central government was not lost on the petitioners, who have appeared virtually everywhere Kloareg has.
The chief demand of these dogged protestors, we are told by our social analysts, is the improvement of the civilian sea connections of the three islands of Kasnevez. As a blogger associated with the group stated two months ago, “medical appointments, schooling, deliveries, and the sale of fresh fish are routinely disrupted by irregular civilian sailings” between the isles. One symptom of the purported “neglect of the mainland” is this inconsistency, which could, the post continued, be alleviated by “publicly guaranteed inter-island packet boat services”. Signs and shouts confirming these goals were visible and audible yesterday afternoon.
Although no comment has yet been given by the Minister for the Interior or Minister-President, the approaching election season is expected to, as it does each year, sow government receptiveness to these demands. “I must wonder,” posted independent Kasnevez Assemblywoman Ivona Bizouarn, “why the state can maintain thousands of servicemen overseas while Kasnevez-islanders must continually petition for dependable passage.” Minister Kloareg gave a brief spoken statement to local newsmen after the conference in which he offered temporary naval carriage of urgent supplies between the cantred’s islands, a sign that the petitions have, at least, not fallen on deaf ears. He continues his tour of the islands later today with a wreath-laying at the gravesite of eighteenth-century sea captain Kolaz Fer, who commanded a Brovoran privateer.

Oldest man in Kasnevez passes away
103-year-old Meurzh an Eost, the oldest living man in the Cantred of Kasnevez, passed away on Thursday. Meurzh, a former airman decorated for gallantry, was a native of the mainland Cantred of Henlez, but had come to Kasnevez after his retirement from the Air Fleet in the 1960s, having been stationed on the islands for a time. Since then, he had distinguished himself as an avid fisherman and three-term chairman of the Kasnevez Flying Legion, the island’s second-largest veterans’ association. The Cantred College of Kasnevez had included Meurzh in a veterans’ storytelling project in the early 2000s, taping several interviews with him on the subject of mid-twentieth-century Kasnevez, the Free Brovoran Army of that time, and his family history. Minister Kloareg is expected to attend Meurzh’s funeral before the Minister’s departure from the Cantred later this week. Meurzh leaves no immediate relations.
Playhouse has new productions
The Kasnevez Theater will be staging a series of new productions throughout the coming weeks. In September and October, performances will be held of The July Sun, by the late playwright Aodrenig Eon, which tells of a tragic romance between two fishermen in the early nineteenth century; and The Tanner of Kersantuz, the classic Brovoran comedy, which recounts the antics of a local tanner who manages to evade his tax obligations. Imperial Parliament Approves Sweeping Pension Reform

Wansaishi — The Imperial Parliament has approved sweeping reforms to the Wansain pension system, raising the standard pension age from 65 to 70. The government says the reform is intended to strengthen the long-term sustainability of the pension system while reflecting increasing life expectancy and the changing age structure of the population. Citizens will remain able to leave the workforce before the standard pension age, although early retirement will result in reduced pension benefits under the revised system.
The legislation also introduces strict restrictions on political participation by pensioners. Citizens who have reached pension age or begun receiving an old-age pension will be prohibited from standing for elected office or holding elected or senior appointed positions at the imperial, prefectural, or municipal level. Pensioners will consequently be barred from serving in the Imperial Parliament, prefectural assemblies, municipal councils, Cabinet, or senior executive posts within government.
W-Rock Festival Returns to Pusaka

Pusaka — The annual W-Rock Festival (Ｗ岩音楽祭) has returned to the coastal city of Pusaka, bringing together prominent performers from across Imperial Wansai for three days of live rock music. The festival’s lineup spans several generations of Wansain musicians, ranging from traditional rock and hard rock to alternative, progressive, punk, and heavier styles. Organizers have expanded the festival grounds this year following strong attendance at previous events, with multiple stages operating throughout the weekend.

LAHTELA | The State Government of Hämälä has voted in favor of a bill outlawing advertisements for fossil-fuels and meat on public broadcasts and in public space. The bill, proposed by state senate Green Party leader Saga Virtanen, argues that the commercial consumption of fossil-fuel related products and meats are harmful to the global climate in general, and thusly to public health. Given that the government has the mandate to protect public health, a ban on advertising such products is only natural. The ban on advertising does not constitute a rise in excise duties or a ban on the availability of the product. "Just like tobacco and alcohol, fossil-fuel products and meat will remain largely available" commented Virtanen.
The movement to limit the daily exposure of Nordic people to high-carbon fossil-fuel products like airline flights, cruises, and internal combustion engines, as well as meat-based produce, has steadily been rising over the last decades following hightened awareness of global climate change. "Is it normal that we advertise the pollution of our earth and justify it as consumer habits? We can enjoy life and all its beauty just as much if we ditch the high-carbon emissions in our daily patterns. We can foster a climate of through innovation once we collectively realize that our patterns right now aren't natural, normal, or sustainable. Now, there's a real incentive to innovate responsibly."
Hämälä is the first constituent realm in Talvimaa where such a law targeting fossil fuels and meat ads has succesfully been passed. Similar laws are pending in Merelia, Varania, Scothia, and Estria. Not so much in Yatulia, where the centrist liberal party is presently governing. "We don't want to entertain a law like that in Yatulia" states State PM Kadi Raud. "We are making serious strides towards climate neutrality - and in Yatulia too, it is a priority. But the government is overstepping its authority when it wants to ban commercials for polluting industries. We are working tirelessly to green up these sectors, but we can't risk their immediate collapse by banning their means to get exposure. Innovation costs money - and these businesses generate that."

Third Guided Missile Cruiser Launched with Royal Attendance
Simurghabad – Her Highness Princess Soraya Khanum Zarrabi preceded over the launch of the ISNS Shapur Shah, the third of the eight planned Royal Class Guided Missile Cruisers of the Imperial Sitakhtari Navy. She represented her father, His majesty Shapur Shah, at the ceremony, the history of whose namesake and ancestor was celebrated by the launch of the vessel. Shapiro Shah was the third and most famous ruler of the Simurgid Dynasty that ruled lands in modern Yektashahr from 780 to 1050 ACE. In his reign from 825-857 ACE, Shapur Shah I became famed for his diplomatic skill in ending Gnaean rule alongside more militaristic Khavarshahri Shah's.
The ship that bears his name is the third of the Royal Class, and the strongest ship in the ISN upto now. A Guided Missile Cruiser*, she has a displacement of 8,100 tons, and carries a total of 72 VLS cells and canister launchers for a combination of anti ship, anti air and land attack missiles.
Her Highness, during the occasion, spoke of the monarch's inherent duty to support the navy, as the ultimate guardian of commerce and the Sitakhtari way of life. The princess, who is currently spending her second year in university at the National University of Simurghabad, has hinted that she may enlist in the navy at the completion of her university education. In a more amusing turn of events, Princess Soraya had openly laughed at a joke that had been spread within the navy recently, comparing the large mast of the cruisers, above the bridge, to her large forehead.

Can Sitakhtar have an Empress?
The question of whether Princess Soraya can succeed her father to the Yektashahri throne, becoming the first Queen Regnant proper in Sitakhtari history, has come up in Royalist and Feminist circles for years since her coming out into society following the Shah's divorce, in 2021. Since then she has been popular, though general consensus remains in favour of tradition.
Post Gnaean Sitakhtar has always maintained a tradition of male successors, though as a law Absolute Male Premogeniture was only accepted in 1760, in a law drafted in Nurshahr. Wansain Universities Launch National Research Partnership

Wansaishi — Universities and research institutions across the Imperial Wansaishi Capital City Prefecture have launched a new national research partnership intended to strengthen cooperation between academia, industry, and government laboratories. Institutions in Wansaishi, Shorin, Tiesto and Tokio are among the first participants, with institutions in other cities waiting for results of the pilot program before whether they decide to join. The research programs focusing on semiconductors, robotics, artificial intelligence, advanced material sciences, green energy storage, and industrial automation.
The partnership will establish shared research programs, expanded laboratory facilities, and greater opportunities for university researchers to work directly with Wansain manufacturers and technology companies. Officials said the initiative is intended to reduce duplication between institutions while accelerating the movement of new technologies from university laboratories into commercial production. Participating universities are also expected to expand engineering and scientific programs as demand for highly trained workers continues to grow in the Wansai economy.
Wansain Professional Football Season Begins

Shorin — The new professional football season has begun across Imperial Wansai, with clubs in several of the country’s largest cities welcoming supporters back to stadiums. Opening-week matches in Shorin, Kansō, Tōsŏn, and Wansaishi drew strong crowds, with established clubs beginning their campaigns alongside younger teams seeking to establish themselves among the country’s leading professional sides. Tensei and Chotchi are considered dark horses this year with their offseason additions while league champions Tokio FC (東京フットボールクラブ) remains a strong contender to repeat.
The new season will place greater emphasis on their youth development league, with professional clubs expanding academy programs and regional scouting networks. The Imperial Wansain Football Association (IWFA) said the growth of professional football has created an increasingly structured pathway from school and regional competitions into the professional game, while clubs continue to develop their own local identities and rivalries. Many secondary schools already have football clubs, but organizing the football clubs as “professional feeder teams” gives young footballers more to strive for.
