_{Before the PARLIAMENT of the EMPIRE of IPEONIA, in the Chamber of Peers, Imperial City of Arthuropolis, Capital District, December 29, 2023. Speech delivered by Emperor Arthur in an extraordinary session convened.}
“When in the course of human events, it becomes necessary for the races and kingdoms, once under the yoke of fragmentation and oppression, to assume among the powers of the earth the position of independence and union to which the laws of nature and of the Creator entitle them...” Thus we wrote and declared in the act of foundation of this imperial federation.

However, forgetting the lessons of our own past, time has transformed us into the very dominating force that today projects itself over the Overseas World. And I, before history and before you, am the most responsible for this. In my ambition to build a stronger Ipeonia, I extended our authority across the seas over various peoples.

But history does not tolerate contradiction. We cannot celebrate freedom in our archipelago while holding the peoples of the Overseas in tutelage. Today, in the exercise of the prerogatives that the Political Constitution grants to the Moderating Power, and before this august Parliament, I call a plebiscite for all our Dominions, Protectorates, and Colonies — to be voted on by all races and peoples currently residing in those lands.

It will be up to them to decide their own destiny: whether they will definitively integrate into Ipeonia as sovereign federal Kingdoms, enjoying the same dignity, representation, and rights as the nations that compose this Empire, or whether they will choose summary and absolute independence.

To this end, I direct my Cabinet to submit to this House, within the constitutional deadline, the budgetary and logistical bill for the organization of the ballot boxes in the Overseas. And I charge the Judiciary with appointing a neutral commission to oversee the vote counting alongside the competent international organizations.

_{All parliamentarians were thrown into an uproar, as expected. Shortly thereafter, the entire Sarça Cabinet was summoned to a meeting with the Emperor, who formally tasked the Prime Minister and the Cabinet with drafting the Regulatory Law and allocating the necessary funds in the imperial budget.
Fearing international rejection and corruption of the plebiscite, the Ministry of State invited the World Assembly to supervise the voting to ensure the integrity of the process.
The Prime Minister, the Duke of Sarça, remained aligned with the Moderating Power; however, Parliament and his own Cabinet were at odds. It was the first time in the Empire's history that the Emperor had to exercise his imperial prerogatives to dissolve Parliament and the Cabinet, calling new elections and reappointing the Duke of Sarça as Head of Government with a more aligned administration.
It was a lengthy, controversial, and politically tense process, but at the end of the voting, all territories accepted becoming federated Kingdoms.
On the streets of the metropolis, part of the population viewed the imperial act as a form of tyranny — despite it being strictly within constitutional limits — while another part recognized the brilliance of the political maneuver. The Emperor exercised power without direct authorship, for although the decisions were formally issued and framed by Parliament and the Cabinet, it was well known that they stemmed from the constitutional authority of the Moderating Power vested in the Emperor, who could dissolve Parliament and dismiss Cabinets until the parliamentary landscape aligned with his vision of governance, defeating them through exhaustion.}

Great short story. It's genuinely very well written and semantically ruly, fitting for its nature. A 4 power system is very rare, and the biggest historical example is Brazil, which did it in such a mess that at the end of it all, our parliament became known as "upside-down" in manageament. This does not implicit corruption or instability in your system, however. Your federative workings have very complex arms of authority over large cultures, landmasses and societies; all working together in autonomy - the autarchy you offer to your constituents is much akin to the political system of devolution seen in bodies like Greenland, and even the Russian Autonomous Republics (at least constitutionally speaking, that is........................); in a model that may even reflect confederative concepts, seing how equal some kingdoms can be in power, all united (and) under the Capital District in the Kingdom of Ipeonia - Gran River - Grand River. Your fourth power through many barriers against abuse actually serves its promised motivation of mediating and keeping in check expansive senates with hundreds of heads in discordance and shifting goals regarding the millions of lives under the flag. It's a tidy and developed concept, I have to admit. On the other hand, it can be perceived as a little confusing at first, and maybe too metodical; but that is exactly what you'd expect from an Empire so large and complex to remain so stable and patriotic throughout the ages: the scale is simply too large for everything to work in only a few lines - it's all part of a grand moving machine with each limb having the ability to follow its own accords, whilst remaining in the body.

my case with the Moderating

I also have a 4th power in my system, as its own ramification of the Judiciary/Parliament, which judges all bodies and is simultaneously watched by all of them in a web of trust that equates to cases of corruption, exploitation and creation of schemes being almost impossible to be planned and developed; because if the Moderating chamber were to act in dishonesty, their wrongdoings would be too obvious and consequences immediate - specially with the other powers in government running at a loss in case this happens. And if [i]they[/] act in malice, the Moderating power may search it over and that can lead to the complete dissolution of the Parliament. The Monarch watches over all this and can call the dissolution of the Parliament too, but in case of absolute chaos and distrust, the population holds power to referendum, with the possibility of even impeachment'ing the Monarch. This, however, has never happened in history.
That's a system that I find a little too confusing and I am set on changing it in the future, when I start the revolution in my story... Which will only happen when I finish all my previously planned factbooks.

Just a correction, the Capital District is not within the Kingdom of Ipeonia. They are separate. The Capital District is the Capital District, which is simultaneously the Imperial City of Arthuropolis. In short, It is a city-state, a polis. Arthuropolis/Capital District is separate from all other federated kingdoms, being an extraordinary federated entity. This is because if it were within any other federated kingdom, it would imply that one state has power and influence over the country.
