Nicotine has a 500 year history of established statute and precedent. It is pretty much grandfathered in as a cultural affectation, and of established farming, and small business practices that cannot easily be changed (despite magnates and multinationals created from it). Other than the smell and later health issues, a satiated smoker is just as much in control of his faculties as an non-smoker. The only thing that can be done is controlling the public and business workspaces. Fascistic micromanaging of the end user would be rebuffed in most of the States. But Mj and Alcohol abuse is a Socialists/Fascists/Communists dream. Every excuse and reason that can be given to gain power over that its manufacture, distribution and use including fascistic micromanagement of that segment of society as agentive change to further their authoritarian oppression.

I never thought I would become as cynical as one of my great-grandfathers.
