The Constitution aims to be flexible and provide for the basic functions for regional government - it should not dictate everything and cannot foresee every situation or event. It would only give certain limited powers to certain positions, especially the Cabinet (in an attempt to start a recruitment drive), and in my opinion would provide a check on these powers.

If you have an idea - propose it to Parliament. The region will then vote on it. The most important section of the proposed Constitution, in my opinion, is Article 1, Section 13; 'Those powers not delegated to the Cabinet, or the Guardian Council, by the Constitution are reserved to Parliament.'

Parliament, and by extension - the region as a collective, would be, and should be, the ultimate decision maker, not the Constitution itself, or any one nation.

I agree with most of what you said, however, for something as critical to the functioning and security of a region as the WA delegate, it is crucial to have clear guidelines in the constitution on how that position is filled. If we find it needs to be changed later on, we can hold a vote to change that aspect of the constitution as laid out in 1.14
