It's pretty much a very normal thing to do for modern militaries. Russia is doing it until this day, when it finally decides to scrap the old weapons from the smallest bullet to literal tanks, and use their material to make new bullets or tanks.

I see. I still think it'd be really hard to recycle old bullets and just- not really considered worth the cost. So they just hand them down to the militarized police, or collectors get their hands on them.
