The government of Turco-Bulgaria has chosen to vote yes to the recent amendment proposed by our Soviet allies in Moscow (Cccp-). A mutual commitment to non-aggression between the two states will undoubtedly help prevent bloodshed between the Eurasian and Soviet states. We hope that nations who voted in favour of preventing a hypothetical Soviet invasion of Eurasia, will see the value and necessity in preventing Eurasia from doing the same to their Soviet kin. Our government truly hopes that the nations who are so keen to protect Eurasian self-determination will see the value in protecting the self-determination of the Soviet proletariat.

Our government would also like to express agreements with the prospect of an updated referendum presented by the Soviet government, an idea also expressed by our government a few weeks prior. The prior referendum, though still legitimate under international law, presents the views of people from 30 years ago rather than the present. Out nation would like to agree with our Soviet comrades that the manner of unification or independence is due for a new referendum. If done correctly, this referendum will show the modern views of the Eurasian people and whether they would still like to reunite with their Soviet kin. To ensure fairness, Turco-Bulgaria suggests the referendum be overseen by the UAN in a state other than the Cccp- or Sibirskiy soyuz. Considering the population distribution of the pre-1991 Russian Soviet Federative Socialist Republic, the Soviet controlled portion of that territory concentrates nearly 75% of the total population of that former constituent republic. Obviously, a unified referendum would result in a forced victory of a hypothetical Pro-Soviet space, effectively annulling through sheer force of numbers all free and fair democractic processes undertaken by the Eurasian People since their independence in 1991.

Turco-Bulgarian Ministry of Foreign Affairs:

The government of Turco-Bulgaria would like to express agreement with the proposal of Sibirskiy soyuz. Holding separate UAN backed referendums will be valuable as it will show each people’s respective views on unification. Turco-Bulgaria believes a UAN backed referendum in whatever form decided on is vital to solving this complex issue without bloodshed. Turco-Bulgaria supports Eurasia’s idea to hold referendums and is glad that both the Soviets and Eurasian states have chosen to now take a diplomatic solution to this conflict.

However, our nation does disagree with the statements made in regards to a mutual non-aggression pact. Concerns about Soviet aggression due to prior statements is logical, but the previously passed amendment would make any invasion of Eurasia illegal under international law. Giving the Soviets the same security from Eurasian invasion is not detrimental to Eurasian sovereignty. It will only serve to ensure fairness within the international agreement of non-aggression.

Representative Balakshin: Esteemed representatives, while the amendment proposed by the Soviet delegation appears to serve as a "fail-safe" against a hypothetical Eurasian military invasion with the purpose of preserving peace between the two nations, it is in reality, a mere tool by which the Kremlin seeks to legitimize its current official positions as they were previously stated by both their Foreign Affairs and Interior Ministries.

Based on those official statements, we can now clarify the true stance of the delegation headed by Representative Federov. According to the Government of the Soviet Union, all of Eurasia is officially a part of their country, and all Eurasian citizens are Soviet citizens.

Hence, if Amendment #2 were to successfully obtain approval from this body, the UAN would be in official recognition of the stance that the Eurasian Union is not a nation independent from the Soviet Union, but rather an extension of it.

In that regard, if the final resolution draft were to include Amendment #2, the Soviet Union would immediately trigger an aggresive response against the Government of the Eurasian Union with the objective of forcibly seizing control of our institutions and territory, as they would be seemingly legitimized by the words of Amendment #2 and their own official stance. Essentially, it would act as a different way in which Annex 2 of the resolution currently in debate could be unknowingly approved.

As such, the Eurasian Union opposes the approval of Amendment #2, as it could have terrible implications for the immediate future of our country. But on consideration of the cooperative and peaceful spirit of this body, this delegation proposes to replace Amendment #2 as was put forward by the Soviet delegation, with the following draft, provisionally named Amendment #2.1:

  • The Eurasian Union, upon the enactment of either one of the Annexes of [the final Resolution], namely Annex 1 or Annex 2, hereby commits to the signature of an official document before the UAN General Assembly, by which the Eurasian Government will establish a Non-Aggression Clause with the Union of Soviet Socialist Republics, following a previous reestablishment of official diplomatic state-to-state ties or state-to-polity ties between the two countries, in the event of the adoption of Annex 1 or Annex 2, respectively.

On a different note, we are appalled by the attempt of ignoring the facts on the ground, that Amendment #3 seems to indicate. A single, joint referendum is inadmissible, as the fates of two different, independent nations cannot and should not be decided by a single, unified vote. Moreover, such action, if it were to be approved as intended by the Soviet Union, would inevitably result in the outright annexation of the Eurasian Union using a clearly unbalanced and biased result as a façade of "democracy".

    Federov: Interestingly enough, Delegate Balakshin has found some convoluted excuse to oppose the Amendments proposed by the Soviet Delegation. On Amendment 2, this is exactly the same Amendment proposed by the Eurasian Regime. The exact same wording with the exact same intent. If the goal here is of equal treatment why is Soviet territorial integrity not respected? Is the Eurasian Regime planning, with the aid of NATA, an invasion of the Soviet Union? If that is not the case, why is Amendment 2 so controversial?

    Amendment 3 seeks to accomplish precisely what many delegations have spoken of: A new referendum to get an updated understanding of the will of the Russian People. Splitting the referendum into two would not only de-legitimize the cultural and historical unity of the Russian people but it would also generate schizophrenic results: If one side votes in favor and the other votes against, or vice versa, then how exactly can "both Governments act in accordance to the popular votes" as the proposed changes state? We would be back to square one with the exact same crisis unsolved. Ultimately, if we want to get an updated understanding of the will of the Russian people, then a joint referendum administered and observed by the UAN would be the best outcome forward. If the issue is of the differences in voting share sizes, then there can be an additional question that only asks the people currently living within the territories of the Eurasian Regime whether or not they would prefer to create an autonomous region within a hypothetical unified Russian State that precisely allows for the continuation of internal political self-determination.

The government of Turco-Bulgaria initially changed to back a two referendum solution as it believed this would be an ideal compromise between the Cccp- and Sibirskiy soyuz. However, the arguments of disaster it could bring if both received conflict results is too grave to make such a solution viable. Turco-Bulgaria agrees that separate questions could be proposed solely to the Eurasian populace as it is mainly concerning them and whether they wish to unite or stay independent. Turco-Bulgaria would like to propose one of such specific questions that could be asked:

1. Would Eurasia like to remain completely autonomous in internal affairs whether as a separate state or a republic within the USSR? (Whether unified or not this would be meant to assess and protect the self-determination off the currently Eurasian citizens).

Moscow — The Soviet Defense Ministry has ordered the mobilization of troops to the outskirts of Derbent, near the Azerbaijani-Soviet Border. Formal Complaint and Motion of Concern

The Kalmar Union, on behalf of our allies, is acting on the following information, and filing a formal complaint against the USSR (Cccp-) and lodging a statement of extreme concern.

This is in regards to satellite imagery showing between 35,000 to 45,000 USSR soldiers and equipment, such as BMP’s, BTR’s, tanks and other equipment, with a a showing now of support material arriving near the border with Azerbaijan in a series of locations. These locations show the possibility of an impending threat on Azerbaijan.

The provided satellite imagery clearly shows troop movements closing in on the border on a line of possible attack angles into Azerbaijan.

While we recognize the sovereign right of any nation to orchestrate military maneuvers in their own borders, we are deeply concerned and troubled by the sudden levels of activity and equipment involved. This all being done during a sensitive discussion in the General Assembly involving the USSR and Eurasia, we are worried that the USSR is leveraging this situation even further to possibly gain back former territory of the USSR before it’s collapse in 1991.

The Kalmar Union demands an explanation from not only the UAN representative of the USSR, but the leadership of the USSR for these provocative and dangerous acts.

Title: Soviet Military Base in Duncay

Naas — The Soviet Defense Ministry has announced a historic deal in the bilateral relations of the Soviet Union and Duncay. In the interest of preserving the safety and stability of the growing trade relations between both countries, an agreement has been reached giving the Soviet Union the opportunity to lease a military base in the country. Both nations recognize the current value of the trade routes between Duncay and the Soviet Union as well as the future potential growth which can lead to a thriving commercial, bilateral relationship. The Kremlin and Dublino has negotiated a comprehensive lease that takes into consideration the sovereignty of the nation while guaranteeing a certain level of safety for the current trade routes.

  • The Soviet Union will open a military installation in the outskirts of Naas, County Kildare.

  • This military installation will be comprised of an air force base and a missile defense base.

  • The Soviet Union will pay Duncay USD$10 million per year in rent obligations.

  • The lease will last for 50 years, with the option of renewal or termination.

  • In order to guarantee the stability of the lease, there will be a payment obligation of USD$50 billion which will be paid by the party that wishes to voluntarily withdraw/end the lease prematurely.

  • Such a payment will be made in full to the other party in the lease agreement, immediately after announcing the withdrawal from the lease agreement.

  • The base will do annual charity projects in the vicinity, the projects will be focused on communal work and repairs as well as maintenance of parks.

Having been signed, the next step of the process is the construction of the military complex near Naas. The air force base will consist of a main runway, with a direction 06/24 and a length of 2,750 metres (9,022 ft). The surface of the runway will be of asphalt/concrete. The military complex will have barracks sufficient to house 5,000 personnel (including soldiers, maintenance crews, etc.) Additionally, the base will have the necessary installations to maintain and repair aircraft, a complete tower control, radar and communication systems and a fueling facility for aircraft and ground vehicles. Finally, the base will have the installations necessary to house S-400 and S-500 systems as well as R-36 ICBM systems. This section of the base is still in the design process and will not be completed along with the first section but rather in a second stage development. The total cost of construction for the first stage is expected to be USD$300 million to be covered by the Soviet Defense Ministry, it will take 1.5 years to build.

The Queen York Rangers Regiment and the US Army Rangers

The Queen York Rangers Regiment and the US Army Rangers has officially announced they have formed an alliance between the two. Both of them can trace their lineage to the Roger Rangers and both of them fought bravely together in the French and Indian War.

The Queen York Rangers will be reclassified to light infantry/special operations in the reflection of its heritage and the armored reconnaissance will transition to the Nova Scotia Fencibles Regiment. The Queen York Rangers will also be available to respond anywhere in the world within 72 hours. The Queen York Rangers and the US Army Rangers will conduct training together every 3 months and will also conduct joint military operations when possible to strengthen ties between the two. The US Army Rangers and the Queen York Rangers will consider each other as brothers.

Advisors and military personnel from the US Army Ranger School and RASP will be helping of setting up a program in Canada that will be used for selection into the Queen York Rangers Regiment. With full approval of this legislature, The Gotland Regiment will be made into a formal Brigade, with a compliment air wing in the near future to be added.

Currently forces on the island number 500, but will be expanded to 5,000 Soldiers and Air Personnel combined. The mechanized forces will remain in place, with a Gotland Island Artillery regiment put in place as well to ensure the island is fortified.

The Air wing will consist of 18 F-35A stealth fighters, based out of Bunge Air Base, which will undergo a $750mn enovation for storage, defense, barracks and other needs. This renovation will turn it into a modern air base with an enlarged runway, strengthened to be able to conduct operations outside of F-35s. The F-35s have been on order with the United States, and are due to arrive in 4 weeks (4 RL days) with payments made of $1.4bn over a period of 5 years.

Canada has provided funds of $100mn to cover various base costs as part of our NATA partnership and dedication to security in the area.

Bunge Air Base will be renamed at a later date to reflect the change.

This renovation will be part of a larger investment into the island, ranging from defensive hard points to economic packages to assist in driving tourism and other economic activity on the island.

This Air Base will be part of a larger effort to establish a connected network of NATA bases, providing training grounds, and the common defense of our Allies.

    Federov: But what about the satellite imagery? How can we possibly explain that to the body?

    Malinovsky: The satellite imagery was to be expected sooner or later. Amassing such a force without the eyes of others noticing is virtually impossible. You should dismiss it as scheduled military training exercises in the Caspian Region - nothing to worry about just a conventional military operation.

    Federov: But what if they don't buy it? I'm not sure how long we can hold that argument before the body begins to grow impatient.

    Sokolov: Your work at the UAN has been important. To fabricate a crisis with Eurasia and distract the world while the Red Army is ready to invade - that was the goal from the very beginning. Who in their right mind thinks we are going to attack Eurasia? With Winter approaching? Sokolov laughs

The discussed went over the future diplomatic strategies related to the Eurasian Question and the current votes that are logged at the body's poll system. As the call continued, the Soviet Defense Ministry mobilized the cyber capabilities of the country in order to coordinate with the Red Army. Everything was beginning to fall into place so that the Question over Azerbaijan would not be answered by diplomacy but by might.
