In the interest of peace and exploration of the ocean depths, NASA, along with other major exploration groups, has announced a much larger scale of NASA's NEEMO sea exploration platform. Such a large scale project would allow long-term habitation of the sea floor, with possible habitats at other spots of the ocean floor. This would also allowed for deep sea exploration for resources and to better understand marine life in the cold depths of the world's oceans. The first such ocean floor habitat shall be built in the Caribbean as the depths there are more suited for early experiments.

Indonesia is a leading nation in the continual development of maritime and aquatic projects such as coral reef restoration and large scale aquaculture; naturally this project proposed by the United States piqued the interest of many in Indonesia. After thorough review by the Legislative Branch and signed off by the Executive Branch, the Republic of Indonesia is willing to donate $700 million USD of funding and provide relevant equipment and personnel to this project, on the condition that Indonesia be able to acquire the knowledge and technical expertise required to create and maintain these structures. Additionally, the Indonesian government has approved the suggestion of should this project bear completion and successfully fulfil the intended goals, Washington DC may be able to expand this project into Indonesian territories. The shallow continental shelves between major island groups unseparated by national borders provides gargantuan swathes of continental shelves with which to work across the nation.

NASA and the Union Navy, which is helping with the program, are delighted to hear of your interests and also invite you join us in this project. Should it prove a success as you have stated, then we can perhaps do so in your own waters, with a few such habitats built for the purpose of guarding the wrecks of warships from the Second World War and prevent illegal salvage operations and also study how marine life interacts with the wrecks though great care would be taken to prevent any damage to both the wrecks and habitats, placing them a distance away due to the unexploded shells in some wrecks.

Full land invasions of neighbouring states are unacceptable and the reason for that is not philosophical, it is because of the suffering inflicted on civilian populations. Its that simple. Smith: Ultimately, the regime will collapse from within. The old adage is that insurgencies are quick to collapse but never die, whereas states are strong until the last moment and then all of sudden collapse.

Smith: I will say, thank God for -greater canada- . We and others were slightly beffudled about their militarisation, but that’s defence for you. It’s a waste until you need it.

The Times: So where are we now?

Smith: Well it may look like a stalement. But that does not mean we aren’t progressing, simply that we’re minimising losses, on both sides I may add. We have pushed the Raj forces north to the Khampat – Tigyaing line and on the west bank of the Irrawaddy River.

Smith: But we have, more or less, air control which means that positions and supply lines can be attacked. For the BCC it is an air war. Hanathwaddy forces are now well dug in and well-armed.

People should not mistake cautiousness for inaction. We're in no real rush; once the first shot is fired, wars are won with ‘treasure and trucks’… money and logistics.

Military Equipment Update:

Further to pervious agreements including that between BAE Systems and Greater Canada, progress is being made on procurement:

  • there are now 48 Harrier MKV in service with the RAF (on top of those sent to Raj Rebels). All have been sent to Burma.

  • The number of F35s in service is now 75 of the original 80 ordered

  • 38 Tucano based ‘Spitfire MKX’ are now in service with the Hanathwaddy Air Force

  • 20 A400M transports are now in service with more on the way

  • 12 Skywings Voyagers are now delivered.

  • The 22 British built unused Lynx and Super Lynx Helicopters in storage by the Far eastern union of soviet republics have been purchased for $50mn and will be transferred to Sittwe base.

Work is also underway on design and contracting of a new unnamed class of Amphibious Assault Ships built around the Harrier MKV and based on the Labyrnna / Aozhou San Carlos / Canberra Class. This woudl replace the sunk HMS Albion . Of course launch is still some years away.

Canada has announced the construction of a Thomas Prescott Class Aircraft Carrier (Nimitz Class). The ship will be called the RCNS Thomas Prescott and will be part of Carrier Strike Group One. Uruguay's Justice halts construction of Rocha Nuclear Power Plant

Following a year of deliberations, Judge María Josefina Abreu, ruled against the National Government, favoring the opposition's request to halt the construction of the Rocha Nuclear Power Plant.

"The National Government has exhausted all instances in this court in their attempts to continue the construction of the nuclear power plant. Politics aside, it has been repeatedly proven that neither the Government nor the people of the Uruguay Province have been properly consulted through any of the constitutionally approved channels about the construction of the Rocha NPP.

Law 16.832 of the Provincial Constitution clearly states that *the production of nuclear energy is banned across the territory of the Uruguay Province*, and this ruling does not come into conflict with a single article of the National Constitution. The Rocha NPP will have to be moved somewhere else."

The Ministry of Energy released a statement recognizing "irregularities that impede the normal development of the construction process". It it assumed that the National Government will not appeal the ruling before the Supreme Court, and that the dismantling of the completed reactor will begin as soon as possible.

Provincial Minister of Energy Pedro Rodríguez, speaking to the press, reassured all Uruguayans that "the unit was completed, but no operational tests were carried out and it wasn't connected to the national network yet, so in theory, the dismantling process will be much faster than if we were to speak of a used reactor." Online polls have resulted in an overwhelmginly positive response from Uruguayans to the ruling of Judge Abreu.

Alternative locations in the Buenos Aires, Córdoba, Chubut and Santa Cruz provinces - where there is no provincial legislation prohibiting the production of nuclear energy - are being considered for the construction of the remaining 3 units.

The nuclear power plant built by Sovatom, originally planned to be located in near the town of Gen. Enrique Martínez, Uruguay Province, will be relocated to 22 km northwest of Mar Chiquita, in the Buenos Aires Province.

3 reactors will be constructed using the budget allocated originally, with the relocation and reassembly of the final fourth unit at its new site costing an additional ARP $111,000,000,000 (USD $3,700,000,000).

The Department of Health and Environmental Hygiene of the Zhongwei Dadao (DHEH) has received more reports of plague infection in the Zhongwei Dadao, raising the total number of confirmed and suspected cases cumulatively to 18.

Hospitals in Shizuizi had admitted 14 suspected cases of bubonic plague, almost all from the social circles of the initial 4 patients. These include extended family members and fellow colleagues at the index patient's workplace. The index patient's workplace, which is a restaurant, has been closed by public health order, with the premises to be disinfected and all other staff members givenchemoprophylaxis with cotrimoxazole or doxycycline. All the cases presented with fever, headache, weakness, shortness of breath, chest pain and cough. The following day, 8 sputum and 12 blood samples were collected by public health officials for laboratory confirmation at Xijing.

DHEH officials have ordered and are in the process of receiving over 20,000 rapid diagnostic tests for the plague bacteria from the Xibei Soviet. Over 2,000 frontline healthcare workers have also been innoculated with plague serum as a precautionary measure. 400 veterinary clinic staff members have also been innoculated, following revelations that a pet mouse had died from an undiagnosed severe illness, which was later confirmed via serologic testing of carcass specimens to be positive for the Y. pestis bacteria.

Agreement in principle

The British Crown Commonwealth has signed an Agreement in Principle with Labyrnna for the construction of two Juan Carlos I Amphibious Landing Platform hulls from Labyrnna's Navantia. The hulls will then kitted out in both Britain and Labyrnna.

The value of this is contract is expected to be $800mn with a total cost for the two units around $1.35bn and take around three years.

A further agreement is the export of 12 Harrier Jump Jet MKVs to replace the 12 older model Harrier MKIIs already used by the Labyrnna Navy at a cost of $342mn.

This is the first paid-for export of the Harrier MKV, a cheaper and effective non-stealth alternative to the F35b.

The Ministry of Foreign Affairs writes to Cccp- to notify it of the FEUSSR's Nenets Comprehensive Development Plan (NCDP), which seeks to develop the Nenets Autonomous Okrug and surrounding areas in anticipation of its future role in an Arctic trade conduit.

The NCDP is a three-pronged strategy which aims to fulfill the following policy goals: improve accessibility, improve employment, improve resilience. Total capital expenditure into the project is set at $180 billion USP over a period of 10 years.

To improve accessibility:

  • The FEUSSR will fund and construct a river port at Indiga (67°39'19.4"N 49°01'44.5"E) with a 45,000 m² site. A portion of the coast will be reclaimed. The new Indiga Port will have 1 Panamax-sized berth with a depth of 13 meters. Due to geographical constraints, a 210,000 m² large cargo terminal (67°39'42.6"N 49°02'05.6"E) will be built approximately 310 meters away from the Port, with an outdoors area to store storage containers, and 4 warehouses for refridgerated/frozen goods.

  • The FEUSSR will fund and construct a river port at Nes' (66°36'38.6"N 44°40'30.9"E) with a 460,000 m² site. The new Shoina Port will have 4 Panamax-sized berths with a depth of 17 meters and 4 Zhenhua container cranes, each of which can lift four 20-foot containers at once. The attached cargo terminal has a capacity of approximately 1 million TEUs. A 690,000 m² tract of land on the opposing banks (66°36'39.9"N 44°39'41.7"E) will be excavated and sunken to allow cargo ships more room to maneuver. 4 tied islands (66°37'08.4"N 44°37'44.1"E, 66°37'36.9"N 44°35'36.0"E, 66°38'48.2"N 44°34'34.8"E, and 66°38'20.7"N 44°34'32.1"E) will also need to be excavated and sunken. Excavation work will be done with collaboration of geological and professional authorities from the USSR to ensure compliance with environmental standards and minimal ecological disturbance.

  • The FEUSSR will fund and construct an passenger rail line (the Pechora Line) which connects the city of Naryan-Mar with Iskateley, Krasnoye (67°50'05.4"N 53°36'46.7"E), and Tel'viska (67°37'56.7"N 52°52'58.4"E). The line length is 44.58 km and the station count is 5. It operates 8 times daily - 7am, 8am, 9am, 11am, 3pm, 6pm, 7pm, and 9pm - utilizing 4 9-car Rotem EMU trainsets*.

  • The FEUSSR will fund and construct a cargo rail line (the Indiga-Pechora Line) which connects the new Indiga Port with Tel'viska. The line length is 160 km and the station count is 2. A cargo service runs twice each day (0800, 1600).

  • The FEUSSR will provide local government authorities in the Nenets Autonomous Okrug with ~1,000 off-the-shelf drones, which can be modified and configured to serve different purposes (i.e: delivery, monitoring weather, search and rescue, etc.)

  • The FEUSSR will fund the construction of 400 small service stations, each with an uniform/identical configuration consisting of 5 fuelling stations and 10 parking spots for semi-trailer trucks to cut down on costs. The truck stops will be run as a joint venture between the Okrug's government (50%), the Central Government of the USSR (30%), and the All-Union Central Council of Trade Unions of the USSR (20%).

  • The FEUSSR will provide the Central Government of the USSR with $5 billion USP of monetary grants for the purpose of road maintenence and repair across the Nenets Autonomous Okrug and Komi Republic.

  • The FEUSSR will provide the Central Government of the USSR with $5 billion USP of monetary grants for the purpose of telecommunications connections, maintenence, and repair across the Nenets Autonomous Okrug and Komi Republic.

To improve employment:

  • The FEUSSR and all contractors operating under it pledge to source at least 60% of their workforce from the local population or from the USSR as a whole.

  • The FEUSSR will invest in the modernisation of the region's educational infrastructure to improve the educational standing, vocational training, and job prospects of the local inhabitants. To that end, it will spend $100 million USD each year for a period of 10 years maintaining a series of 36 public educational institutes in Arkhangelsk Oblast and the Komi Republic, which supplement the USSR's pre-existing public educational apparatus with free afternoon and nightly classes on a wide range of vocational topics, such as mechanical engineering, foreign languages, foundational classes for university admissions, and so on.

To improve resilience:

  • The FEUSSR will fund and construct 16 underground hydroponics farms across the Nenets Autonomous Okrug. The hydroponics farms will operate as community initiatives which will increase the supply of fresh, locally-available food that can be harvested year-round with no regard to the hostile sub-Arctic environment.

  • The FEUSSR will provide the Central Government of the USSR with $4 billion USP of monetary grants for the purpose of constructing 4 desalination plants across the Nenets Autonomous Okrug.

  • The FEUSSR will fund and construct 18 wind farms across the Nenets Autonomous Okrug and Komi Republic, each with an uniform/identical configuration consisting of 4 15MW wind turbines. The wind farms will be run as under a statutory corporation named the Nenets-Komi Wind Farm Company, of which the governments of the Okrug and Republic each own 50% of stock. The wind farms will reduce local reliance on fossil fuels that are transported expensively from other parts of the USSR and reduce local losses caused by abrupt shocks in the energy supply.

What do you have to do?

All you have to do is sign up. I'll be taking care of all the results generating, so after you've signed up, just sit back and enjoy the show. I'll be putting a Google Form online tomorrow at 4.30 PM CET (Amsterdam). That's 7.30 PDT (LA), 10.30 EDT (New York), 22.30 CST (Shanghai) and 00.30 AST (Sydney). I'm very sorry if the time is of inconvenience to you, but this pattern seems to be the most equal. The form includes two sections.

First, it features a section on the Tourney Events. You can sign up for 10, and claim advantage in 5. With advantage, you'll have a greater chance of winning, but it's by no means a guarantee! Most of these will have 8 spots available, and Football has 16. So if you've got a favorite, best to claim it fast! However, I'm sure we can be flexible if there turns out to be no more spot available. Everything for your experience!

For the remaining Regular Events, you can claim advantage in fifteen sports. This works the same as with the tourneys. Note that when you claim an advantage, you'll have it for all events in that sport. So for Badminton doubles, you have advantage on men's, women's, and mixed! Not all sports have multiple events, like Individual Dressage (Equestrian).

The form is up for 5 days, so until the Friday after!

After that, the games will begin as fast as possible! Enjoy yourselves!
