The Dictatorship of Helghan Corporation is a colossal, orderly nation, ruled by Autarch Scolar Visari with an iron fist, and renowned for its frequent executions, public floggings, and remarkably easy parental licensing program. The hard-nosed, cynical, humorless, devout population of 3.728 billion Helghast are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.
