Another thing, I don’t think velocity actually differs the lethality of a bullet in any way. Unless your firing at some sort of nano-machine monster created in a lab deep in moa or something, most larger bullets already have the speed to puncture a human being. The only reason you would want a fast bullet is to hit the brain which is already possible with current standards, or to hit a long distance target which in that case using a laser or missile would be more convenient from air lag. The energy that could make it go faster would damage to bullet in the process as well. Modern snipers are already good at that anyway. In fact smaller speed smaller round bullets are actually more lethal than larger mags because they stay inside the body so people have to dig it out. It’s why pistols are so effective.
