With the goal of a mutually beneficial future for everyone, The Kingdom has drafted "The Treaty of Befasia". And invites every nation in the world to sign it, as it will ensure the use of Befasia only for scientific purposes and will not recognize a territorial claim in Befasia. We urge everyone to recognize this treaty and reject BIS, because that is a gore representation of the imperialistic views of many countries. And The Kingdom doesnt share the same views and knows there a lot of other nations who dont share the same imperialistic views.

Article I

1. Befasia shall be used for peaceful purposes only. There shall be prohibited, inter alia, any measures of a military nature, such as the establishment of military bases and fortifications, the carrying out of military maneuvers, as well as the testing of any type of weapons.

2. The present treaty shall not prevent the use of military personnel or equipment for scientific research or for any other peaceful purposes.

Article II

Freedom of scientific investigation in Befasia and cooperation toward that end shall continue, subject to the provisions of the present treaty.

Article III

1. To promote international cooperation in scientific investigation in Befasia, as provided for in Article II of the present treaty, the Contracting Parties agree that, to the greatest extent feasible and practicable:

(a) information regarding plans for scientific programs in Befasia shall be exchanged to permit maximum economy and efficiency of operations;

(b) scientific personnel shall be exchanged in Befasia between expeditions and stations;

(c) scientific observations and results from Befasia shall be exchanged and made freely available.

2. In implementing this Article, every encouragement shall be given to the establishment of cooperative working relations with those Specialized Agencies and other international organizations having a scientific or technical interest in Befasia.

Article IV

1. No territorial claims in Befasia shall be recognized and shall only be used for Scientific and research purposes.

Article V

1. Any nuclear explosions in Befasia and the disposal there of radioactive waste material shall be prohibited.

2. In the event of the conclusion of international agreements concerning the use of nuclear energy, including nuclear explosions and the disposal of radioactive waste material, to which all of the Contracting Parties whose representatives are entitled to participate in the meetings provided for under Article IX are parties, the rules established under such agreements shall apply in Befasia.

Article VI

The provisions of the present treaty shall apply to the area south of 60-degree South Latitude, including all ice shelves, but nothing in the present treaty shall prejudice or in any way affect the rights, or the exercise of the rights, of any State with regard to the high seas within that area.

Article VII

1. To promote the objectives and ensure the observance of the provisions of the present treaty, each Contracting Party whose representatives are entitled to participate in the meetings referred to in Article IX of the treaty shall have the right to designate observers to carry out any inspection provided for by the present Article. Observers shall be nationals of the Contracting Parties which designate them. The names of observers shall be communicated to every other Contracting Party having the right to designate observers, and like notice shall be given of the termination of their appointment.

2. Each observer designated in accordance with the provisions of paragraph 1 of this Article shall have complete freedom of access at any time to any or all areas of Befasia.

3. All areas of Befasia, including all stations, installations and equipment within those areas, and all ships and aircraft at points of discharging or embarking cargoes or personnel in Befasia, shall be open at all times to inspection by any observers designated in accordance with paragraph 1 of this Article.

4. Aerial observation may be carried out at any time over any or all areas of Befasia by any of the Contracting Parties having the right to designate observers.

5. Each Contracting Party shall, at the time when the present treaty enters into force for it, inform the other Contracting Parties, and thereafter shall give them notice in advance, of

(a) all expeditions to and within Befasia, on the part of its ships or nationals, and all expeditions to Befasia organized in or proceeding from its territory;

(b) all stations in Befasia occupied by its nationals; and

(c) any military personnel or equipment intended to be introduced by it into Befasia subject to the conditions prescribed in paragraph 2 of Article I of the present treaty.

Article VIII

1. To facilitate the exercise of their functions under the present treaty, and without prejudice to the respective positions of the Contracting Parties relating to jurisdiction over all other persons in Befasia, observers designated under paragraph 1 of Article VII and scientific personnel exchanged under subparagraph 1(b) of Article III of the treaty, and members of the staffs accompanying any such persons, shall be subject only to the jurisdiction of the Contracting Party of which they are nationals in respect of all acts or omissions occurring while they are in Befasia for the purpose of exercising their functions.

2. Without prejudice to the provisions of paragraph 1 of this Article, and pending the adoption of measures in pursuance of subparagraph 1(e) of Article IX, the Contracting Parties concerned in any case of dispute with regard to the exercise of jurisdiction in Befasia shall immediately consult together with a view to reaching a mutually acceptable solution.

Article IX

1. Representatives of the Contracting Parties named in the preamble to the present treaty shall meet at the City of Valyria within two months after the date of entry into force of the treaty, and thereafter at suitable intervals and places, for the purpose of exchanging information, consulting together on matters of common interest pertaining to Befasia, and formulating and considering, and recommending to their Governments, measures in furtherance of the principles and objectives of the treaty, including measures regarding:

(a) use of Befasia for peaceful purposes only;

(b) facilitation of scientific research in Befasia;

(c) facilitation of international scientific cooperation in Befasia;

(d) facilitation of the exercise of the rights of inspection provided for in Article VII of the treaty;

(e) questions relating to the exercise of jurisdiction in Befasia;

(f) preservation and conservation of living resources in Befasia.

2. Each Contracting Party which has become a party to the present treaty by accession under Article XIII shall be entitled to appoint representatives to participate in the meetings referred to in paragraph 1 of the present Article, during such time as that Contracting Party demonstrates its interest in Befasia by conducting substantial scientific research activity there, such as the establishment of a scientific station or the dispatch of a scientific expedition.

3. Reports from the observers referred to in Article VII of the present treaty shall be transmitted to the representatives of the Contracting Parties participating in the meetings referred to in paragraph 1 of the present Article.

4. The measures referred to in paragraph 1 of this Article shall become effective when approved by all the Contracting Parties whose representatives were entitled to participate in the meetings held to consider those measures.

5. Any or all of the rights established in the present treaty may be exercised from the date of entry into force of the treaty whether or not any measures facilitating the exercise of such rights have been proposed, considered or approved as provided in this Article.

Article X

Each of the Contracting Parties undertakes to exert appropriate efforts, to the end that no one engages in any activity in Befasia contrary to the principles or purposes of the present treaty.

Article XI

1. If any dispute arises between two or more of the Contracting Parties concerning the interpretation or application of the present treaty, those Contracting Parties shall consult among themselves with a view to having the dispute resolved by negotiation, inquiry, mediation, conciliation, arbitration, judicial settlement or other peaceful means of their own choice.

Articles XII

All contracting nations to the treaty are subjected to make sure the treaty's laws are abided properly and take joint action in case any party violates the treaty.

A Friend in Need
After a recent agreement with Northern celtic regions, a team from the World Class 707th Special Mission Group of the Kingdom's Army Special Warfare Command (Black Berrets) are on the way, who will help in establishing a Special Forces branch in NCR, trained by the Kingdom's officers. In addition, the Kingdom would ask the permission of NCR to lend us a base, so that we can use that base as the HQ and the base of Operations of the 707th Special Mission Group.

In my opinion fellow Members of the House, there is no point in joining this alliance. As the honorable PM memntioned, we are one of the most influential nations. There is no need to join an alliance. This will bring in more hassle for us. More people from countries we havent even heard of coming to our land, using our resources, enjoying everything we built up with our hard work. I believe, it needs to be brought into the consideration of the Members of the House about our environment. We need to keep in mind the future of our civilization. While i agree this agreement will bring in a lot of profits, but we need to ensure the environment isnt hampered. If we can get a promise that there will be stricter regulations on environment monitoring, we wont stand in the way of this bill.

The Orvosian government would like to specify that treaty doesn't actualy force all the nations who sign it to recognize the claims on Befasia, rather article 5 exist so there aren't avoidable borders disputes between the claims, whatever they are recognized or not.

"has already specified by the rest of the Orvosian government some times ago, which I would like to note we didn't receive any responses from Oimatsu, the BIS doesn't actualy force to recognize claims but it only avoid territorial disputes, furthermore after the BIS the "claims" themselfes are barely a few bases for research in some specific points in the previous claims of Befasia, i'm not sure how a few bases for research as "claims" that aren't totally recognized and that aren't enforced as any military of any nation is outlawed on Befasia by the BIS treaty can be a "gore representation of the imperialistic views of many countries",
the BIS is pratically doing everthing that Oimatsu want, not force to recognize the claims, the "claims" being merely a few bases for research, not allowing military on Befasia, at this point I really don't know why Oimatsu government has always and is still trying to undermine a already perfectly functional treaty on Befasia,
furthermore I would like to note that the Oimatsu treaty of Befasia lack of the section of the BIS Treaty that specify that military can be used on Befasia only for liberate Befasia from an illegal military of another nation and as such it would not be able to enforce the sections that talk about not allowing military on Befasia as one nation can just send a navy there and the others nations wouldn't be able to do anything as they wouldn't be allowed to liberate Befasia,
at this point i'm starting to doubt what are the Government of Oimatsu intentions, maybe Oimatsu want to actualy send their military in Befasia and claim it all for themselfes while all the others nations couldn't do anything? maybe, since the Government of Oimatsu was really quickly at giving implied military threats, Oimatsu Befasia Treaty is really just a pretext for make the members of the BIS look like imperialistic so,
when the Nations that signed BIS decide to stick with the BIS Treaty, Oimatsu can invade us and then make us pay war reparations or outright annex us? with the Government of Oimatsu ignoring everything that contradict what they say about the BIS being "imperialistic", giving military threats, exclude the possibility of liberate Befasia from an illegal army and generaly acting suspect I urge all the nations in the world to not sign the Oimatsu Befasia Treaty"

Thespasia would like to offer its services in these trying times for the NCR. A task force designated under Battlegroup Alpha has been prepared to help your nation be rid of communist rebels. President Garma made an official statement regarding the situation in the Northern celtic regions "Our prayers and condolences go out to the Minister of Defence Kyle Duggan. What happened is a horrible thing, and shows how heartless these TERRORISTS are! To add, the situation in Glasgow has worsened and we are no closer to rescuing the innocent people on Dongerland Air Flight 191! In the event of the conclusion of international agreements concerning the use of nuclear energy, including nuclear explosions and the disposal of radioactive waste material, to which all of the Contracting Parties whose representatives are entitled to participate in the meetings provided for under Article IX are parties, the rules established under such agreements shall apply in Befasia.

Article VI

The provisions of the present treaty shall apply to the area south of 60-degree South Latitude, including all ice shelves, but nothing in the present treaty shall prejudice or in any way affect the rights, or the exercise of the rights, of any State with regard to the high seas within that area.

1. To promote the objectives and ensure the observance of the provisions of the present treaty, each Contracting Party whose representatives are entitled to participate in the meetings referred to in Article IX of the treaty shall have the right to designate observers to carry out any inspection provided for by the present Article. Observers shall be nationals of the Contracting Parties which designate them. The names of observers shall be communicated to every other Contracting Party having the right to designate observers, and like notice shall be given of the termination of their appointment.

2. Each observer designated in accordance with the provisions of paragraph 1 of this Article shall have complete freedom of access at any time to any or all areas of Befasia.

All areas of Befasia, including all stations, installations and equipment within those areas, and all ships and aircraft at points of discharging or embarking cargoes or personnel in Befasia, shall be open at all times to inspection by any observers designated in accordance with paragraph 1 of this Article.

4. Aerial observation may be carried out at any time over any or all areas of Befasia by any of the Contracting Parties having the right to designate observers.

5. Each Contracting Party shall, at the time when the present treaty enters into force for it, inform the other Contracting Parties, and thereafter shall give them notice in advance, of

(a) all expeditions to and within Befasia, on the part of its ships or nationals, and all expeditions to Befasia organized in or proceeding from its territory;

(b) all stations in Befasia occupied by its nationals; and

(c) any military personnel or equipment intended to be introduced by it into Befasia subject to the conditions prescribed in paragraph 2 of Article I of the present treaty.

Article VIII

1. To facilitate the exercise of their functions under the present treaty, and without prejudice to the respective positions of the Contracting Parties relating to jurisdiction over all other persons in Befasia, observers designated under paragraph 1 of Article VII and scientific personnel exchanged under subparagraph 1(b) of Article III of the treaty, and members of the staffs accompanying any such persons, shall be subject only to the jurisdiction of the Contracting Party of which they are nationals in respect of all acts or omissions occurring while they are in Befasia for the purpose of exercising their functions.

2. Without prejudice to the provisions of paragraph 1 of this Article, and pending the adoption of measures in pursuance of subparagraph 1(e) of Article IX, the Contracting Parties concerned in any case of dispute with regard to the exercise of jurisdiction in Befasia shall immediately consult together with a view to reaching a mutually acceptable solution.

Article IX

1. Representatives of the Contracting Parties named in the preamble to the present treaty shall meet at the City of Valyria within two months after the date of entry into force of the treaty, and thereafter at suitable intervals and places, for the purpose of exchanging information, consulting together on matters of common interest pertaining to Befasia, and formulating and considering, and recommending to their Governments, measures in furtherance of the principles and objectives of the treaty, including measures regarding:

(a) use of Befasia for peaceful purposes only;

(b) facilitation of scientific research in Befasia;

(c) facilitation of international scientific cooperation in Befasia;

(d) facilitation of the exercise of the rights of inspection provided for in Article VII of the treaty;

(e) questions relating to the exercise of jurisdiction in Befasia;

(f) preservation and conservation of living resources in Befasia.

2. Each Contracting Party which has become a party to the present treaty by accession under Article XIII shall be entitled to appoint representatives to participate in the meetings referred to in paragraph 1 of the present Article, during such time as that Contracting Party demonstrates its interest in Befasia by conducting substantial scientific research activity there, such as the establishment of a scientific station or the dispatch of a scientific expedition.

3. Reports from the observers referred to in Article VII of the present treaty shall be transmitted to the representatives of the Contracting Parties participating in the meetings referred to in paragraph 1 of the present Article.

4. The measures referred to in paragraph 1 of this Article shall become effective when approved by all the Contracting Parties whose representatives were entitled to participate in the meetings held to consider those measures.

5. Any or all of the rights established in the present treaty may be exercised from the date of entry into force of the treaty whether or not any measures facilitating the exercise of such rights have been proposed, considered or approved as provided in this Article.

Article X

Each of the Contracting Parties undertakes to exert appropriate efforts, to the end that no one engages in any activity in Befasia contrary to the principles or purposes of the present treaty.

1. Jetxx does not sign The Treaty of Befasia from both suggestion from Orvos and other terms by Jetxx. the statement above imposes ideas of cynicism towards other countries ideals. |Imperialism, gorerepresentation & others| Most nations should be free to these possibilities, compromises, and ideals. Denying a whole continent of that is completely absurd. Article XI also dismisses any depth to the content and the Treaty doesn't foist its rules unto many countries directly. The United States of Emaha, commonly known as Emaha, is a country located in southern Storveld. It maintains peaceful relations with its neighbour Tigerania in the north. To the south the country borders the Yalagch Gulf, Hodito Sea and Khyatad Gulf.
The nation is a federal presidential constitutional republic comprised of 42 states and a federal territory which encompasses the capital Emaha City. Emaha has a population of 420 million, moreover it is regarded as one of the leading nations in the fields of economical and political power on the international scale.
Emaha has a long history, a diverse and generally open-hearted population as well as varied landscapes make the country a tourist hub. Of course the many vibrant cities, each with their own character, add to that fact.

The Emahan stance on Befasia:
