Well I've had the idea in my head that we've been in a civil war since maybe 1900ish (rat years shorter then human years and all) so the Great Rat Prophet died sometime before that and civil wars arose over who gets to own the ratdom till 2033 when Constantine Godwinson won the war and became a true nation state with some rats fleeing during the course of the civil war allowing for things like ThePlague to wipe out his rat population and other things that may come up in the future.

Following the escalation of hostilities in southern Orientalis in a region close to the maritime borders of the Kingdom of Heobei, the Royal Armed Forces of Heobei has been placed on high alert and the Western Detachment of the Royal Heobei Navy re-diverted to the eastern coast. Both Cheonwangseom-class Frigates, the RHNS Cheonwangseom and the RHNS Wang jung Wang, will be conducting operations together on the eastern coast alongside the rest of the navy. Makes sense, bartering things rats can do that humans can't do or would be hard for a human for things rats need that would be hard for them to do.
