As a refresher the first contact is supposed to be well a nation catching either a Intel agent or the trial of the agent. The mission being to gather intelligence on earth and it's military capabilities due to some cannon events of fighting off an alien invasion.

Syria
Another Private Military Company has began operations in Syria against the two current PMCs warring in Syria, the company was identified as United Security, or USEC (yeah I'm going full Tarkov with this) The USEC private military company was established in 1999 after merger of two companies: KerniSEC and Safe Sea.
Known for having been involved in the downfall of the Norvinsk region for Russia, after confronting UN personnel coming to inspect Terragroup Labratories. The fighting in the area had ended in 2030, and USEC continued with contracts around the world.
Black Mountain Contractors which were involved in a skirmish with USEC operators reported that they seemed to be defending something in the area, which has led Israeli Intelligence to believe that Terragroup, USECs main employers, may be involved.
What is Terragroup?
The notorious TerraGroup international corporation is one of the many foreign companies responsible for the illegal activities and research within Norvinsk and one of the key players in the scandal that turned the prosperous frontier into a collapsed war zone. USEC is believed to act as a proxy private army, protecting the company from an investigation by any means necessary.
Thanks to what happened in Tarkov, investigators never found out what it was experimenting with in Norvinsk, after the fighting got bad, Terragroup left and was never able to be held officially responsible, and still runs activities.
Israeli Defense officials held a confrence discussing plans to deal with this, in which it was stated the the IDF would begin annual 15 mile incursions into Syria 2 months early, in June. troops home from the occupied zones would be put on border security on the Israel-Syria Border.
