(A) That's a insightful consideration and in fact Aigania is really quite urbanized with towering landscapes. However the even the there are practical concerns for rising buildings. As for expansion the standard policy was that of sound ecological practices and reuse terrain left for waste recycling but that reached a limit. Current policy is of ocean expansion (#342 issue).

Besides, although it has been diversified and it's current number one priority the main and foundational objective of the Federation was of being a scholarly bastion of technology, and that has some consequences.

To reach that goal, the society must be sustainable in the long term, hence the strong environmental protections (at worse, in case of collapse it is necessary to have the resources to bootstrap the society once again), and societal to avoid disruptions of the social order that may endanger the progress of the Federation.
Obviously the caveats are that with economic, social and environmental guarantees hard wired in the institutional framework and the fabric of society to make it run, it is expected a serious commitment to the necessary duties to make the nation run smoothly.

Besides, for having a sustainable population to maintain our large, prosperous and advanced civilization although possible to cram all of them in such a little space it would be like putting all of the eggs in one basket, a risk to great to take. So the logical solution is expansion, and for all advanced civilizations, having a fall back backup inhabitable planet is a must.

So that's the reason of our dispersion. Our one star system with a Earth-like planet with the bigger part of our population, and the rest in the small continent/big island on Planet Lazarus. Both with an amazing nature surrounding and among our arcology filled metropolis.

Because it is beautiful, it is useful and just because in an emergency / collapse are could be use to climb the ladder of civilization once again.

That would be an interesting challenge even for our launch capabilities since we don't have here a space elevator (there are a couple in Aigania Prime), but perhaps with some tricky gravity manipulation we could pull it off.
