Did that myself a while ago.
Did a whole sleeper operation and everything.
Effort worked to take this region down a few months ago, we managed to relocate all the resident fascists to another region which we took over, Global Peace Commune, in this region though we only left the super inactive governor and his friend (because we couldn't take it over) who had been sleeping for like 20 days (but kept logging in like a day before getting CTEd and not doing anything). So we effictively disabled the region but without both of them CTEing then we just left it to delete itself.
Noble cause ofc, but you just walked into a basically already destroyed region (as much as we could at the time) and claimed it
