The Druidic Council,

NOTING that Celtia's official constitution has numerous spelling, punctuation, and grammar issues within its text,

CONCERNED that these spelling errors may lead to misinterpretation in the future,

BELIEVING that the Druidic Council should be elected sooner rather than later so that Cabinet Members can be approved and appointed sooner than they are now,

FURTHER BELIEVING that specific minor changes are necessary to be made to the constitution, and

WISHING to correct these spelling errors and alter the order of various elections in Celtia,

HEREBY ENACTS the following:

  1. The Preamble of The Celtian Constitution shall be amended to read: ”I, the founder of Celtia, in order to create a safe, democratic, and peaceful region, hereby write this constitution to be adhered to by all residents of Celtia.”

  2. Article I of The Celtian Constitution shall be amended in the following capacity:

    1. Section 2 shall be amended to read: After 7 days of residing in the region with World Assembly membership, all residents who actively hold World Assembly membership will be eligible for Celtian Citizenship. If a resident controls a World Assembly member nation outside the Region of Celtia, they must telegram the name of this World Assembly nation to the Home Officer or whomever controls the waiver list at said moment in time, as well as verifying it with their World Assembly nation (through a second telegram), in order to be granted citizenship 7 days after the original application.”

    2. Section 3 shall be amended to read: The privileges granted by citizenship are as follows:

      • Becoming a Cabinet Member, Councillor or the High Judge.

      • Voting in regional elections and referenda

      • Running as a candidate in elections

      • Authoring proposals for the Druidic Council

      • Debating in the Druidic Council (if sponsored by a Councillor)

      • Participating in regional events and organisations

  3. Article II of The Celtian Constitution shall be amended in the following capacity:

    1. Section 1 shall be amended to read: ”The Executive Branch of Celtia shall be known as the Cabinet, with the responsibility of the day-to-day running of the region. The Cabinet shall be composed (at maximum) of a Head Minister, a Home Officer, a Foreign Officer, a Deputy of Roleplay, a Deputy of Entertainment, a Deputy of Peacekeeping, a Deputy of Embassies, and a Deputy of Recruitment.”

    2. Section 2 shall be amended to read: ”The Head Minister shall manage the Cabinet and may appoint a Home Officer and/or a Foreign Officer. The Head Minister is elected by the citizens of Celtia every 1st of January, April, July, and October. All citizens (apart from Councillors and the High Judge) have the right to stand to become Head Minister of Celtia.”

    3. Section 3 shall be amended to read: ”The Home Officer is appointed by the Head Minister, and approved by a simple majority of voting Councillors in legislative session. The Home Officer has the duty of managing Celtia's internal affairs. These duties include: creating and managing Celtia's regional events (such as recreational polls and roleplays), managing citizenship, and keeping the peace in the region. In the event that the Home Officer is absent or is not appointed, the Head Minister shall carry out the duties of the Home Office.”

    4. Section 4 shall be amended to read: ”The Home Officer may, at their discretion, appoint any citizen (other than the High Judge, or Cabinet member not involved in the Home Office) to the following positions: A Deputy of Roleplay, a Deputy of Entertainment, and/or a Deputy of Peacekeeping, who shall have the duties of assisting the Home Officer in organising roleplays, creating recreational polls and asking daily questions on the RMB, and moderating the RMB, respectively.”

    5. Section 5 shall be amended to read: ”The Foreign Officer is appointed by the Head Minister, and approved by a simple majority of voting Councillors in legislative session. The Foreign Officer appointed by the Head Minister, and has the duty of managing Celtia's external affairs. These responsibilities include recruiting new nations to Celtia, maintaining good relations with other regions, and opening and closing embassies with other regions. In the event that the Foreign Officer is absent or is not appointed, the Head Minister shall carry out the duties of the Foreign Office.”

    6. Section 6 shall be amended to read: ”The Foreign Officer may, at their discretion, appoint any citizen (other than the High Judge, or Cabinet member not involved in the Foreign Office) to the following positions: A Deputy of Embassies and/or a Deputy of Recruitment, who shall have the duties of assisting the Foreign Officer in managing Celtia's relations and embassies with other regions and recruiting new nations to Celtia, respectively.”

    7. Section 7 shall be amended to read: ”In the event that either a Home Officer or a Foreign Officer fails to be approved by a simple majority of voting Councillors in legislative session, the Head Minister may nominate another citizen for the Druidic Council to approve.”

    8. Section 8 shall be amended to read: ”In the event that the Deputy of Roleplay, Deputy of Entertainment, or Deputy of Peacekeeping is unable to decide on a particular decision within their jurisdiction, it is the Home Officer’s responsibility to make that decision, and to inform the rest of the Home Office of this decision.”

  4. Article III of The Celtian Constitution shall be amended in the following capacity:

    1. Section 1 shall be amended to read: ”The Legislative Branch of Celtia shall be known as the Druidic Council, with the responsibility of creating, amending, and repealing the regional laws of Celtia.”

    2. Section 2 shall be amended to read: ”The Druidic Council shall be comprised of Councillors. There must be at least 3 councillors in order to form a Council. The number of councillors must not exceed 1 councillor for every 5 citizens residing in the region of Celtia. In the event that a Council cannot be formed, all proposals are to be decided by referenda of citizens until a Council is formed.”

    3. Section 3 shall be amended to read: ”The Druidic Council is elected by the citizens of Celtia every 9th of January, April, July, and October. All citizens (apart from the Head Minister and the High Judge) have the right to stand to become a Councillor.”

    4. Section 4 shall be amended to read: ”Once a Druidic Council is elected, their first order of business is to elect a Council Head. The Council Head shall announce the start and end of debating periods and voting periods on proposals in the Council, along with the results at the end of each vote. The Council Head shall also publicly announce the passage or failure of proposals, on the Regional Message Board of Celtia.”

    5. Section 5 shall be amended to read: ”All citizens have the right to author proposals to be presented to the Druidic Council. All proposals must be written inside a dispatch and sponsored by an incumbent Councillor (who must be credited in the proposal) in order to be telegrammed to the incumbent Council Head (by both the proposal author and their sponsor) in order to be presented to the Druidic Council. Incumbent Councillors may sponsor their own proposals.”

    6. Section 6 shall be amended to read: ”All proposals submitted to the Druidic Council must be debated on for 3 days. A 3-day voting period is held once the debating period has concluded. In the voting period, all Councillors must state whether they are for or against a proposal. However, Councillors may Abstain on proposals if they so wish.”

    7. Section 7 shall be amended to read: ”Proposals which do not affect the constitution may pass with a simple majority of voting Councillors. Constitutional amendments may only pass with a 2/3 majority of voting Councillors. Tied proposals shall be decided by a referendum of citizens. If a referendum has a majority of citizens voting for the proposal, the proposal passes into law. If the proposal fails to receive a majority, it is treated as having failed.”

    8. A new Section 8 (and renumber accordingly) shall be written to read: "No proposal submitted to the Druidic Council may be edited whilst being debated or voted on by the Druidic Council. However, proposals may be removed from the Council at any time by either the proposal's author, the Council Head, or the High Judge (the latter two, however, may only do so if the proposal is ruled as illegal by the High Judge)."

    9. The newly renumbered Section 9 shall be amended to read: “Citizens (who are not Councillors) wishing to take part in a particular debate in the Druidic Council may do so, but only if sponsored by an incumbent Councillor (who must publicly inform the rest of the Council of their sponsoring). Only councillors, however, have the right to vote in the council.

    10. The newly renumbered Section 10 shall be amended to read: ”The Druidic Council shall adjourn on the 24th of every March, June, September, and December, relieving the incumbent Councillors (including the Council Head) of their duties. The Druidic Council may not debate or vote on any proposals (including proposals whose debating or voting period should last past this date) until the 10th of every January, April, July, and October.”

  5. Article IV of The Celtian Constitution shall be amended in the following capacity:

    1. Section 2 shall be amended to read: ”The High Judge shall manage the Judiciary, and shall be directly elected by the citizens of Celtia every 17th of January, April, July, and October. All citizens apart from Cabinet Members or Councillors, have the right to stand to become the High Judge of Celtia.”

    2. Section 5 shall be amended to read: ”The High Judge’s term shall end on the 24th of every March, June, September, and December, relieving them of their duties. The Deputy Judge shall temporarily carry out the duties of the High Judge until the next High Judge election.”

    3. Section 6 shall be amended to read: ”No Celtian resident may be punished unless the High Judge (or, in their absence, the Deputy Judge) determines that the resident has violated Celtian Law.”

  6. Article V of The Celtian Constitution shall be amended in the following capacity:

    1. Section 1 shall be amended to read: ”The World Assembly Delegacy shall serve as Celtia's representative on the international stage and has the duty of voting on proposals, taking into consideration the votes of the World Assembly nations that reside in Celtia.”

    2. Section 2 shall be amended to read: ”The World Assembly Delegate shall be elected every 25th of January, April, July, and October, by the World Assembly nations residing in Celtia. All World Assembly nations residing in Celtia have the right to stand and become the World Assembly Delegate of Celtia.”

  7. Article VI of The Celtian Constitution shall be amended in the following capacity:

    1. Section 1 shall be amended to read: ”Celtian elections must take place in a region separate region made specifically for the purpose of holding Celtian elections. This region shall have an embassy with Celtia.”

    2. Section 2 shall be amended to read: ”Candidates for Celtian elections may declare their candidacy up to 7 days before the election.”

    3. Section 3 shall be amended to read: Alternative Vote will be used for Head Minister, High Judge, and WA Delegate elections, whereas Single Transferable Vote will be used for Druidic Council elections. Citizens can vote by ranking candidates in order of preference on the 'Celtia Voting Altar' Regional Message Board.

  8. Article VII of The Celtian Constitution shall be amended in the following capacity:

    1. Section 1 shall be amended to read: ”All Officials have the unrestricted right to resign from their position whenever they wish, and for whatever reason they may have, if they feel the need to do so.”

    2. Section 2 shall be amended to read: ”The Home Officer has the right to dismiss the Deputy of Roleplay, the Deputy of Entertainment, and/or the Deputy of Peacekeeping, whenever they wish, and for whatever reason they may have (providing they publicly announce this reason), if they feel the need to do so.”

    3. Section 3 shall be amended to read: ”The Foreign Officer has the right to dismiss the Deputy of Embassies and/or the Deputy of Recruitment whenever they wish, and for whatever reason they may have (providing they publicly announce this reason), if they feel the need to do so.”

    4. Section 6 shall be amended to read: Any Cabinet Member can be removed from office by the High Judge or the Druidic Council (with a majority of voting Councillors) if they have violated Celtian Law.

    5. Section 7 shall be amended to read: Any member of the Judiciary may be removed from office by the Druidic Council (with a majority of voting Councillors) on the grounds that they have violated Celtian Law.

  9. Article VIII of The Celtian Constitution shall be amended in the following capacity:

    1. A new Section 3 (and renumber accordingly) shall be written to read: "No citizen shall serve any position created by this constitution, for longer than 2 terms in succession. This, however, does not prohibit citizens from serving in a position for a total period of 3 terms or longer."

    2. The newly renumbered Section 5 shall be amended to read: ”It is the responsibility of the High Judge to ensure that all provisions in this Constitution are adhered to.”
