The Noventa Project — 1867
The ACW II hammers the final nail into the urgency of the Noventa Project. Initiated as an effort to reinvigorate the Republic's Armada, construction began in 1865 with ARRP Río Araguay and Río Curuguaty. There were further incentives: the project could promote international cooperation and inspire nationalism, which appear more useful in the emergence of the Second American Civil War. The project basically consisted of a basic timeline that would guide the production of a backbone for a new Armada and encourage continuous employment and training in the shipbuilding industry. Noventa, or ninety, referred to the year by which all the protected cruisers would be in service, 1890; with slight connotations attached to the Spanish word for "new."

1865: construction begins for ARRP Río Araguay and ARRP Río Curuguaty.

1870: construction ends for ARRP Río Araguay and ARRP Río Curuguaty. Construction begins for ARRP Río Iguazú and ARRP Río Chubut.

1875: construction ends for ARRP Río Iguazú and ARRP Río Chubut. Construction begins for ARRP Río Aquidabán and ARRP Río Elqui.

1880: construction ends for ARRP Río Aquidabán and ARRP Río Elqui. Construction begins for ARRP Río Ypané and ARRP Río Paraná.

1885: construction ends for ARRP Río Ypané and ARRP Río Paraná. Construction begins for ARRP Río Araguay II and ARRP Río Curuguaty II.

1890: construction ends for ARRP Río Araguay II and ARRP Río Curuguaty II. Construction begins for ARRP Río Iguazú II and ARRP Río Chubut II. The Republic may choose to retire or refit ARRP Río Araguay (I) and ARRP Río Curuguaty (I).

By 1890, this will amount to at least eight protected cruisers, or up to eight protected cruisers and two armored cruisers of a new Cien-class (named in reference to 1900, and could begin with the Araguay II). Specific parts of the project currently being discussed in the wake of civil war include the design of relatively modular armament, including foreign weapons systems, and refit plans that could create a massive navy tailored to the nation's prospective growth. Of course, the name ARRP Río Paraguay will be reserved.

With facilitation afforded by international assistance, the Noventa Project is expected to create ships that would evolve early and late subclasses. Due to the sheer volume of the Constitutionalists' dominance in the Pacific, the Republic currently leans toward recognizing the ACS, but a declaration of war is withheld for Treaty assent. As such, la República del Río Paraguay requests partners in the Noventa undertaking from the American Constitutional States, the Empire of Brazil, the Kingdom of Naples, and the Republic of Gran Colombia.

They would be liberated, no matter the cost, and recreate the Portuguese State, no matter the hardships. And it would begin in a Portuguese town, known as Coimbra. Portuguese protestors and militias would begin to arm themselves, and patrol the streets of the city, marching to the Spanish government building. They would be joined by many of the locals, who chanted “Viva Portugal!” (Long live Portugal) and “Os espanhóis vão para casa!” (Spaniards go home!). These chants would fill the air, as the crowd of Portuguese civilians began the riot to the city hall, garrisoned by a few Spanish guards.There, panicking, and essentially outnumbered, they shot into the crowd. Immediately the protestors would fire back, using their crude weapons to quickly outnumber the garrison there. They would then seize the town, seizing it under their control. Afterwards, 15 Portuguese independence delegates each signed the Coimbra Declaration, declaring independence from the Spanish state. The Portuguese revolution had begun, and there was no stopping the flames of revolt. It was either the Spanish prevail, or the Spanish fail and fall. There was no other way.

Anyway, it'd be awkward if we took different sides, because our third member could choose one and the outsider would have to switch. So it's still a risk for me to enter the war — we're not supposed to leave the Treaty of Santa Cruz de la Sierra, but would there really be international pressure if Brazil did?
