He has to face the fact that he is not coming into power anymore, and he is not charming his way into doing so. He lays on the flattery like cream on the cake, and it's a dishonest way of doing so. Whenever he meets any obstacle, HJ, Noooooooo, etc, he loses that charm and resorts to rummaging for sympathy, thinking he still has a hold in the region.
