The President or the Prime Minister, who is more powerful?

The Pravitelian Constitution states:

The President

The President represents the Islamic People's Republic of Pravitel in international law and may conclude treaties on its behalf with foreign states. The president is also a symbol of democracy as the president is elected by direct popular vote. Furthermore, all laws must be signed by the president before they can take effect, and the president has the authority to veto a law if he believe it violates the constitution.

The Prime Minister

The Prime Minister and the Council of Ministers lead the executive branch of government. The Prime Minister is appointed by the parliament's dominant party or the party that holds the most seats in parliament and is charged with ensuring the smooth operation of the government. The Prime Minister also serves as Chief of Police and Supreme Commander of the Army. In the absence of the Assembly Speaker, the Prime Minister may preside over the Pravitelian Supreme Assembly.
