I see that kind of play in inner city politics all the time.
In any fair read of history, no one exploits a people like their own people.

Long before white people started doing bad things to darker people, they practiced on themselves for countless centuries.
My people, long before the first Roman slave traders showed up, were doing things to each other to make white folk blush.
And from them to the Muslim, and then the Portuguese, the coastal tribes had perfected the exploitative paradigm of preying upon and selling out the inland tribes.

A proud tradition carried on in black Democrat, Progressive, and Marxist politics where the man on the street is sold out by activists to white liberals dogging us with their condescending tyranny of low expectations.
