I mean, it's part of the agreements you have to concede to be on SR. It's in that treaty Friently made a while back.That's where the hundred generations of social conditioning would nip that right in the bud.
As long as the collapse isn't forced by any outside actors, collapse would be okay. It falls under natural selection.
