Per the USSR: "[Resolves that] the Eurasian Union, upon the enactment of either one of the Annexes of [the final Resolution], namely Annex 1 or Annex 2, hereby commits to refrain from engaging in military or para-military actions, either overtly or covertly, against the territory and the people of the Union of Soviet Socialist Republics, as to not jeopardize the posterior process of negotiations that may arise following the enactment of [the final Resolution]."
