you and your Every Villian Is Lemons raider friends (not you just to clear the air) go to a region, and endorse each other like NUTS and become the new WA Delegate. Then you lock the region and kick everyone out and let your raider friends in.

to fight back against it have the WA Delegate (in our case Treadwellia) and other people with border control powers kick out raiders before they get the chance, that is why regional power is important.
