Looking at potentially developing the MIC for Kassaran, but there's some interesting issues with trying to develop a military for Kassaran, which is primarily a state focused on the protection of its mega-cities, from itself. Such a heavy focus on light infantry, air-mobile weaponry, and generally lighter and more easily reproduced, if not repaired vehicles is present, with an emphasis on aerial dominance. Since the Federal Government has the ability to field a functional air force, it usually does, but this doesn't keep generally well-off security contracting firms from hiring on some form of rotary-wing aviation or small fixed-wing V/STOL aviation.
Kassaran, have you ever heard of Damascus Steel, it's basically this metal on Earth that's stronger and lighter than normal steel, but we don't know how to make it.
You could RP that one of your scientists was able to reverse engineer a Damascus Stell sword. Thus you could say that all of your military and commercial building are made of Damascus Steel, thus making it so that your Military-Industrial complex is nore advanced than your contemporaries.
Then, you could add that your Military-industrial complex knows how to properly utilize Damascus Steel to it's fullest extent. Meaning, that your jets,boats, factories, and satellites are all optimally using Damascus Steel to it's fullest.
Also, you could add that Domascus Steel is a good that civilians have access to, leading to a spike in architecturally designed buildings made of Damascus Steel, leading to stronger buildings for terrorist attacks and others destructive forces against your nation and your Mega Cities
Damascus Steel was not stronger and lighter than normal steel in a significant way. It had other beneficial properties, but rediscovering its exact method of make would not give you a technological edge in the modern day. Modern military applications use materials that are infinitely more useful. An MIC that uses Damascus Steel would certainly be more unique, but far from being more advanced. All of this applies in the civilian world. Also, Damascus Steel refers to a sword-making technique with a certain steel. Nothing about the steel itself suggests it would be good in building construction, and even then, modern steel alloys are superior.
Additionally I was thinking more along the lines of utilizing platinum, silicon, helium, and titanium deposits. There's not much arable land in spite of the relatively large land coverage because most of it is islands built upon an ancient submerged mountain range.
The main thinking is that they might look into developing more infrastructure based around carbon nanotubes and derivant tetechnologies. Additional looming into cornering the IT sector and whatnot.

You know that whole "division of labor" thing that is the basis if all economics?
I know that, but with that interdependency could lead to national-level competition to improve the product basis, or in the case of the modern world, companies moving away to increase their income, leading to a loss of domesticated industry. Something like this happened in the U.S, with companies leaving to go to paces with laxer company laws or taxes to improve company profits.
Something to consider is that, for example, the rise of the steel industry in the U.S. came with the death of previous industries. The rise of the automobile led to the decline of the horse and buggy. The invention of the washing machine, and other tools of automation in the home, made the homemaker less relevant.
But all of these things brought new opportunities.
Steel is 100+ years old as an industry. It was good for us when we were at that level of capital accumulation and technology.
But now we're beyond that.
There's a shortage of tech workers. Even in San Diego, you can make well above minimum wage just knowing HTML and CSS (super easy to learn, very low skill).
It's important not to be myopic when looking at industrial decline because the truth is that there has been no decline at all. Our economy has grown, we've simply come to a point where it makes more sense to allocate labor elsewhere. Let China, which is a much, much, much poorer economy do something that requires less skill and less technology.
Let the U.S. lead the world in what will be much more important industries.
Tangentially, it's also important to distinguish between a fall in employment and a fall in output. Manufacturing output has not fallen dramatically, and continues to grow (although still below pre-recession levels; but malinvestment is malinvestment, why lament that). More of it is being done by capital; you need less labor to produce more things. This is a good thing, because labor will accrue some of that surplus. Those who can't work in that industry need to re-tool, and in RL this is usually a generational thing because you're not going to teach a 50-year-old man to code if that 50-year-old man is myopic.

Also, remember that behind every statistic is a definition. Tech might not be considered part of the manufacturing sector, but tech does manufacture things. But it doesn't fit economic definitions made in the 50s, 60s, and 70s.
For very similar reasons economists have begun to find the definition of GDP as inadequate, because so much modern output is intangible. Statisticians can't measure it yet because they haven't defined how.

Preamble I have written so far
With the emergence of the Federated States of Merica in 1851 onto the international scene the balance of power across the region began to rapidly shift. Equipped with new mighty weapons forged in the heart of the Unification wars just year prior, the Federated states sets out to spread itself and its ideals across the region. The Federated states was chasing caol of its furnaces and iron for its foundries. Coal and iron were so critical to the Federated States and its economy that its lust of them shaped its foreign policy. These policies were rapidly became known as King Coal and Queen Iron. In the 1860s, the Federated States ran into the Grand Ralkovain Empire and these two began to compete. They both clashed over the same colonies and resources. The Federated States was massively outnumbered but not out gun, while the Grand Ralkovian Empire seem to have an endless amount of slave soldiers to march into the meat grinder. These two clashed repeatedly and often in titanic battles that shook the world, often catching numerous others in the there callous crossfire.
